RELEVANT EXPERIENCE:
Over the past 25 years Ron Hallmark has provided HSE management program development and implementation as well as risk assessment leadership on 4 continents with BP and Shell. He has led "step change" HSE improvement in all assignments. Ron has worked as lead HSE/Safety/Director, consultant and manager in a variety of areas ranging from oil/gas production, pipeline operations, chemical plants, refinery construction and coal mining.

EMPLOYMENT HISTORY:

2005-HSE Consultant/Director, HSE Solutions, Inc.

A consultancy which provides short or long term HSE support in areas of risk management, HSE systems, program development, and supervisory audits. Presently developing lesson plans for HSE training and auditing programs which incorporate "industry best practices" which have been successfully utilized around the globe. Recent projects include HSE program development for Contractors working for major Oil/Gas Companies as well as HSE Auditing/HSE Program enhancement of a major Chemical Company in India.

2003-2004 HSE Director, PetroKazakhstan LLP

Developed HSE programs and systems for largest foreign integrated oil company in Kazakhstan. Implemented new HSE policies and procedures, coupled with environmental initiatives which were recognized by governmental authorities as industry best practice.

2002-2003 HSE Consultant/Director, HSE Solutions, Inc.

As a private HSE consultant since late 2002, Ron has developed programs safety/HSE audits and HSE training which have proven successful around the world. The consultancy provided short or long term HSE support in areas of risk management, HSE systems, program development, and supervisory audits.

2000-2002 HSE-Manager, BP Pakistan:

Within one-year this oil/gas asset moved from last place in BP's league tables to top quartile performance. Introduced HSE Management system, Safety Case (QRA), Contractor Management System, Road Safety Program. Managed HSE Team of 5 professionals with budget of >$1m.

1996-2000 BPX Abu Dhabi, Seconded to Abu Dhabi Company for On Shore Oil Operation (ADCO); Senior HSE Advisor:

Chief advisor to Abu Dhabi On-Shore Oil Company in areas of HSE Management systems, operational integrity auditing, risk management, & major accident investigation. Worked closely with Shell and Exxon secondees in the development Road Safety strategy, the HSE management system and ADNOC's Corporate Risk Management Guidelines as well as ADCO's HSE data reporting and tracking system. (Awarded Outstanding Performance Award from ADCO for this)

1995-1996, BPX Venezuela, HSE Manager:

Developed HSE Management systems and complimentary HSE programs which conformed with BP Group HSE Policy. After 1 year achieved top quartile performance for safety. The BP Global HSE audit team stated that this asset was a "model for developing assets".

1994-1995, Alyeska (Trans Alaska) Pipeline Service CO. BPX Secondee, Safety Management Coordinator:

Safety Management Adviser to Trans-Alaska Pipeline Company to define and develop industry best risk management systems. This system is now in place to identify and mitigate risks before they seriously impact the Trans Alaska Pipeline System.

1991-1994, BP International - Seconded to Venezuelan Oil Company, HSE Adviser/Manager:

HSE Adviser/Manager for $2.5 Billion refinery up-grading project. Managed HSE budget of $1 million plus staff of 3 engineers. Site construction results included 4 million man-hours with no lost time accidents, approval of Environmental impact Assessment with no environmental violations, and successful implementation of QRA and PSR recommendations into the project design.

1990-1991, BP International Ltd., Corporate Centre, London, Senior Safety
Adviser:

Team leader which developed HSE Audit protocol for the BP Group as well as assess the state of BP's HSE systems and controls. Lead instructor for Hazop Course for Chemical and Refinery engineers.

1988-1990, BP, AMERICA, INC., Corporate Headquarters, Cleveland, Ohio, Manager, Safety:

Led program for corporate oversight of BP America's safety program which included refineries, chemical plants, and oil/gas operations. Provided safety advice and led corporate HSE audits of BP America business units.

1981-1988, Shell Oil Company, Corporate Headquarters; Houston, Texas; Sr. Safety Engineer, Mining Division:

Planned and developed the safety program for the new Shell Oil (Mining) subsidiary. Drafted the initial Shell Oil (Mining) Safety Policy Manual; designed computerized Safety Analysis/Record-Keeping Program, published several articles in the National Safety Council Petroleum Newsletter. Conducted safety audits at Shell facilities (chemical plants/refineries) at corporate request.

1971-1981, U. S. Dept. of Labor; Morgantown, W.V. and Birmingham, Alabama Chief Technical Safety Adviser:

Served as chief technical safety adviser and inspector for both coal and metal/non-metal mining districts. Served on federal advisory committees, which formulated safety and health regulations for US mining industry.

2004 PetroKazakhstan

Led HSE gap analysis from a 10 point HSE strategy was developed. Programs and procedures were developed for all 10 points during first year.

2001 BP Pakistan

Led HSE Gap analysis which resulted in the complete transformation of their HSE systems and programs.
Led Road Safety Review which resulted in changes to training and procedures. Road safety was the highest identified risk.
Implemented supervisory safety audit system which had immediate impact.

1996-2001 ADCO- Abu Dhabi On-Shore

Developed TSA (Technical Safety Audit) protocol and led approximately 25 of these audits over the 4 ½ years.
Led the committee to develop Risk Management & Acceptability Standards for ADNOC.
Led 2 fatal accident investigations, drafted reports for senior management.

1995-1996 BPX-Venezuela

Led HSE gap analysis study and then led implementation of new HSE management system.

1994-1995 Alyeska (Trans-Alaska Pipeline)

Developed Risk Management guidelines which were approved in 1996.
