EXPERIENCE
PERMIT MANAGER, CEMEX (2007-2008)
Maintained land use and environmental permits for aggregate mining company at their 22 sites in their Portland/Vancouver/Salem region. In addition permitted new and expansion aggregate mine sites.
* Rezoned existing waterfront mine to allow continued operation and future expansion extending the life of the mine. Updated the Operating Permit to allow mining on 216-acres, up from the original 36-acres.
* Reduced reclamation bond from 2.1M to 1.3M by adjusting proposed reclamation techniques and negotiations with regulators.
* Obtained land use permit to operate a ready-mix plant on a difficult, abandoned brownfield site adjacent to an identified environmentally sensitive stream.
* Managed team of environmental scientists, attorneys, surveyors and engineers to perform a Phase I due diligence on proposed 600-acre greenfield extraction site.
* Obtained a permit to remove 500,000 cy of dredgings annually from a 1.5 mile reach of the Columbia River while avoiding impacts to endangered fish species or needing to provide costly mitigation.
* Used mining wastes to create mitigation wetlands to replace wetlands impacted by mining. This provided the required mitigation at a $450,000 savings versus traditional mitigation techniques.
* Created a permit library to organize and archive the 80 permits for the sites in region.
* Created a program to track the terms of 30 leased properties so leases could be renewed on a timely basis and rents could be collected promptly.
MINE PLANNER/ENVIRONMENTAL SECTION LEADER,PARATI OF OREGON (2004-2007)
MINE PLANNER
Managed mining projects and prepared applications for a variety of mining clientele.
* Renewed land use permit for an existing mine that had lost its land use permit. The site was situated in the floodplain and had structures located in the floodway that the county initially required removing. Negotiations and minor site modifications allowed the buildings to remain and the mine to continue operations without a single day of lost operations.
* Prepared an Operating Permit Application on a difficult 450-acre site adjacent to a river demonstrating to the state that mining would not cause river avulsion, degrade water quality or entrap endangered fish species.
ENVIRONMENTAL GROUP SECTION LEADER
Section Leader for environmental group of six that performed wetland and habitat studies. Prepared proposals, responsible for sales $400,000 annually and managed workflow within the group.
* Part of team that initiated in-house environmental department.
* Testified at hearings and participated in neighborhood meetings on proposed projects and their impacts to neighborhoods and environmentally sensitive areas.
* Managed workflow for staff in department to ensure timely project completion and exceeded project profitability target by 15%.
PERMIT ENGINEER, NEWTON CONSULTANTS/DAVID BROWN ASSOCIATES (1997-2004)
Prepared land use and regulatory agency applications and managed teams of consultants working on complex projects.
* Worked with the operator over two years to prepare the land use application for a new quarry located near existing residences. Led meetings with neighbors and the applicant prior to the hearing to resolve differences and diffuse conflicts between mining operations and residential areas resulting in greatly reduced opposition to the application. This resulted in an approved application.
* Obtained operating permit for a mine site located at the confluence of the Applegate River and Slate Creek, two water bodies that contain endangered Salmon species. Mining needed to contain turbid water during operations and create fish rearing habitat for juvenile Chinook salmon after reclamation. This mining plan allowed mining to occur while creating habitat, a win-win situation.
* Managed a three-month effort by a team of engineers and geologists to perform a geologic assessment of the quality and quantity of the resource to determine if an existing mine could be expanded by 60-acres on to an adjoining property.
* Managed a $200,000 project to explore mineral deposits on the Confederated Grand Ronde Tribes reservation to develop in to pits. This project included drilling, testing and meeting with tribal leaders to discuss results, and meeting with state representatives to determine permitting requirements.
* Presented before the combined Oregon/Washington Aggregate and Concrete Producers on Examples of Profitable Mine Land Reclamation.
