Materials Manager, Fluor Corp, assigned to Ilo Smelter Modernization Project. Ilo, Peru (31 August 2005 thru 30 August 2006)

Responsible for the management of all contracts, purchasing, procurement and material control activities for the Southern Peru Ilo Smelter Modernization Project: Material Planning, Purchasing, Expediting, Inspection Control, Logistics and Material Control. Responsible for estimating, inquiring, analyzing, negotiating and placing purchase orders worldwide. Additional responsibilities included managing a bi-lingual (spanish and english speaking) force of approximately 36 persons involved in the contracts, purchasing, material control and warehousing activities of the project.

Initially responsible for assisting the project with identification of long lead items, identification of qualified suppliers and issuing of requests for quotation.

Due to my previous experience in contracts administration I was requested to temporally assist the project put together the tender for the project Tailings Storage Facility representing some 50% of the project contracts budget. During this process it was requested I assume the newly created contract managers position.
My responsibilities cover the management and implementation of project contracts activities. Project contract values estimated at US $50 million. Initial responsibilities were to establish project contracting procedures, schedules and strategies. Overall responsibility for tendering, analyzing, negotiating and placing all contracts required for the project located in Potosi, Bolivia.

Fabrication Coordination
The main objectives of my principal position were to facilitate on time or improved deliveries for all in country (Venezuela) fabrication with regard to structural, pipeways, vessel and pipe pre- fabrication. Identify opportunities to improve schedule and cost.
Fabrication totals consist of approximately 25,000 fabricated spool pieces, 23,000 tons of structural steel. In addition the coordination of all local fabrication shops dealing with painted random pipe (15,000tons) prefab concrete sleepers (7,500cu yd.), fireproofing (13,000 sq. yds).
Responsible for assisting all project personnel, companies, client, and fabricators in alleviating potential or perceived problems. Offer solutions to circumvent such problems. Maintain client-customer relationships ensuring all parties are privy to schedule constraints with fabricators and/or construction.

Back-charge Coordination
Principal responsibilities were to track all potential back-charges, estimate all direct and in-direct costs and negotiate favorable settlements.

Responsible for inquiring, analyzing, negotiating and placing the largest valued order for Multi-Phase oil pumping units in the world market up to 1999.

Project purchasing values exceeded US $42 million per annum. Included work for the restoration of all three major refineries in Kuwait (a logistical nightmare). Responsible for estimating, inquiring, analyzing, negotiating and placing purchase orders worldwide. Additional responsibilities included managing a multi lingual (chinese, arabic and english speaking) force of over 140 persons involved in the purchasing and material control activities of the project.

Ralph M Parsons Corp, Pasadena CA: Procurement Services Manager (09/89 -03/92)

Responsible for the management of all procurement service activities for major BP and ARCO North Slope Alaska projects: Expediting, Inspection Control, Sub Contracts, Logistics and Material Control. Project purchasing and sub contract values exceeded US $200 million per annum. Logistics were an important aspect of this work mainly due to the time elements of moving materials and equipment into the North slopes of Alaska. Modularized units barged up in convoys along the West coast to the slopes was normal. Therefor strict adherence to delivery schedules was vital to the overall project schedules. During this period of my career I became a naturalized US citizen.

Santa Fe Braun (Brown & Root), KUWAIT & Alhambra, CA Snr Materials Control Coordinator (01/82 - 08/89)

Responsible for the coordination of onsite and home office procurement service and materials control activities for major projects in Jubail Saudia Arabia, Kuwait City Kuwait and Alhambra CA USA: Expediting, Inspection Control, Logistics and Material Control. Project purchasing values exceeded US $2 billion. I commenced my employment with Santa Fe Braun in the UK in 1982 from there I was transferred to Jubail in Saudia Arabia for a one year project. I was asked if I would be interested in working in Braun's offices in Alhambra California as a prelude to assisting the Kuwait refineries expansion project in the Middle East. I spent a year in California and then went on to the project in Kuwait. I returned to the US in 1987 and continued working for the offices of Santa Fe Braun until shortly after their purchase by Brown & Root in August of 1989.

Brown & Root Inc. Snr Materials Control Coordinator (06/81 - 12/81)
Responsible for the coordination of onsite procurement service and materials control activities for major offshore project Morcombe Bay Gas Rigs. Expediting, Inspection Control, Logistics and Material Control. Morecombe Bay project was the largest offshore gas recovery project in the history of natural gas recovery in the UK. Platforms were fabricator throughout the UK from Glasgow and Aberdeen in Scotland down to Humberside and Tyneside in Northern England.

Fluor Europe Ltd. Materials Coordinator ( 09/79 – 05/81)
Responsible for the coordination of onsite expediting and materials control activities for major project in Shedum Saudia Arabia. Expediting and materials coordination were the main activities utilizing materials located within the Aramco network of laydown yards and warehouses throughout the Saudi kingdom and neighboring Arab States.

BP OIL REFINERY, Isle of Grain, Kent UK: Senior Buyer (09/75 -08/79)
Responsible for the purchase of valves, fittings and pipe required for the refinery shutdowns and scheduled maintenance. Adherence to refinery specifications and schedules was imperative to continuous refinery operations.
