Have managed construction and operational projects overseas, with extensive environmental and logistics experience, primarily in the United States and Latin America, and have done so successfully and safely. Bi-cultural, 100% fluent in Spanish and English, born in Mexico, and now an American citizen.

EXPERIENCE
Grupo Enlace, S. de R.L., Honduras, Central America, Director of Natural Resource Services. September 2001 to date.
Engaged in private consulting (legal, fiscal, operational) for foreign companies wishing to invest in Honduras, as well as International Finance Institutions (environmental and project management), and local companies (organizational improvement, operational auditing, permits).
Glamis Gold LTD., Honduras, Central America, General Manager. Nov. 1999 to September 2001.
Managed gold mining project throughout the permitting, construction, and initial development phases. Now a successful gold mine, it has become the largest in Central America. Budget was US$31 million, and the mine was built in eleven months from start to finish, in a difficult and poorly supported construction and logistical environment. Personnel reached 245 people. Heavily involved in public relations, permitting, government affairs, and regional communal development.
Amerimex Services, Oro Valley, AZ., Principal Consultant. January 1993 to November 1999.
Business and Mining consultant to foreign companies in Mexico, the United States, and Latin America. Involved in the following projects:
• Mining Exploration and Development:
o San Francisco Gold Mine, Geomaque de México, Sonora, Production Manager, responsible for the engineering, permitting, equipment procurement, and development of a new gold mine, including the logistics of operational support. Successfully built in 1995. Budget was US$11 million.
o Paredones Amarillos Project, Echo Bay Mines, Baja California Sur, Mexico, General Manager, responsible for all activities, including exploration, permitting, engineering, feasibility, detailed design, and contractor selection. Supervised an extensive logistical analysis for construction and operations. First natural resource project ever permitted in Mexico in an environmentally sensitive area. Budget was US$110 million. Project was put on hold when the price of gold dropped in 1997.
o Various precious metals and base metals projects, throughout Mexico and South America. Consulted for various companies engaged in mining development, with specific assignments in logistics, administrative, legal, environmental permitting, fiscal, and import/export of equipment and machinery.
o Extensive Logistical Studies for Cerro San Pedro mining project in San Luis Potosí, Mexico, for construction and operational support. This project is currently under development.
• Construction
o Supervised design and contractor selection for a 60 kilometre road to a new mine in Sonora, Mexico. The mine and road were built in 1996.
o Assisted in the planning and logistics for several construction projects in Mexico, including a housing project in Cabo San Lucas, which included a golf course.
Wharf Resources, LTD., Lead, South Dakota, Engineering Manager, 1988-1992
Managed engineering group that provided surveying, planning, mine design, geology, grade control, and construction services to a gold mine. Supervised expansion of facilities, mine, and equipment fleet that doubled production in two years. As General Superintendent in charge of the Production, Maintenance, and Crushing groups, the mine set several production records and gained national recognition as one of the country’s safest mines, all of this while operating in a difficult environmental setting.
Exxon Coal and Minerals, United States and South America, Project Manager, 1977 to 1988.
Supervised development of two surface coal mines (truck/shovel and dragline), one in Wyoming and another in Colombia, South America. Held many positions of responsibility in engineering, production, and operations support (making mines efficient and profitable) throughout my employment, and my last assignment was as manager of an expansion in Colombia that resulted in the opening of another mine area that helped the mine remain competitive. I was also Owner’s Representative at a large engineering firm supervising the design of a large coal mine that would feed a coal gasification project in Texas.
Utah International, Inc., Farmington, N.M., Senior Engineer, 1972-1977
In charge of analyzing coal mine expansions (dragline and truck/shovel), designing alternatives to reduce costs (which included construction of an 8-mile long railroad), and looking into potential additional mining investments in the U.S. and South America. Supervised permitting and detailed design and construction of a new project (Trapper Mine) in Colorado.
Yeso del Norte, S.A., Torreón, Mexico, Manager, 1971-1972
Managed design and construction of a new gypsum surface mine and plant, and assisted with the marketing effort for the introduction of its products into the Mexican market.
Personal Information:
Enjoy reading, golf, and soccer. Have belonged to several industry groups focused on public communications and in bridging the gap between mining operations and opposition groups. Contributing writer for the National Drillers Buyers Guide publication (monthly) between 1995 and 2000.
Married, with three children (all bilingual, English-Spanish), ages 17, 12, and 10, my wife is a civil engineer engaged in house construction and remodelling as well as real estate.
