i. Completed the (12) month Program of Instruction (POI) to train the Ministry of Interior Departmental Leaders the Islamic Republic of Afghanistan Ministry of Finance Procurement Law & Procedures.

v. Helped to increase new business for Inside and Outside plant (ISP), (OSP) (IT) projects by 30% with new acquisition strategies.

ii. Advised the Directorate General of Armament & Supply, helping to finalize the 60 million dollar HUMMV contract with AM General.
iii. 500 Million dollar business development influence in Iraq on (47) individual contracts related to life support venders, a 60% increase of new business.

Project Manager and Contract Officer's Technical Representative (GS 15/COTR) of all Southwest Asia construction and IT projects (1 Year Term Temporary Assignment): Defense Intelligence Agency¡XThe Pentagon, Washington DC assigned to Iraq/Afghanistan. Feb 2006¡XJan 2007:
GS 15 employee (1) year temporary contract in 2006 as a Contract Officer's Representative, (COR) for the ISG (Iraq Support Group), in charge of all DIA government construction projects in Southwest Asia. Duties included: writing Statements of Work; Proposals; Letters of Justification, Letters of Technical Direction.
i. Awarded the DIA Civilian Expeditionary Medal in February 2007 for developing and deploying the Counter IED (Improvised Explosive Devices) contracts in Baghdad, Iraq¡Xthis was part of the Joint Improvised Explosive Devises Defeat Organization (JIEDDO) initiative enacted in February 2006 by President Bush and Secretary of Defense Donald Rumsfeld.
ii. Worked with contract Project Managers¡¦ on a daily basis making recommendations and directing for critical projects: (1) Million Dollar Secret Compartmental Information Facility (SCIF); 500,000.00 Latrine; Top Secret Garage Project; multi-million dollar Main Street renovations of all DIA blgs.
iii. Created Statements of Work, (SOW), Project Proposal Requests (PPRs¡¦) and (PPEs¡¦) for all construction, IT and security projects.
iv. Wrote all Letters of Justification for Logistical Civil Augmentation Program (LOGCAP) funding.
v. Developed the Joint Acquisition Review Board (JARB) packages for funding approval.
vi. Created and presented Letters of Technical Direction (LOTD) and demanded Task Order for contractor performance.
vii. Submitted weekly Project Management reports on DIA Operation Iraqi Freedom (OIF) construction contract status; set up a new vehicle contract through KBR.

Deployed to Doha, Qatar, as part of the APS-5 Contract; there I was in charge of redeploying over 40,000 military vehicles to Iraq. This cargo was hauled over the road to the port of Doha where it was shipped to the port of Kuwait; from Kuwait, the vehicles were convoyed to various locations in Iraq.
i. Ensuring that obligations to contractors are met in accordance with contractual agreements.

iii. Monitoring performance of contracts against performance indicators to ensure all obligations under agreements are being met.

Operation Iraqi Freedom Surge Contract Coordinator/Administrator: Kellogg Brown/ Root; Houston, TX assigned to Kuwait City, Kuwait. Nov, 2004¡XAug 2005:
In charge of drafting, reviewing, revising, and analyzing the several Movement Control contracts valued over 100 million dollars, as well as implementing systems and using software designed to ensure accurate tracking and record keeping regarding the fulfillment of contractual obligations.
i. Obtaining approvals in accordance with stipulations in the contract.
ii. Maintaining communication on the performance of the contract with all stakeholders in accordance with organizational protocols.
