Project Controls professional with forty-three years of experience with Bechtel and Parsons Corporations on numerous projects in many overseas locations. Strong project controls and estimating management background gained by preparing and supervising the preparation of numerous Capital Cost estimates for Department of Energy, petroleum, power, mining, industrial and transportation projects. Experienced in preparing and presenting earned value progress to company and client management. Proficient in planning logic and statusing schedules. Strong background in project Controls training skills both on-the-job and classroom and have successfully trained indigenous personnel in several countries.
Served as Project Controls manager on numerous projects: Korea High Speed Rail, Palestine infrastructure, Cantarell offshore Petroleum platforms in the Gulf of Mexico, Syncrude refinery in Northern Alberta, several fossil and nuclear plants and Mining and Metals such as copper in Chile, vanadium and iron ore concentrators. Proficient in total estimated cost techniques ¡V Direct, indirect, engineering, escalation, contingency and Fee and preparation of management presentations.
Developed a comprehensive estimating/project controls database in the Access software and can work with many leading software packages.

Deputy Project Controls and Estimating Manager

Currently estimating manager responsible for preparation/updating for scope of 13 Job Orders for the USAID water projects in Iraq. Developed an estimating system in Access software to accommodate these estimates. All Job Orders and amendments were approved for implementation by the client. Was also responsible for all project controls activities in the Parsons USAID Amman project office.

Project Controls Manager
Served as a Project Controls Consultant on a team with offices located both in the West Bank and Gaza Strip of Palestine. Responsible for developing the Capital Cost estimates and managing cost and schedule for approximately one hundred infrastructure projects for the World Bank and Palestinian Authority. Major accomplishment was participating in the establishment of a comprehensive database in Access for Capital Cost estimates and reporting to the World Bank of the funding, costs, and schedule of these projects. Also trained local Palestinian engineers in project control techniques and preparation of Capital Cost Estimates.

Project Controls Supervisor on the Bay Area Rapid Transit program in Oakland California. Was responsible for preparing the Capital Cost Estimate, cost reports and trends for all rail sections on this project. Conducted weekly cost status meetings with the project managers for each of five sections. Updated the estimate for approved scope changes. Worked closely with client management to prepare the comprehensive monthly cost and progress report.

1989-1991
Served two years in Internal Auditing which involved traveling to the company's worldwide offices and projects to audit estimating procedures and other practices for project controls functions. Was a team leader on several audits that involved editing "observations" and "findings" and presenting them to company management.

1987-1989
Assigned to Jakarta Indonesia as a consultant to the Indonesian fossil Power Company (PLN). Participated in establishing an engineering design arm for this agency. Responsibility was to establish a Project Controls team and to train locals in the preparation of capital cost estimates. Conducted both classroom and On-the-Job training of Indonesian nationals in all aspects of estimating and Project Controls techniques.

1983-1986
Appointed to Jakarta, Indonesia as a consultant to the Indonesian Nuclear power agency (BATAN). Trained Indonesian personnel in Capital Cost estimating and all functions of project controls during the construction of a nuclear research reactor.

1962-1982
Served as Project Controls Manager, Cost Engineer, Scheduler and project estimator on numerous Petroleum, Nuclear, Fossil, Mining & Metals, Industrial and Government (DOE) projects. Began career as a piping designer and field piping engineer on mining and power projects.
