NAVAJO NATION, WINDOW ROCK, ARIZONA Present
Senior Mining Engineer for the Mineral Department, Office of Surface Mining
Manager of the Navajo Nation Minerals Department-Surface Mining Program (NSMP).
* Working with the Federal agencies to ensure the coal mining, reclamation and environmental compliance programs are adequate for the Navajo Nation (NN).
* Leading the effort for the NN and other coal producing Tribal governments in obtaining primacy from the U. S. Office of Surface Mining (OSM) for the regulatory authority to enforce the Surface Mine Control and Reclamation Act of 1977 (SMCRA). Through developing annual grant applications to OSM, I lead the effort in NN providing assistance to OSM in inspection activity and the review of changes to mining and reclamation plans on all coal mining activities throughout NN.
* Developed the NSMP training plan for inspection and reclamation plan reviews.
* Assigned as the contact person for two (2) environmental impact statements (EIS) that will bring an increase of 33% of existing revenues to the NN. Within that responsibility, I have developed a technical team to address the various needs of the EIS lead agency and cooperating agencies.
* Assisting the NN Division of Economic Development with the long term land use plans for reclaimed coal mines on NN.
ORICA, ENGLEWOOD, COLORADO
Business Unit Director of the Powder River Mining Services 1998 to 2000
Responsible for the business operation including its profitability, sales, operation, and technical services.
* Led and managed a $20 million explosive company involved in the coal, copper, gold and aggregate industries in four western states.
* Coordinated the joint venture development with another explosive company that tripled sales with little additional cost.
MAPCO COAL INC., LOVELY, KENTUCKY/ TULSA, OKLAHOMA
General Mine Manager, Martiki Coal Corporation 1989 to 1997
I managed the mining operation which included its sales opportunities, profitability, operations, quality control, maintenance, safety, engineering, and labor relations for a 3.5 million ton per year, $120 million mining complex. Led and managed one of the largest, union free, mining complexes in Kentucky.
* Improved the efficiency of the operation and increased the production by 150% by using state of the art engineering applications.
* Improved the plant efficiency by 10% by re-engineering, and installing state of the art equipment and process technology.
* Improved dragline digging efficiency by 7% by purchasing a new larger dragline bucket that saved the operation 40¢/ton.
* Saved $3/ton cost by changing the dragline mining operation configuration from a conventionally to a spoil side dig.
* Initiated the use of large bulldozers for production and reclamation work saving $3/ton.
* Reduced labor cost by 25% by using contract labor to operate mining equipment.
* Reduced reporting time by 33% by improving information flow on production and cost control reports with a new computer system and format.
* Led the effort in being awarded the "1990 OSM National Award Winner for Excellence in Surface Coal Mining and Reclamation".
* Over a 9-year period, led the complex to the lowest accident rate for all Mapco Coal operations.
* Initiated and led the effort to start a "First Responder" training course for all supervisors.
* Won the "Mapco Board Chairman's Community Volunteer of the Year Award" in 1995.
Engineering Manager for Eastern Kentucky 1984 to 1989
Responsible for sales, profitability, and operation of all surface and underground contract mining operations. Coordinated and led the staff of two major mining operations for the division.
* Developed a plan to maximize contract-mining operations for the division and increased production from 300,000 to 1,500,000 tons per year.
* Provided engineering services for two large surface and two large underground mining operations in the division.
* Implemented a quality assurance program throughout the division for coal quality.
* Initiated the sale of raw coal to all major customers.
* Planned, justified and installed new raw coal rail load out to sell product to customers with a 50% ROI. Older equipment was used to assure the lowest cost alternative for the design.
* Initiated the use of computerized mine planning to maximize profitability of the operations.
Vice President of Planning & Development 1981 to 1984
Responsible for the coal segment's annual budget and five-year plan, subsidiary special project economics and the development of a new river terminals and mine properties.
* Developed the coal segment's annual budget and five-year plan format, including development of computerized modeling for budgeting and project economic evaluations.
* Maintained land records for the segment, developed land acquisitions for new mining operations, and coordinated engineering for those mines.
* Coordinated the development and construction of a 15 million ton per year rail to barge river terminal. Engineered and purchased 80 rail cars for use at this operation and local mines.
* Provided engineering and environmental modeling for all of Mapco Inc.'s mining ventures.
CARBON INDUSTRIES, INC., CHESAPEAKE, WEST VIRGINIA
Division Manager & Manager of Contract Mining 1980 to 1981
Led and managed a mining complex and its associated underground contract mining operations.
* Led and managed two (2) large union underground mining operations that used continuous, and longwall mining techniques with heavy media mineral processing of the material.
* Managed the engineering and operation of the company's new contract mining business.
MULGA COAL CORPORATION, (MEAD CORPORATION), MULGA, ALABAMA
Mine Superintendent 1978 to 1980
Led the underground operation being responsibility for the profitability, labor relations, operations, safety, planning, and maintenance of the mine.
* Completed and directed the transition from conventional mining to continuous mining.
* Completed and directed the transition from rail haulage to belt conveyor haulage.
* Maintained safest underground mining operation in Alabama.
* Provided leadership in the creation of a labor management network for fellow mining executives in Alabama.
* Provided leadership in the development of an Accident Prevention Program and an Underground Mine Rescue competition in the state of Alabama.

Supervised the engineering and planning of a large underground union operation.
