Peter is a qualified environmental professional, being a Full Member, Chartered Environmentalist and professional qualifications assessor of the UK Institute of Environmental Management and Assessment (CEnv, MIEMA). He is also a Chartered Engineer with the UK Institution of Civil Engineers (CEng, MICE) and a Member of the Association of Municipal Engineers.
Peter's career has involved working with leading companies and organisations in a number of industries in a number of countries, leading complex, multi-disciplinary projects. His experience includes fulfilling leadership and supervisory roles on behalf of the UK Government in key initiatives such as the Global Mining Initiative and the World Mines Ministries Forum. Peter has significant experience of working at international level with organisations such as the World Bank and International Finance Corporation (IFC), UN agencies and National Governments. He also has significant experience of working and liaising with NGOs and community groups.
Currently working as an independent consultant on carbon emissions, energy saving and carbon trading issues for a specialist energy management solutions provider in the IT sector.
In the oil and gas industry, he has recently completed contracts for CB&I as Lead Safety and Environmental engineer for the FEED for the new Ekofisk 2/4 L platform, and a similar role for the LionGas LNG terminal in Rotterdam. In these roles he had overall responsibility for all safety, security and environmental aspects of the design of major new facilities, including managing ENVID, HAZID, QRA and HAZOP processes as part of an integrated design safety and environmental management programme. Other roles with CB&I include Principal Environmental Engineer, responsible for construction environmental management and detailed environmental design for the $1.5 billion Peru LNG Project, and the $1 billion Chile LNG Project, where his responsibilities include environmental design, environmental compliance, construction safety and environmental plans and procedures and general environmental support to the projects. Responsibilities also included developing marine operations procedures and diving procedures and manuals. Prior to contracts with CB&I, Peter was contracted to Bechtel as Lead Environmental Engineer on Reliance Petroleum's $5.8 billion Jamnagar Oil Refinery Expansion Project. When complete, this refinery in Gujarat, India, will be the largest refining facility in the world.
7 years as a Technical Adviser with the UK Government Department for International Development (DFID). His latest role was Private Sector Infrastructure Adviser with the International Financial Institutions Department. Prior to this he was Infrastructure and Environment Adviser and First Secretary, Development in DFID's India programme, where he was responsible for supervision of a project portfolio of over US$274 million. His core responsibilities were environmental policy and management, linking environment to social development, enterprise development and poverty reduction, urban governance, water resources and power sector reform. This role involved significant liaison and negotiation with government at all levels, including Federal Government Ministries, State Government Ministries, and local government institutions at district and municipality levels. During his time in India, Peter led major joint projects with DFID and CIDA, the Canadian International Development Agency.
Extensive international experience, having lived and worked in India, Central Asia, the Former Soviet Union, Europe and South America. He is a highly motivated and adaptable professional, combining in-depth experience and understanding of social and sustainable development with environmental, health and safety, and engineering expertise; with a wide range of experience in different countries and different types of organisation both in industry and the public sector.

2009: Confidential Client: Carbon market analysis and development marketing plan for carbon emissions reduction and energy efficiency products. Identification of potentially 4 million tonnes of CO2 emissions reductions through the application of energy efficiency products. Developing links into European and US carbon markets and developing carbon offset projects.
2008: CB&I: Ekofisk 2/4L Platform, Norwegian Sector, North Sea. Lead Design Safety & Environmental Engineer. Responsible for all safety and environmental aspects of the design, and management of the Safety and Environmental Engineering team for the FEED of the largest accommodation platform in the North Sea.
2008: CB&I: Liongas LNG Import Terminal, Rotterdam. Lead Design Safety & Environmental Engineer. Responsible for all safety, security and environmental aspects of the design of a new LNG import terminal to be constructed in Rotterdam. Responsible for management of Design Safety & Environmental team.
2007: CB&I: Peru LNG and Chile LNG Projects. Senior Environmental Engineer on major LNG projects. Responsible for environmental oversight of the detailed design, developing safety and environmental plans for construction, including waste and wastewater management, developing permitting submissions, compliance with National and IFC environmental standards. Also responsible for diving procedures and manuals for marine operations. Achievements include an estimated $6 million saving in waste disposal costs on the Peru LNG project through an innovative approach to waste and environmental management.
2006: Bechtel: Reliance Petroleum Jamnagar Refinery Expansion. Lead Environmental Engineer on the world's largest oil refinery project, responsible for environmental compliance, environmental engineering and environmental management, including waste management, water and wastewater, air emissions, client liaison and regulatory support, and general environmental supervision of this $6.8 billion project. Achievements include integrating waste disposal with carbon offsets and environmental rehabilitation through using organic wastes as a resource for reforestation of mangroves, which can be certified as a carbon offset.
1999 to 2006: UK Government Department for International Development (DFID)
Private Sector Infrastructure Adviser, International & Financial Institutions Department, DFID London. Responsible for oversight and management of a new portfolio of investment facilities designed to leverage private finance into infrastructure projects and programmes in developing countries. These include project preparation facilities, project finance facilities and multi-donor funds involving European Government donors, the World Bank and IFC.
Infrastructure and Environment Adviser, DFID India. Lead Advisor for a programme portfolio of over US$274 million in urban management, water, environment, and power sector reform. Achievements of programmes which Peter led include extending water and sanitation services to over 1.8 million people in 14 states; significantly improving urban management in 32 cities across India; and reducing power sector losses by US$430 million over three years.
Environmental Engineering & Geoscience Adviser, DFID Headquarters, London. Responsible for environmental engineering and mining and oil & gas policy, liaison with industry; and environmental oversight of the Eastern Europe and Central Asia programme. Achievements include establishing stakeholder networks for the Global Mining Initiative, establishing the Communities and Small-scale Mining initiative, leading the Business Partners for Development initiative, and acting as UK representative on the OECD Environmental Action Programme Task Force and the EU Danube and Black Sea Task Force.
