SUMMARY OF EXPERIENCE
Industrial Engineer (University of Chile, 1974) with a M.Sc. in Engineering Economics (University of Chile, 1976) and an Advanced Management Diploma (IESA, Venezuela, 1988).
He has 27 years of experience, mainly in engineering and construction and in positions in project management, project controls, contract management, information technology and consulting services. Of the mentioned experience, 19 years in Venezuela and 8 in Chile.
He has accomplished projects for private companies and Government organizations in the oil, steel, infrastructure, mining and services industries for a value in excess of 1.5 billion US$. Among these, it can be mentioned engineering projects for CITGO refineries (USA), engineering and construction management services for a 500 km oil and gas pipeline and several refinery plants for PDVSA (Venezuela), EPC of a solids handling system and pier project for Petrozuata (Venezuela), the privatization process of some business units of EFE Railway Company (Chile), including infrastructure and passenger services; an iron refining plant and a steel plant for SIVENSA; information systems and procedures for project planning, cost estimating, budget control, and contracts management for several engineering and construction companies. Many of these projects were done in association with international engineering companies such as Fluor Daniel, Foster Wheeler and others, using their standards and procedures.
Presently he works as Project Controls Dept. Manager in TECNOCONSULT, a leading engineering company in Venezuela. Previously, he was General Manager in BRC (1997-2003), a project management consulting firm (Chile); Concessions Manager of Empresa de Ferrocarriles del Estado - Chile (1995-1997); General Manager of OTESYS (1989-1994), a Venezuelan project management consulting firm; Engineering Services Manager, Project Manager and Consultant in OTEPI Consultores (1977-1989) in Venezuela.
From 1974 to 1976 he was Lecturer/Researcher in the University of Chile, Industrial Engineering Department. He has lectured courses of Introduction to Economics, Applied Economics (for engineers) and Project Management at the University of Chile.

The Department includes the following functions for all the projects: scheduling, staffing planning progress control, cost control, materials control and technical documents control. It has 30 engineers and technical staff. Some important projects accomplished in this period are the following:
* Engineering, procurement and construction of a solids handling system for coke and sulphur products, 11000 tons/day facilities, for Petrozuata.
* Engineering, procurement and construction management for debottlenecking and main shutdown for SINCOR plant
* Engineering and procurement services of wet gas scrubber and related systems for Lake Charles refinery (Louisiana), CITGO Petroleum Corporation.
* Engineering for an acid plant DCS upgrade, for Lake Charles refinery, CITGO Petroleum Corporation.
* Engineering, procurement and construction of FCC facilities and main shutdown for Cardon refinery in Venezuela, for PDVSA.

BRC Consultores Ltd. (Chile) 08/1997 – 12/2003
Position: General Manager

BRC is a specialized consulting firm in project management, engineering and information systems, with a staff of 7 professionals. Some important projects accomplished in this period are the following:
* Development and implementation of information systems and procedures for construction management: cost control, manpower, subcontracts, contracts, materials control, accounting integration and others. These systems were implemented in Sigdo Koppers, Constructora Aconcagua, Constructora Gardilcic and several others. Sigdo Koppers is a leading engineering and construction company in Chile, with a production of 8 million men-hours per year (www.skchile.cl). 1999-2003.
* Several studies for the modernization of the public transport systems of Santiago city (4 million inhabitants) in association with Aristo Consultores: evaluation of recent design of transport systems in major cities of the world, including tramways, LRV, articulated buses and others, for Ministry of Planning; feasibility study and preliminary engineering for a new metro line (8 km) from Central Station to Maipú, for SECTRA; feasibility study of a suburban railway passenger service (Santiago-Rancagua) involving a US$ 150 million investment, for SECTRA. 1997-1999.

Empresa de los Ferrocarriles del Estado (Chile) 07/1995 - 07/1997
Position: Concessions Manager

Empresa de los Ferrocarriles del Estado (EFE) is a State owned railway company (www.efe.cl), established in the 1880´s. EFE presently maintains more than 2,000 miles of lines (mainly in the central and southern regions), operates suburban and intercity passenger services and has 2,300 employees.
Since his appointment in June 1995, his main duties included the coordination of the concessions process in its many varied aspects:
* Policies and strategies definition: Formulate, evaluate and recommend policies and strategic options; and coordinate the decision making process which includes several participants: EFE´s Board, Transport Ministry, Planning Ministry, Finance Ministry, Parliament Committees and others.
* Project definition and evaluation: Includes transport market analysis, railway and other technological evaluations, project options for different scenarios, financial evaluation, social evaluation, and others.
* Engineering studies for the railway concessions, with the participation of several national and international consultants: diagnostics and repair cost estimating of the railway infrastructure (1,200 km railtrack, 220 railway bridges, electrical, signaling and fiber optics communications systems, level crossings, stations and others), inventory and pricing of rolling stock and maintenance shops, construction master plan for the new railway. Safety and technical standards development.
* Tender documents and contracts for railway infrastructure and intercity passenger services concessions. Participation of national and foreign legal advisors.
* Contract management. Participation in negotiations and administration of around 30 major contracts related with railway infrastructure and rolling stock maintenance, engineering and administrative services, financing, concessions and others. Some examples:
o Review of projects included in EFE´s major maintenance plan (US$ 60 million). Projects valued in excess of US$ 10 million were canceled due to poor definition or low profitability.
o Participation in the negotiation with FEPASA (freight service concessionaire) regarding a US$ 5 million claim.
During this period, he supervised 4 project coordinators and a professional staff of 8 engineers, 1 economist and 2 administrative officers. Additionally, during 1996 he worked with an average of 15 professionals related with consulting companies.

OTESYS S.A. (Venezuela) 02/1989 - 05/1995
Position: General Manager

OTESYS is a subsidiary of OTEPI Consultores. (which is explained below), dedicated to project management and consulting services for OTEPI projects and external clients, with annual sales of US$ 2 million. Its organization included an average staff of 15 technical and 5 administrative officers, and 8 part-part-time instructors (for training courses).
His main duties included business development, project management of contracted jobs and administrative management. The company had 3 areas of activity:
* Project management services. Master scheduling, cost estimation and capital budgets, risk analysis, technical audits, contractors claim evaluation, project procedures and project execution manuals, etc. Examples of projects accomplished are: assistance for developing a 5-year investment plan for PDVSA (oil holding company), manufacturing plant expansion for Nabisco, corporate investment plan for INN (national nutrition institute), scheduling services for a gas gathering cluster project for Corpoven, project controls services for Puerto La Cruz refinery expansion (US$ 500 million) for PDVSA and others.
* Software applications and procedures. Project planning, manpower control, cost estimating, budget and cost control, materials procurement, contract administration and documents control. For example: Projects information management systems and procedures for the Social Investment Fund (Fonvis), who managed a US$ 400 million fund for small infrastructure projects of high social impact. Venezuela.
* Professional training in project management and software applications. Around 60 courses every year.

Typical clients were OTEPI, PDVSA, SHELL, MOBIL, NABISCO, SIVENSA, ALCASA, VENALUM, INTERALUMINA, Ferrominera del Orinoco, IAFE and many others.

OTEPI Consultores S.A. (Venezuela) 12/1977 - 01/1989

OTEPI is a leading Venezuelan engineering and construction company (www.otepi.com), that provides engineering design, procurement and construction management services, and develops EPC projects in the following sectors: Oil and gas, infrastructure, steel, aluminum, and electricity. At that time it had a staff of 600 professionals.
During the above mentioned period he held several positions. As in many engineering companies, it had a matrix type organization and the position included a functional responsibility and a project management function. The principal positions were the following:

Position: Manager of Technical Services/ Project Manager (1982 - 1989)
With a staff of more than 60 professionals, included the following Units:

* Project planning and control: Covered all the projects of the company
* Cost estimating: For company projects and as a professional service
* Procurement: Equipment and materials required by the projects
* Construction contracts administration: Included from the preparation of tender documents up until the end of the construction
* Management information systems: development, maintenance and support, for the entire company
* Documentation center: Technical documents issuing and control.
In addition, he participated in some medium sized projects, as project manager.
Some projects accomplished in this period:
* Detail engineering coordination, procurement and construction management for an iron refining plant and a steel plant of 400,000 tons per year. Sivensa. Venezuela. 1988 - 1989.
* Project planning and control of basic engineering of lines and maintenance shops, of La Rinconada subway terminal station, for Metro de Caracas. Venezuela. 1987 - 1988.
* Detail engineering planning and construction contracts administration of a 500 km oil and gas pipeline in the eastern region of Venezuela. A consortium of 5 companies and a staff of 400 professionals accomplished the work. Corpoven. 1985 - 1987.
* Maintenance, purchasing, and inventory information systems for a US$ 1 billion alumina plant. Interalumina. Venezuela. 1984 - 1985.

Position: Engineering Consultant/ Project Coordinator (1977 - 1981)
He participated in a good number of feasibility studies, engineering projects and proposals preparation, related to the aluminum and steel industry, transport infrastructure (highways, railways and subways) and natural resources.
Depending on the kind of project, typically his responsibilities included the following:
* Investment evaluation
* Capacity planning of main processes and facilities: transport facilities, materials handling, utilities and maintenance facilities and others
* Cost estimating
* Project planning and project controls

During this period he supervised from 3 to 10 people, depending on the size of the project.
