HSE Manager, Fluor Arabia Limited, Saudi Kayan U&O Project 2008 – Current
The manning levels for the Fluor Utilities and Offplots (U&O) section on the 1.8 Billion USD Saudi Kayan Petrochemical Complex is peaking with 9200 personnel, of which my area of responsibility covers the Port Facility, Royal Commission Corridor and the Saudi Aramco Juaymah Gas Plant works.
Major accountabilities relate to all HSE aspects of project execution from civil works, below and above ground services, steel erection, the installation of capital components, E&I systems, pre commissioning activities and environmental performance and compliance
To satisfy these accountabilities in my current role, I must ensure the HS&E expectations and directives of both the Client and Fluor are met and manage supervisors, inspectors, nurses, medics, and other employees working in the HSE department. I must also;
* Monitor the HSE programs and site conditions at all work sites during daily, weekly, monthly and quarterly inspections and audits and work on continuously improving the current system.
* Oversee incident investigations and help form part of the team that will conduct investigations of incidents that could result in litigation before writing the final report including recommendations for corporate review and release to appropriate stakeholders.

* Develop and present recommendations and advise to all levels of management to help ensure there is a balance between productivity and the safety of all stakeholders.
* Create and establish project HSE programs, databases and filing systems to address program gaps and to continuously improve existing systems.
* Maintain liaison with client representatives, company and client HSE personnel, professional associations and regulatory agencies.
* Assist other business lines, projects, and company organizations with improvement to their HSE programs and systems.
* Maintain liaison with the owners' representatives, the community, and the corporate HSE group.
* Providing a regulatory interface for the project.
* Producing and supporting HSE education and training programs for all stakeholders including contractors and subcontractors while continuing with my own education as part of the continuous improvement cycle.
* Represent the company in outside HSE organizations such as the Safety Institute of Australia (SIA), American Society of Safety Engineers (ASSE) and client (ARAMCO) steering committees.
* Ensure timely reporting of HS&E incidents.
* Verify that contractors develop and implement suitable Safe Work Plans; this may include assistance in the form of training and development of specific Safety Task Assignments, Risk Assessments and Job Hazard Analysis for all high risk tasks on site.
* Monitor the condition of the contractor's camp and accommodation facilities to ensure compliance to legal obligations, and that no social/health and environmental issues develop.
* Maintain consistent interpretations of the project HS&E system for all stakeholders.
* Maintain an effective HS&E focused relationship with each contracts Project Manager.
* Direct the contractors HS&E managers and their supporting field safety personnel.
* Manage and supervise the application of the projects HS&E Management Systems by the assigned contractors.
* Monitor the contractors HS&E performance and drive continuous improvement.
* Apply the practices of Behavioural Based Safety Management to interactions with the workforce.
* Ensure contractors develop and maintain emergency response plans acceptable to both the company and the Client and that those documents stay current.
* Advise, consult, guide, and assist sectors, divisions, regions, or corporate departments in HSE matters.
* Initiate and maintain HSE awareness programs and foster such programs to improve awareness.
* Provide guidance to management through interpretation of HSE Practices and Procedures, legislation, and regulations.
* Participate in monitoring and controlling HSE standards and applicable legislation and regulations.
* Inspect, monitor, and evaluate HSE programs for value and effectiveness.
* Retain flexibility with due consideration given to the disciplines of the workforce, the cultural norms of a significantly diverse team and sensitivities related to our Client and the location of the project
HSE Manager/Supervisor, Fluor Arabia Limited, Yansab U&O Project 2006 – 2008
The manning levels for the project peaked with 7900 personnel on the 1.4 Billion USD YANSAB Petrochemical Utilities and Offplots (U&O) works for which Fluor is the principal contractor
Major accountabilities relate to all aspects of project execution from civil works, below and above ground services, steel erection, the installation of capital components, E&I systems, pre commissioning activities and environmental performance and compliance
To satisfy these accountabilities I must for assigned contracts:
* Ensure the HS&E expectations and directives of both the Client and Fluor are met
* Maintain an effective HS&E focused relationship with each contracts Project Manager
* Promote and facilitate compliance with the Fluor Project HS&E procedures by both Fluor Area Construction Managers and their specialist staff
* Direct the contractors HS&E managers and their supporting field safety personnel
* Manage and supervise the application of the projects HS&E Management Systems by assigned contractors
* Monitor the contractors HS&E performance and drive continuous improvement
* Apply the practices of Behavioural Based Management to interactions with the workforce
* Coordinate the HS&E aspects of Non Destructive Testing (NDT) including radiography, hydro and gas pressure testing
* Supervise, from an HS&E perspective, the chemical, oil, air and steam cleaning, flushing and preservation of systems and subsystems
* Ensure contractors develop and maintain emergency response plans acceptable to both Fluor and the Client.
* Conduct investigations and ensure timely reporting of HS&E incidents
* Verify that contractors develop and implement suitable Safe Work Plans
* Seek and maintain consistent interpretations of the Fluor project HS&E procedures
OHS&T Supervisor, Ok Tedi Mining Limited 2001 – 2006
Training and safety concerns for all load shifting and scaffolding on site including Auditing, JSAs, STAs, Lift Plans and RAs conducted on the Ok Tedi Goldmine with an annual profit of 2 Billion Papua New Guinea Kina (PNGK).

Loadmaster and HSE Rep, Hevilift Helicopters Pty Ltd 2000 – 2001
Managed the loading of aircraft and the safety of a multidisciplinary team of workers to mobilize and erect exploration drill rigs and distribute mining supplies/chemicals to various companies in Papua New Guinea (PNG) and Indonesia for clients such as Chevron-Texaco, BP, Parker Drilling, Schlumberger and Pertamina.

Rigging Supervisor and HSE Rep, Creative Design 1999 – 2000
Trained and led a team of local workers constructing and erecting various antennas and towers for the Airport Locator Beacon System throughout isolated locations in PNG.

Loadmaster and HSE Rep, Columbia Helicopters 1997 – 1999
Managed the loading of aircraft and the safety of a multidisciplinary team of workers to mobilize and erect exploration drill rigs to various companies in PNG and Indonesia for clients such as Chevron-Texaco, BP, Parker Drilling, Schlumberger and Pertamina.

OHS&T Supervisor, ABB Construction and Engineering 1996 – 1997
Ensured the safety of ABB personnel at Chevron's Kutubu project in PNG including maintenance of the Central Production Facility, construction of the Gobe Production Facility and installation of the "Xmas trees" on all new well heads.

Responsible for training and safety in various mine shutdowns with new personnel while focused on leading the crew to complete the tasks assigned by the deadlines given.
