Bayo has over 20 years extensive experience in overseeing and managing large complex civil and structural engineering projects involving the construction of slurry walls, monitoring of pile driving, soil excavation, soil nail, structural wall/foundations, and nail testing, inspection of false work, shoring, reinforce steel placement and conventional/earth retaining structures, utilities installation, earthen dams, sediment ponds and surface water management facilities, roadways, concrete pavement, and surface structures. He has performed as field/resident engineer construction manager, quality control manager for numerous projects in WA, OR, Alaska and California.
Project experience includes: 124th Street Bridge Redmond, WA ; Terminal 5 Development Project for the Port of Seattle: 2nd Street bridge Mount Vernon Washington; Elliott Bridge, Renton WA; Black Bird Mine Project; Hazelwood Elementary No. 403; Terminal 18 Development three year Project (New Harbor Island) including Overhead Bridge & MSE BLD;United State Courthouse building, Seattle; Other duties have included directing, monitoring, and controlling work in conformance with objectives, plans, schedules, and budget; reviewing conformance with design criteria through review of contract plans and specifications, cost estimates, change orders, contract payments, assessment rolls, permits, and related work. Construction Support includes: Oversight of construction projects; Review contract documents, prepare construction schedules, utilizing Microsoft Project & Excel spreadsheets, review contractor pay requests and forward to client; Preside over weekly on-site construction meetings, review and submit contractor shop drawings for engineer's review and expectance; review contractors change orders and make recommendations to client. Prepare request for price quote from contractor for additional out of scope work; Perform on site inspections for compliance to contract documents, resolve issues with contract documents, prepare and issue requests for engineering clarifications; Prepare and submit credit request to contractor for work not performed, assisted client/contractor on-site value engineering analysis to save time and reduce costs, prepare punch list, conduct project closeout and process final pay request; Prepare construction schedules.
Relevant Specialized Experience:
Hands-on field experience includes Pile analysis, design, installation/monitoring, pile inspection/field load test; Extensive experience in auger cast piling, drilled piers, solder pile shoring, cast-in-place walls, reinforced earth walls, soil nail, deep/shallow foundations, compacted earth fills, cut slopes and pavement subgrade; Expertise in Construction of Concrete bridges/ foundation structures, structural steel inspection; Extensive experience in constructability review of commercial buildings and structures; Construction Administration, Quality Control, Cost Estimating for heavy civil/structural construction projects; Local experience and knowledge in Puget Sound & Pacific Northwest.

* Elliott Bridge, Renton WA: Responsible for monitoring vibrations from an Oscillating Pile Driver that was used to construct new bridge piers and preparing a report documenting vibration effects with this method of construction.
* Resident Engineer: Soil nailing field inspection projects shoring wall, 5th/Yessler, Seattle, WA;
* 124th Street Bridge Redmond, WA: Responsible for bridge inspection and monitoring vibrations from a Vibrating Hammer used to install 5-ft diameter steel casing that was used to construct new bridge piers adjacent to the Sammamish Slew and preparing daily reports including vibration effects with this method of construction.
* El Portal Road reconstruction, Yosemite National Park, CA. Construction monitoring of excavation, soil nail, hole drilling, drill rigs and methods, tendon installations, grouting, structural wall facing and drainage, nail testing (ultimate, verification, proof, creep tests). Other duties includes Structural foundation and underground utilities inspection (sewer pipe installation, man holes, infiltration vault, drain pipe, water line, building pad, retaining wall, foundation, footings grade). Investigated and tested subgrade before paving and foundation placement.
* Puget Sound Energy Steel pole Project Responsible for foundation inspection included compliance with geotechnical construction specifications, reinforcement cages, excavations, reinforcement placement, documentation, concrete testing, environmental concerns, and public relations.
* Resident Engineer for the Terminal 5 Development Project for the Port of Seattle: Construction Quality Control Manager responsible for: The construction of the new Harbor Island roadways; temporary traffic control; roadway excavation; constructing new roadway with either asphalt or concrete pavement over base course; installing cement concrete curb, gutter, and cement concrete side work; single faced concrete barrier; beam guardrail; Impact attenuators; driveways; curb ramps; installing Pavement markings; temporary and permanent signing; sign structure; removing existing signal systems and installing new signal systems; constructing retaining walls; maintenance buildings: railroads; parking lots, and landscaping. Extensive modifications to the existing utilities on Harbor Island included: petroleum pipelines; water utilities; storm drainage; sanitary sewer; natural gas systems, and communication systems. The project was completed on time and within the allotted budget.
* Resident Engineer for United State Courthouse building, Seattle Prepared and assign field inspection work orders. Reviewed submittals such as shop drawings, certificate of compliance, plans/specifications, material samples, construction activities work plan, manufacturer data and test reports for approval. Coordinate work activities between subcontractor and contractor. Attend construction quality control and progress meetings. Review all the structural weld, concrete, epoxy dowel and fire proofing test reports.
* Terminal 18 Development three year Project (New Harbor Island) for the Port of Seattle. Construction Quality Control Manager: Managing and implementing the three-phase of QC system that incorporates preparatory, initial and follow-up phases for each definable future of work (DFW). Responsible included directing and controlling work activities to ensure compliance with design and specifications; Reviewed submittals such as shop drawings, certificate of compliance, plans/specifications, material samples, construction activities work plan, manufacturer data and test reports for approval. Coordinate work activities between Subcontractor and contractor. Attend construction quality control and progress meetings. Preparing and assigning work to field inspectors; and maintaining records Examined work area to ensure that all the required preliminary work has been completed and is in compliance with the contract. Discussed the procedure to control the daily of work. Documented construction tolerances and established with the site Superintendent and the crew Forman the level of workmanship standards expected for each definable future of work (DFW). Reviewed the appropriate activities hazard analyses to ensure safety requirements are met. Compiled the daily reports incorporated with subcontractors reports and AMEC staff. Terminal 18 development project consist of construction of the new Harbor Island roadways; temporary traffic control; roadway excavation; constructing new roadway with either asphalt or concrete pavement over base course; installing cement concrete curb, gutter, and cement concrete side work; single faced concrete barrier; beam guardrail; Impact attenuators; driveways; curb ramps; installing Pavement markings; temporary and permanent signing; sign structure; removing existing signal systems and installing new signal systems; constructing retaining walls; maintenance buildings: railroads; parking lots, and landscaping.
