Expansion of tank farm and associated facilities of Oswald Petrochemical & Fertiliser Plant in India
Iron ore Stockyard and bulk material handling plant facilities of Bhusan Steel Plant in India
Coal handling plant facilities for 125 MW power plant of Tata Power in India.
(The above two were through design services outsourced by Tata Robins Fraser Ltd )
As Project Consultant since August 2001 of Central Petroleum Ltd, Perth, an Australian Petroleum exploration and production company, providing outsourced services to their major oil and gas development projects in Northern Territory and South Australia. The current phase of the project is planning and programming for drilling of development wells and setting up of Up / Downstream facilities to handle about 6000 BOPD crude oil and associated gas. I was in Australia from Sep 2004 to Sep 2005and Dec 2006 to Nov 2007 in connection with design of Tanks and Storage facilities and Utilities for the project. and preparation of Feasibility Reports on a 10,000 -140,000 BPD Gas To Liquid Plant (GTL) from one of their non associated gas fields using Fisher Tropsch Technology.
The other assignments on hand include
1. Pre-FEED preparation services outsourced by an American Petroleum Consulting Company based in Houston for their operations in Lagos (Nigeria) related to Chevron (Nigeria) Oil Company projects This is a 34000 BPD Gas To Liquid Plant(GTL). The main facilities include setting up of GTL production units, Marine Receiving / Export Terminal, Large Onshore GTL Naphtha and Diesel Storage Tanks, onshore export Pipelines with pump stations and Truck Tanker Loading with associated infrastructures.
2. Restoration and Upgrade of GR 3 & 4 Jetties of Calcutta Port Trust for handling assorted cargoes. The work involves designing for strengthening of existing wharves structures, installation of mobile conveyor systems and onshore bunkers for handling export of iron ore, installation of two POL Loading Arms for unloading from bulk vessels and additional Mooring Dolphins for larger ships.
3. FEED for Conversion of LPG Export Marine Terminal in Qatar to Multi Product Berth (MPB) to handle export of LPG,LNG,GTL and POL Cargoes with handling capacity upgradation from 10,000 DWT to 60,000 DWT Tankers.
July 2000 to July 2001. Project Manager. Harimau Petrocon Services Pte Ltd, Singapore
Main tasks involved Business Outsourcing and tie up with local contractors in various Asia Pacific countries for JV submission of bids for onshore and offshore oil and gas fields and thermal power plant construction projects. After award of contracts, lead the PMT in providing IT-Enabled Engineering Services in respect of designs, procurements, project planning using MS Project and Primavera P3 programs, attending meetings with clients and consultants, assist in selection of subcontractors, cost and quality control and construction management. Also preparation of extra claims for design and specification deficiencies and additional work and compilation of As Built documents. The projects were located in Singapore, Malaysia, Brunei and Indonesia.
June 98 to Feb 99. Project Service Manager. Gas Services International Pte Ltd, Singapore
Handled multidisciplinary engineering activities for EPC projects involving design, fabrication and erection of skid mounted process plant modules for onshore and offshore oil and gas field applications. The major project handled, included large PCB skids(18m x30m –140 T each) for crude oil production and processing, storage, formation water treating and injection, gas boosting and compression for injection and gas lift in wells, 42 MW G.T for power generation and waste heat recovery, installed on a FPSO vessel of 1.8 MMBBL storage capacity and 150,000 BOPD production and processing capacity, for deployment in offshore Brazil for development of Marlim field in the Campos basin of PETROBRAS. The design and project management tools included Autocad R14, MS Project, Primavera P3 software, networked in LAN and WAN configurations with client, consultants, subcontractors and various international and local vendors. Also prepared O & M Manuals for the plants and looked after preservation in accordance with laid down manuals of the various plants from receipt to installation and commissioning.
Achieved 9 % savings on budgeted costs through internal coordination and outsourcing of various project activities.
Generated over 4 % of project cost as extra claims due to design and specification deficiencies. Handled over 200 peak manpower provided by more than six subcontractors, in addition to an in-house PMT of 25 professionals.
Prepared detailed designs of load out, sea fastening and transportation of completed skids weighing over 600 T and installation on the FPSO vessel.
Sept 92 to May 98. I was a Freelance Consulting Engineer, with the following organisations on project basis.
Iran Power Plant Projects Management Co, Tehran.
Assigned as Senior Manager (Projects), handling pre-construction activities for setting up six Combined Cycle Power plants of total capacity 2300 MW at various locations. The work involved review of Consultants design and specifications, freezing of plant and facility layouts, preparation of schedule of quantities and tender documents for turnkey / island contracts of the various packages, discussion with local and international bidders, vendor short listings, preparation of Project Breakdown up to Level 5 using Primavera P3 programs and award of 60 %of major contract packages.
Pechiney Aluminium Industries Ltd, (Of Lyon, France).
A Quality Control Consultant for expansion of an Aluminium smelter plant project in India. The facilities included fabrication and erection of 15 T capacity Aluminium Melting-Holding furnaces with associated fuel storage and handling systems, instrumentation and control, compressed air and hydraulic manouvering systems, various structural and piping works etc. The work involved preparation of Quality Plans and work procedure as per ISO 9002, implementation of the same in the vendors shops and at construction sites in India.
ABB Lummus Global Engineering (ME) Doha, Qatar.
Worked as a Project Engineer for EPC services related to onshore and offshore oilfield projects of State Oil Co, Qatar General Petroleum Corporation(QGPC), involving preparation of front end engineering designs (FEED), MTO and cost estimating, compilation of bid documents, working out CTR parameters for assessment of consultancy fees and details of submittals, project planning and scheduling up to Level-5, assisting the client in vendor short listing and technical negotiations with bidders. The systems involved extensive e-networking with client for speedy approvals, change orders and daily project status updates. Major projects included upgrade of onshore Jaleha, Fahahil Main and Khatiyah Production stations of Dukhan oilfield and offshore Idd El-Shargi, Maydan Mazham and Bul Hanine Production stations, involving new offshore platforms and strengthening existing ones, additional process skids for enhanced water and gas injection facilities, rig structure upgrade and 21 km long 12 and 8 in sub sea pipelines to central Tank Farm in Halul island.
STUP Consultants, Calcutta, India. Technical Advisor
Assisted in preparation of basic designs, cost estimates and tender packages related to hydrocarbon and industrial plant projects and infrastructure construction consultancy. Some projects included engineering of surface production facilities for In-situ Combustion project for EOR of 18 Deg API heavy crude oil from two onshore oilfields in Gujarat in India and design proposals for some facilities of a 6 MMT crude oil refinery in India.. The main facilities involve an offshore SBM, an onshore Crude Oil Tank Farm(COT) of 2 MMBBL capacity, a 24 in diam x 950 km long crude oil pipeline with 5 Pumping Stations from COT to the refinery, the refinery of 126,000 BBL capacity, a 7 MGD Water supply plant, a 60 MW captive power plant at the plant and a township for 40,000 resident. Another project was upgrade of utility piping and structures in Mangalore Refinery and Petrochemicals, India, in connection with plant revamping programs.
Associated Marine Consultants, Calcutta, India. Senior Consultant
Engineering consulting services in marine projects like shipyards, ports and harbours, offshore and waterfront structures, submarine pipelines, offshore drilling rig structures, offshore platforms and buoy moorings. Some projects included design of LNG handling storage and regasification facilities from importing tankers in Vizag harbour in India, feasibility studies for setting up a shipyard at Haldia in India and mechanisation of No 10 Berth at Haldia port for container and break bulk material handling.
OIL India Ltd, Assam, India. Manager Planning(Projects) May 84 to Aug 92
This is an Oil company having onshore and offshore operations for exploration, development and production of crude oil, natural gas, LPG and NGL and owns a 1200 km long crude oil pipeline supplying 4 refineries.
Work included planning and execution of various new field development, upgrade and plant change programs of operating fields and implement major and routine shutdown maintenance programs involving front end designs, preparation of specifications and cost estimates, compilation of bid documents, issue of RFPs and evaluation of offers, discussions with bidders, project planning and scheduling to Level-5, award of contracts, liaison with Regulatory Authorities and various Govt deptts and getting their approvals, preparation of CAPEX and OPEX budgets based on annual production targets and generation of various MIS reports. In areas of plant maintenance, the work involved generating CMMS procedures and records of maintenance of continuous operating plants. Also preparation of short and long term Strategic plans, financial modeling, risk analysis in new ventures and EIA studies and preparation of techno-economic feasibility reports on new projects.
I was also a team member, which successfully negotiated with World Bank teams for securing a loan of US$ 140 million towards exploration in new areas, new field development, upgrade of operating fields, setting up of advanced Seismic Data Acquisition and Processing facilities and Training Institutes for managers and operatives. I was a faculty in this institute conducting courses on petroleum financing and project management.
SOME MAJOR PROJECTS INCLUDED
Jorajan Development project for development of an onshore oilfield to produce 25,000 BOPD and 1600 MCFD natural gas through 62 development wells, six each oil collecting and gas compression stations, 2 mud plants, seven water injection stations, about 340 kms of field gathering and trunk pipelines from 12 in to 2 in diam, lot of vessels, 50,000 Kls of crude oil storage tanks, additional pumping capacity and associated infrastructures.
Installation of a SCADA system in a non-associated gas production and distribution network
Setting up a 8 MW Combined Cycle Power plant downstream of operating 15 MW G.T Plant under Energy Conservation Programs.
Construction of 4 MGD water supply plant and distribution pipelines
Conversion of VHF telecommunication on 1200 km crude oil line to UHF system
Expansion of central tank farm capacity by 110,000 kls by constructing floating roof tanks and associated infrastructures.
Upgrade`of 6 National 2000 Drilling Rig structures and draw works for deep well drilling in onshore locations.
Construction of Multi Access Radio Telephonic (MART)facilities for linking remote oil and gas fields with H.Q.
Development of non-associated gas field to produce 2.8 MMCMD gas and a downstream 300,000 TPY Gas Cracker plant and a 100 MW Combined Cycle power plant.
Inventory planning for major overhauls of RR Allen Engines used in 9 Pump stations transporting 6 MMT crude oil over trunk pipeline.
Logistics planning for deepwater exploration in Andaman island offshore Bay of Bengal in India.
Arabian Oasis Industries, Dubai, UAE. Contracts Manager July 81 to Oct 83
Handling of turnkey contracts on fabrication and erection of steel structures, oil and gas process skids, piping, vessels, equipment and claddings for industrial plant construction and oilfield projects for major oil companies like ADNOC, ADMA-OPCO, ADCO and ZADCO of Abu Dhabi, DPC and ARCO of Dubai, QGPC of Qatar and PETROMIN and ARAMCO of Saudi Arabia. The work involved tendering, contract negotiations, procurements, fabrication, cost and budget control, implementation of QA/QC systems, project planning and scheduling, appointment of subcontractors, coordination, client and consultant relationship, contract administration and construction management
Major projects included design, fabrication and erection of 1250 tons of structural steel and 32,000 sq.m of double skinned insulated aluminium cladding for workshops, depots and field offices of UAE Armed Forces.

Laying a 10 in crude oil pipeline, 80 km long in Northern Iraq and fabrication, installation and testing of 620 in-metre of piping for DPC-ARCO gas recycling project near Dubai.
IRON & STEEL CORPORATION, LIBYA. Civil-Structural Engineer. Jan 79 to Jan 80
This was a grass root iron and steel plant of 1.3 MTPY capacity having D.R Furnaces, Steel Melting shops, Rolling mills, 420 MW captive power plant, a captive port complex, a 2000 TPH iron ore Material Handling plant from port to the plant 5 kms away through 14 conveyor systems and a plant stockyard with 2000 TPH stacker-reclaimer, an 18 in diam natural gas pipeline, 700 kms long to bring gas from field to the plant, a 21000 kls/day Desalination plant and a township for 50,000 residents.
The work involved, review of consultants and vendors designs and drawings, compilation of bid packages, evaluation of bids, project planning to Level-5, and award of various contracts.

Management of designs, cost estimating and project planning, coordination and construction management activities related to various housing and real estate development and industrial plant projects. Some projects included Regional H.Q building of the State Electricity dept, housing complexes for the Defence Forces, construction of 80 km state highway, 30 TPD Paper mill, expansion of Steel Re rolling mill, setting up a Food Processing plant and upgrade of passenger and cargo handling complexes of Kilimanjaro International Airport.
INDIAN IRON & STEEL CO LTD, INDIA. Senior Design Engineer. Sept 61 to Jan 77
Worked in the Plant Engineering & Development Division, handling designs, planning and project activities related to major expansion, plant upgrade and rehabilitation programs of the plant production and captive mines development, setting up of iron ore mineral beneficiation plants, 75 km long bi-cable ropeway etc, involving preparation of schematics, detailed designs, cost estimates, tender packages, floating of tenders, evaluation of offers, discussion with bidders and preparation of project control programs for implementation in operating plants with minimum shutdowns. Also worked out planned shutdowns of continuous operating plants in association with Operations department for major plant overhauls and upgrades, CAPEX and OPEX budgets keeping track of manufacturers' recommendations for replacement of running parts after specified hours of operations and meeting annual production targets.

Author of many papers which have been published in leading American magazines like Oil & Gas Journal, Pipeline Industry, Petroleum Engineer International, Turbo machinery International, Offshore Engineer, National Development, ASME Transactions, Facility Management Journal and Indian magazines like Petroleum Asia and Chemicals Purchase.
