Senior Management / Operations / Project And Construction Management/ Infrastructure / Civil Engineering

Project Director
EGYPTIAN MAGNESIUM COMPANY (EMAG) – Cairo, Egypt Aug. 2005 - Present

I joined the EMag project in August, 2005 and took over the development as the Project Director of the magnesium smelter project to be located at Port Sokhna (130 km. S/E of Cairo), Egypt.

My first order of business was to go to Essen, Germany and finalize the EPC engineering and vendor pricing study by Manferrostaal (FMS) and Khomes International (KHI). After spending two weeks in Essen it was clear that project schedule and budget was in trouble and I reported these findings back to the Managing Director, who told me to do nothing and wait for all the bids to be received. To shorten a long story seventy one (71) vendor bids missed the completion date of October 28, 2005 by one (1) month and the remaining five (5) bids were received seven (7) weeks late. On or about November 18, 2005 MFS notified EMag and the parent company Magnesium International Ltd. (MIL); office, which was clearly outside our contract. On December 16, 2005 MFS closed the project office down in Essen, Germany, because they were no longer interested in the project and were going to close down the project

It was clear from the bids received that MFS had sourced 95% of the equipment and materials from Germany and (or) Western Europe, which in turn inflated the EPC work and other related deliverables. During the last four (4) weeks of the project in Essen, I was able to convince the MIL and EMag Board of Director's to change the contracting methodology from EPC to EPCM and take this concept to Egypt to maximize the Egyptian content to minimize the capital cost exposure. In February, 2006 EMag started our own Capex cost study and the end results showed that our project cost estimate of USD325.8 million was feasible, if you maximized the expertise and experience in Egypt by utilizing Egyptian consultants, fabricators and local contractors.

To ensure our Capex, Indirect and EPCM costs estimates meet or exceeded industry standards, we engaged BDA (independent engineer) to evaluate our estimating methodology and design to maximize the creditability of our work. BDA accepted our work and the project is waiting the interim funding to front end load and advance the basic+ engineering, value engineering, optimization studies and ultimately develop the definitive cost estimate of +/-15%. The definitive cost estimate of +/- 15% would then be integrated into our feasibility study, which would form the bankable feasibility study for the project.
