PROFESSIONAL EXPERIENCE

Senior Engineer – Public Works (City of Riverside, CA) 2007 – Present

Management of daily operations for Land Development division of Public Works department serving a City of over 250,000 people. Supervision, training and evaluation of public employees including engineers and service representatives. Department representation coordinating with large private development and investment companies, private engineering firms and federal, state and local agencies.

* Completed 3-month comprehensive review and revision of watershed boundaries and drainage sub-areas encompassing approximately 120 square miles representing City of Riverside sphere of influence.
* Authored City specific WQMP template, incorporating 20 pages of project specific documentation, 2 original Citywide index maps, 7 revised guidance tables, 16 brochures of public education materials, 40 pages of technical agency specifications, 5 USGS quad based soils maps, 2 revised design worksheets, 6-page agency BMP handbook, and Covenant & Agreement developed cooperatively with City Attorney's office.
* Implemented 2 new processes for the review of demolition permits and tenant improvements for assessing both 2008 sewer rate and capacity charge increases, and for the Transportation Unit Mitigation Fee.
* Cooperated with and responded to fiscal years 2003-2007 internal audit.

Plan Check Engineer – Public Works (City of Riverside, CA) 2005 – 2007

Determination of compliance of grading and improvement plans with City of Riverside Municipal Code and approval as to adequacy of engineered design for construction. Determination of compliance of water quality management plans with Southern California Regional Water Quality Control Board and approval as to adequacy of water quality treatment for construction. Department representation at Planning Commission and Subdivision meetings. Supervision and technical assistance to development staff.

* Reviewed and approved 100 grading plans, with associated street, sewer and storm drain improvement plans, for 30 residential housing tracts, 20 commercial developments, and 50 individual building permits.
* Reviewed and approved 40 water quality management plans (WQMP's).
* Represented the Public Works Department in developing planning case conditions for 25 pre-development projects.
* Provided critical requirements determination and testing for 2007 Edgesoft grading permit pilot program ($50K), in anticipation of Citywide implementation ($2.5M).
* Participated in the 2008 Budget process, validating existing fees and charges plus identifying 2 potential new revenue sources associated with City services.

Project Engineer (Stoney-Miller Consultants, Irvine, CA) 2000 – 2005

Project management. Planning and supervision of field investigation and repairs. Review of structural plans and construction/planning documentation. Analysis of compaction grout mitigation, landslide mitigation, liquefaction and deep fill settlement. Development of soil strength parameters. Report writing and response to engineering review. Supervision of subcontractors, field engineers, field geologists and technicians.

* Investigated soils related damage to 4 Las Vegas, NV area and 3 San Diego, CA area residential housing tracts (numbering between 100 to 400 homes each).
* Advance planned and directly supervised comprehensive investigation of soils related damage to Nikken major corporate headquarters in Irvine, CA.
* Performed deep fill settlement analysis and 5-year field mitigation and monitoring for Talega, a large scale residential housing and master community development in San Clemente, CA including (4500 homes, golf course, elementary school, 3 bridges, residential apartments, and business park).
* Analyzed slope stability failure of 2005 Bluebird Canyon landslide in Laguna Beach, CA, and designed 3 phase stabilization and hillside reconstruction.

Staff Engineer (Stoney-Miller Consultants, Irvine, CA) 1996 - 2000

Responsibility for field sampling, measurement, investigation and assessment of performance. Measurement and analysis of chemical soil properties. Foundation settlement and slope stability analysis. Observation of soil wicking and tieback installations. Collection, organization, analysis and presentation of field data. Review of plans and technician field reports. Supervision of field technicians.

* Performed stability analysis and determination of failure for the 1995 La Conchita landslide in Ventura County, CA.
* Maintained for 2 years the quality control / quality assurance of soil compaction observation & testing for Talega, a large scale residential housing and master community development in San Clemente, CA including (4500 homes, golf course, elementary school, residential apartments, and business park).
* Prepared geotechnical investigation and site mitigation for construction of Mercedes Benz dealership in Laguna Niguel, CA; 5 Walgreens 1-story retail buildings in Orange County, CA; and parking lot expansion to serve Toshiba manufacturing center in Irvine, CA.
* Analyzed cliffside erosion and provided stabilization design for Heisler regional park in Laguna Beach, CA.
* Provided preliminary investigation and foundation recommendations for very highly expansive soils conditions for 3 Irvine, CA area residential housing tract developments; Centennial, Trieste, & Cambridge (numbering approximately 100 homes each).
