Responsibilities:
* Responsible for the preparation of Welding Procedure Specifications (WPS), Procedure Qualification Records (PQR) and Welder's Qualified Records (WQR).
* Conduct/witness welding Procedure Qualification Test (PQT) and Welder's Performance Qualification Test (WQT).
* Continuously monitor the quality of work in accordance with the Project Quality Plan and Contractor's inspection and test plans.
* Ensure that a comprehensive record of documentation and certification of work is maintained and assist in the timely handover of the completed work on Site/Shop.
Duties:
* Administer the Project Construction quality system to ensure that all inspection activities are carried out in accordance with Project requirements.
* Ensure that all quality control activities on Site/Shop are fully implemented and maintained throughout all stages of contract execution.
* Conduct daily weld inspections and checks on contractor's works.
* Monitor the application and performance of Project procedures and work practices and recommend changes as necessary.
* Assist with development of Site/Shop Discipline Audit programmed and conduct audits in timely manner on Contractor's welding quality system.
* Discuss Discipline Audit results with the relevant Site/Shop personnel to establish an improvement plan for any deficiencies discovered.
* By means of audit, ensure that Client and Contractor's supervision are in receipt of the latest revision Approved for Construction (AFC) procedures and specifications.
* Assist in the external audit carried out on the Site/Shop organization by the Project Quality Assurance Manager and the appointed Notified Body.
* Verify that welding procedures have been qualified and approved and that welding operatives have valid welder's test certificate and that correct welding records are being maintained.
* Ensure that reported errors, flaws or items that do not conform to specifications have been corrected and the actions taken have been recorded.
* Analyze trends identified by QC sampling and advise Site/Shop QC Welding Engineer on corrective measures to be taken.
* Attend Site/Shop meetings on Quality Control matters and follow up actions on notes.
* Provide construction welding inspection support to Client Site/Shop Superintendent and fabrication Contractors.
* Ensure that all welding operations in the work scope are carried out in accordance with Client and National standards and practices.
* Review all specifications, job instructions, materials and equipment available for welding.
* Ensure progressive and systematic acceptance and retention of welding records.
* Supervise the quality of Contractors welding works and carry out proper surveillance and inspection of welding activities.
* Review and monitor implementation of all NDE and PWHT procedures.
* Ensure that all welding operations have quality control records properly maintained and that welding isometric packs are completed and submitted by Contractors.
* Review and sign off all welding packs in readiness for hydro testing.
* Ensure that the percentage sampling and control method of radiography and inspection is used for the control of individual welders and that this is carried out on a regular basis under Client control and direction.
* Ensure that NDT is performed in a safe and effective manner in accordance with Client and National standards.
* Review the qualifications of all NDE Technicians and ensure that they are properly qualified for the examinations that they are assigned to.
* In conjunction with the Turnover Engineer, ensure that the quality records for the work are progressively accumulated, indexed and available to support a phased systematic handover on Site. The records must be maintained as ready for audit at all times throughout the project until initial acceptance.
* Ensures welding consumables stored and handled correctly and conduct periodic audit of all consumables used by the contractor on site.
* Witness pneumatic/hydrostatic-test and ensures all test activities are performed in accordance with procedures and properly documented.
