CAREER SUMMARY
More than 35 years experience of major industry world wide, encompassing design, installation, commissioning and repair of electrical, control & instrumentation, and mechanical plant and equipment, including pneumatic and hydraulic systems. Authorised to construct and present formal and OJT instruction and teaching (CGLI D32,33,34, 36/37) of all aspects of mechanical, electrical and instrumentation engineering (structured to UK – NVQ4 level and specific or centre devised training courses). Experienced at constructing manuals for plant operations and maintenance.

My career has become highly evolved through every level of project engineering and management, gaining experience organising and inspiring all levels of staff. This experience has been further enhanced through association with client management both as employee and employer.

Responsibilities include (but are not limited to):
- Specialization in managing projects dealing with Flow Measurement and Control (Fiscal Standard). Projects include all type of flow measurement systems, including LNG, C3(-42ºC), C4, C5
- Organization of petrochemical plant design, including conceptual design and project structure; structural, mechanical, electrical, instrument design and installation, commissioning; writing of O&M documentation.
- Creating project teams and supervising and delegating tasks.
- Managing a project group building process system modules. Establishing procedural control for administration and financial job costing: production control of structural, piping, mechanical and the EC&I engineering aspects.
- Project development and presentation of CGLI training modules (up to NVQ level 4) together with full involvement with City and Guilds management at consultant level.

During 1991, I successfully completed a full diploma course on ISO 9001 (BS5750 Part 1) Quality Systems, covering the development, implementation, and audit of procedures.

Throughout these years, working in over 52 countries, my ability to identify, isolate, and create solutions for wide ranging problems was sharpened to a fine degree.

CAREER ACCOMPLISHMENTS
- Undertake the design of a new EC&I Control System for producing Solvents. Create the PDF and ELD's and together with the Process Engineers, finalise the design and costing of a continuous process operation including new pre-heater for feed-stock, new distillation column and vacuum reflux system. Supervise the mechanical electrical and control systems installation phase and complete hands-on commissioning, construction of full O&M manuals and training courses.

- Installation and commissioning of Fiscal Measurement Package - coastal Nigeria (Escravos). Initial design of the mechanical and process control package with talks to get approval of the system. Procurement of equipment. Project manage the on-site installation covering all Civil. Mechanical, Electrical planning and organisation. Commissioning and acceptance test with client and government officials. Writing O&M manuals and Client training.

- Project Manage the upgrade/refurbishment of the fiscal export metering and production metering facilities for Mobil Producing Nigeria at Qua lboe terminal, Nigeria. Control of US$2M per annum budget. Develop schedules, plan & supervise all the mechanical, structural, electrical and control system work being undertaken by employees of client, vendors and contractors. Liaise with MPNU staff and co-ordinate activities toward conformation with official Nigerian standards and achieve timetable set by DPR. Write standard operating and maintenance procedures; recommend training programmes. Provide assistance for staff involved with independent sampling and comparison of exported crude oil. Create a new measurement department for the long term management of the dynamic fiscal measurement equipment, and construct new manuals covering custody transfer regulations and operation.

- Managing single source engineering company building process modules. Develop all departments and appoint departmental managers. Co-ordinate in-house and contract design. Control all aspects of work and review financial controls. Construct, market and present skill training courses for clients' staff. Control the planning of on-site installation and supervision of commissioning engineers. Managing a multi-skill training project for International Bio-Synthetics (Shell Chemicals) working with CGLI to format/construct course and present the training to Mechanical, Electrical, Production Technicians.

- Development of the Asean region service office in Singapore for Smith Meter Systems. Implement the expansion of engineering services in the region as well as control engineers on-site activities. Develop a marketing strategy for existing and prospective clients and increase service group annual turnover for the area from US$ 50,000 to US$ 750,000.Visit clients' site and undertake surveys, inspections and commissioning of equipment. Supervise groups of engineers throughout large projects.

- Project management and supervision of the complete refurbishment of 3 major LPG export meter systems and DCS control. Major responsibility for the negotiations between Client and Contractor with respect to modifications and financial matters. Organisation of seven expatriate engineers and contractual arrangements with sub-vendors to undertake major repair work locally that covered all engineering aspects. Overall supervision of the project for the majority of the time span including all reporting and scheduling together with hands-on work when necessary. Training of Petronas engineers in the operation and maintenance of systems.

- Relocation, refurbishment and re-commissioning of a large capacity PD meter system and eventual installation on-board an FSPO tanker. Complete on-site control of the project and project authorisation for changes and QA acceptance. Follow up commissioning on vessel, training of FSPO staff in operation/maintenance and sign-off.

- Supervise the installation of the "Onshore", "Offshore", and Forcados export meter systems at the Shell Bonny & Forcados terminals, Nigeria. Organise repairs due to damage during shipment and install new computer control and remote mimic. Commission systems. Supervise warehouse spares review, organise and carry out full training.

- Supervise a four man team to refurbish the flowmeters and auto temperature compensators throughout the whole flow station complex for AGIP, Nigeria. Teach local staff to operate and repair equipment. Review the Export system at AGIP Brass River Terminal and design new "bolt-on" replacement control panel.

- During a quick-fire tour of the middle-east area visited Aramco in Dhahran, Mobil in Yanbu, Jeddah Refinery, Sogex Desalination, Iraq - AI Kut, Nassyriah, Baghdad, Mosul, Kirkuk and other strategic points on the crude oil and refined products distribution pipeline. Also visited Ceyhan terminal in Turkey. All terminals were experiencing metering problems of differing degrees. Solved all except the Ceyhan problem, which was identified to be a major pipeline design problem (upstream of the meter system).

- Install the first computerised metering using "badge authorisation" for multi-products truck loading terminal, small tanker jetty terminal, at the newly completed Ward Refinery. Train production staff in operations techniques and basic fault analysis.

- Redesign, project rescheduling and commissioning of primary crude treatment facilities for NIOC at Bhargan-Sarh, Iran. This included all supervision of vendors and contractors staff. Coped with hands-on solution for problems with the export loading layout, including the two meter systems and the blending control. The tight project time frame and budget was strictly adhered to.

- Installation control of Instrument/Electrical/Telemetry (Metering/Pumping/Storage control) of 4 crude oil storage and pump stations along a 400 km pipeline in Algeria. Senior engineer supervising other company engineers in the testing and commissioning of the equipment and the installation by contractors. Scheduling and site meetings a major requirement.

Line and Apprentice Training Instructor – Instrumentation – Devise and present specialist training modules for ongoing training of Technicians (Nigerian Nationals), both onshore/offshore areas. Areas such as Export Flow Measurement systems, Vibration analysis, Surge Control (CCC), Fisher Provox DCS etc.. Develop and present training of instrument module, of a 2 yr graduate apprenticeship course (in association with CGLI).

March 1999 – August 2002: Instrument Instructor

Responsible for design, construction, preparation and presentation of instrumentation training modules to facilitate training of Yemen Hunt/Jannah Hunt graduate engineers (indigenous) at the YHOC Production Training Centre. This is a City and Guilds registered training centre (No. 806072) and all courses are centre devised. Training progress is monitored by the institute and course design and examinations are conducted within strict CGLI guidelines.

Aug 1997 - March 1999: Senior Project Engineer
PROjEN plc, Winnington, NORTHWICH. Cheshire

Design and hands-on project engineering work, managing inspections, engineering and plant audit, feasibility (optioneering) studies, associated with, but not limited to the ECI element of engineering. Preparation of all technical and contractual aspects of tender documents including design and CAD drawings. My responsibilities also included project management both on and off site including commissioning, fault analysis and repair. Clients include major process, petrochem, chemical manufacturers and utility providers such as Kodak Ltd., Zeneca, ICI, Bechtel, NWW Ltd, Lubrizol, Croda Hydrocarbons, etc.

March 1993 - Aug 97: Technical Manager/Metering Specialist
SGS Inspection Services (Nig) Ltd. Apapa. LAGOS. Nigeria.

On behalf of Mobil (Nigeria) and SGS, organize and control a full engineering audit of the export crude and condensate metering systems and the offshore production meter systems. Design and initiate a project schedule that would upgrade the systems to fiscal standards (to meet the proposed new national regulations) and plan a programme of complete refurbishment of the existing equipment to "as new" conditions. Initiate the project, and as Project Manager, supervise all activities, including those of MPNU and vendor engineers. Carry out fault analysis and repair off all types of instrument/electrical and mechanical equipment from Samplers to Microprocessor controlled systems. Conduct hands-on training for Instrument Technicians.
As Mobil's Flow Measurement Consultant, I had to visit the UK and USA for discussions with vendors, and interact with Nigerian Government DPR officials, during all negotiations. I also designed and constructed standard operating procedures for production and maintenance groups, based upon ISO 9002 Quality Standards, as well as the design and implement of a computer based maintenance and performance validation system which had a dedicated communications link to the Flow Computer for storage of historical system data. Perform all re-validation and certification tests with Government witnesses.

1987 - 1992: Technical Director (Joint)
Palm Protech Limited. Hazel Grove, STOCKPORT. Cheshire
(Single-source engineering design, manufacturing and supply company to the Process and Petrochemical sector).

Conceptual design, construction, installation, commissioning and maintenance of modular systems to ALL areas of process industry (structural, mechanical, piping, instrument/electrical works, testing and FAT's) all to BS5750 Part 1 standard. Project and consultancy work, site surveys and design/presentation of on-site training modules unique to clients requirements (to NVQ level III).
Weekly supervision of the Technical and Sales/Marketing managers. I also organised the technical day to day events for projects and coped with hands-on instrument and electrical work. Organised on-site activities and full supervision of engineers including checking and approval of all quotations and manufacturing drawings.

My duties initially as senior field engineer was to visit clients sites to commission export and fiscal measurement systems, analyse and solve flow measurement problems, and survey and redesign existing equipment. As area manager based in Singapore, I was responsible for management of projects and engineering teams, area project marketing, and budgetary control. Altogether I commissioned 36 full measurement systems sited in 26 countries and conducted full classroom and OJT training courses for technicians, senior engineers and production personnel.

1977 - 1978 Senior Site Instrument Engineer

Consultant engineer and senior on-site instrument engineer, during the complete refurbishment and expansion of a crude oil primary treatment, storage and export terminal. My duties included interpretation of contract rules, and management of all instrumentation aspects.
Supervision of contractor and instrument sub-contractors and act as company representative during meetings with the clients. During the closing stages of the project I also acted as electrical engineer and coped with full I/E commissioning duties.

1976 - 1977: Senior Instrument and Electrical Engineer
Mannesman (Engineers & Contractors) Ltd., READING, Berkshire, UK

On-Site Project management of instrument and electrical control system installation, during final construction of an 800 km pipeline with 4 storage and pump station areas in southern Algeria. The area of installation and commissioning included site power generation, tank gauging, flow metering & meter proving and communication & telemetry systems. The stations were constructed simultaneously and I was directly responsible for the supervision of company staff and the installation contractors. Project planning, scheduling meetings were initiated and chaired by myself. I reported to Head Office Chief Engineer.
