SUMMARY
Pprofessional geologist with over thirty years experience in the exploration, development, conceptual and production planning, economic analysis, operation and maintenance of mineral projects throughout the United States and internationally. He recently completed a project involving the Rehabilitation of the Eshidiya Phosphate Beneficiation Plant in southern Jordan where he acted as the Employer's Representative for Jordan Phosphate Mines Company.
Business oriented geologist whose career has focused on professional consulting services for geologic, mining, and mineral processing projects. Clients include mining companies, land and mineral owners, United States Government Agencies (National Park Service, US Fish and Wildlife Service), engineering companies (Roberts and Schafer, Jacobs), foreign government corporations (Jordan Phosphate Mines Company – Jordan, Probayovar – Peru, Tororro Industrial Chemicals and Fertilizers – Uganda), banks (HSBC, First Union, First Boston, Standard Chartered, Riyad Bank) and other lending institutions such as insurance companies (Jefferson Pilot) and venture capitalist (Newcourt Capital), and legal firms. In addition to the classical geologic exploration projects other projects have included mineral rights appraisals, reserve analysis for conceptual planning and mine permitting, mineral appraisals for estate tax statements and eminent domain cases, preparation of reserve statements for financing documents and annual corporate reports, due diligence studies for acquisitions and financing, and third party technical reviews of mineral development projects for financial institutions.
An active participate in international projects funded by the World Bank (Probayovar – Peru, TICAF - Uganda) and the U. S. Trade and Development Agency (Jordan – JPMC Tailings Dewatering). United States government contracts include the Mineral Appraisal of 109,000 acres in the Everglades National Park (National Park Service). A similar project in central Georgia (Bond Swamp Annex) was completed for the United States Fish and Wildlife Service.
His professional experience includes drilling program planning and supervision; core logging and sampling; mineral property acquisition; ore grade control during mining; mines planning from conception to production; production auditing, ore reserve/resource estimation; environmental permitting; economic analysis; mineral property appraisals; computer applications in ore reserve estimations and mine simulation; and, strategic planning for corporate acquisitions.
Since 1987, performed due diligence investigations related to industrial mineral deposits and mining operations that resulted in the acquisition of mining and chemical processing properties valued at more than $2.5 billion. He has prepared mineral reserve evaluations and inventory valuations for submittal on behalf of lending institutions for cases in the United States Bankruptcy Court for the Middle District of Florida (Mulberry Phosphates, Gardinier Fertilizer), the Southern District of New York (Beker Phosphate), the Southern District of Texas (Agrifos Fertilizer). Mr. Lamb is experienced in mining software applications for mineral reserve calculations and mine planning. He is skilled in the development of geologic databases for input into computer programs such as Microsoft Excel, Access, AutoCAD, ArcView, and specialized software for mine planning (sequencing, cut and fill, pit layout), and the graphic representation of geologic information (maps, cross-sections, stratigraphic columns).
Professional papers pertaining to phosphate deposits in the United States, Peru, and Guinea Bissau. He has chaired several technical sessions pertaining to the development of industrial mineral deposits located in the United States, the Middle East, Africa, and South America. His consulting company, Mineral Resource Associates, was a sponsor of the Sixth International Symposium on Eastern Mediterranean Geology held in Amman Jordan in April 2007.

MINERAL RESOURCE ASSOCIATES – MULBERRY, FLORIDA – PRESIDENT (1977 TO PRESENT): Mr. Lamb is the owner of Mineral Resource Associates, a professional consulting company dedicated to serving the various participants in the minerals industry including mining and mineral processing companies, land owners, engineering and construction companies, financial institutions, and private investors.
MINERAL RESOURCE ASSOCIATES – PRINCIPAL PROJECTS
Jordan Phosphate Mines Company (1999-2001, 2004, 2004-2007):
Mr. Lamb has participated in two projects for JMPC as a subcontractor to Behre Dolbear & Company. In 1999-2001, the United States Trade and Development Agency funded a feasibility study to determine technically and financially feasible methods to recover and re-circulate process water in the beneficiation plant at the Eshidiya Phosphate Mine in southern Jordan. In March 2004, Mr. Lamb returned to Jordan and the Eshidiya Mine as part of a technical team to evaluate engineering proposals for the re-habilitation and modification of the Eshidiya mineral processing plant.
From November 2004 until May 2007, Representative for the Rehabilitation of the Eshidiya Phase I Beneficiation Plant, a 15 million Euro project involved the supervision of international contractors (Koch and Sofremines) as well as local Jordanian contactors.
Arab Potash Company (2003):
Subcontractor to HSBC through Behre Dolbear & Company to provide a market analysis of the various products produced by Arab Potash Company (Jordan) and its joint venture companies. Products included potash fertilizers, phosphoric acid, phosphate fertilizers (Diammonium Phosphate), bromide minerals and products, hydrochloric acid, cosmetic Dead Sea Mud, and other industrial minerals derived from the Dead Sea brines. The information document published by HSBC resulted in the sale of a 26% interest in APC to Potash Corporation of Saskatchewan.
Farmland-Hydro Limited Partnership (1998-2003):
Retained by FHLP to provide geological and mine planning professional services for the evaluation of the proposed 3.0 million tons of phosphate rock per year Hardee County Mine (Florida). The project included development of a reserve database consisting of drilling and laboratory testing from several drilling eras from 1965 to 2002. The 1999 to 2002 drilling programs were planned by Mr. Lamb and executed under his supervision. Drilling and laboratory services were subcontracted. Chemical analyses were preformed by the FHLP laboratory. The database consisted of more that 9,500 sample test intervals within more than 1,500 drill holes. Mr. Lamb developed the database entry, the reserve calculation, and the conceptual mine planning computer programs as well as produced geologic and data maps, cross sections, and drill logs using commercially available geologic software. The final work product was a life of mine production mine plan (30+ years) that was used for developing a conceptual mining and mineral processing flowsheet and preparing a Development of Regional Impact to file with the appropriate federal, state, and local government agencies who must approve such a regionally significant commercial development.
Champion Resources Limited (1999-2002):
Champion Resources, a Canadian junior exploration company listed on the Vancouver Stock Exchange, retained Mr. Lamb to perform mineral beneficiation testing on samples from the Farim Phosphate Deposit located in Guinea Bissau. The process resulted in producing a 75-77% BPL concentrate with a 95% flotation recovery. Mr. Lamb coordinated with Champions efforts with Bateman Engineering to convert the laboratory process into a suitable flow sheet for the design of a mineral processing plant to be included in a bankable feasibility study seeking loan guarantees from the Government of South Africa.
South Fort Meade Partners (1995-present):
Mr. Lamb has provided technical advise to the financial partners, a consortium of capital market funds and insurance companies, pertaining to the development and operation of the South Fort Meade Mine, a 5.05 million ton per year phosphate mine operated by Cargill Fertilizer in Polk and Hardee counties, Florida. Projects included the verification of phosphate rock reserves for land trades, review of proposed modifications to mining plans, definition of technical risk factors that influenced the security of the capital investment and its tax consequences, and verification of plant operating capacity.
US Agri-Chemical Corporation (1993-2004):
USAC, a SinoChem company, has retained Mr. Lamb for several projects including oversight of a joint-venture mining agreement to preparation of strategic planning reports pertaining to the future availability of phosphate rock in the Southeastern United States.
Fletcher Challenge Limited (1987-1988):
FCL, a publicly traded New Zealand Corporation, retained Mr. Lamb to prepare a reserve database for the Bayovar (Area II) Phosphate Deposit (Peru). The project included utilizing the existing geologic and metallurgical test data, design and supervision of a verification drilling program using a drilling subcontractor, coordination with the on-site metallurgical and chemical assay laboratory, incorporating the new drilling and testing results into the and preparation of geologic maps, cross-sections, drill logs, monthly, interim and final reports.
Bearden-Potter Corporation (1983-1984):
Mr. Lamb was a subcontractor to the Bearden-Potter Corporation during the World Bank financed Sukulu Hills Feasibility Study (Uganda). His activities included the development of a mineral resource database using the existing data, planning and supervision of a drilling and pitting program to verify the original drilling/sampling/testing results, coordination of a surface geologic mapping program, incorporating the new geologic and metallurgical information into the reserve database, and preparing an estimate of the mineable reserves. Mr. Lamb interfaced with other professionals with respect to mine planning, mining engineering, mineral processing, laboratory testing, product market analysis, and beneficiation plant design.
Probayovar (1979-1981):
Mr. Lamb was engaged by Probayovar to develop a computerized resource database of the Bayovar (Area I) Phosphate Deposit (Peru). The results of that effort continued to be used in the promotion of the Bayovar Phosphate Deposit by the Peruvian Ministry of Mining.
Construction Material Projects
* Dolime Minerals Company
Prepared, submitted, and obtained approval of a Water Use Permit for the operation of an agricultural dolomite quarry. Conducted exploration drilling on adjacent properties to extend the economic reserves and mine life.
* Zephyr Rock and Lime Company
Conducted a due diligence investigation including drilling, logging, and sampling a series of check holes to independently confirm the reserves and product quality. The sample testing program included physical and chemical testing for construction aggregates as well as investigating the potential chemical uses of the limestone. Recommended process changes to yield a mix of products and enhance the company value.
* Iafrate Construction Company
Conducted due diligence investigations of limestone deposits in Florida and Alabama as part of a strategic plan for expanding the company operations into the Southeastern United States.
Precious Metal Projects
* Private Investor - Mexico
Trenching, pitting, sampling and testing a tailings area for secondary recovery of gold and silver from a historic mining district.
* Private Investor - Ecuador
Review of a gold mining investment opportunity in Ecuador that resulted in a recommendation of not to proceed due to land and lease concession ownership issues.
Mineral Rights Appraisal Projects
* United States Fish and Wildlife Service, Mr. Lynn Wilhite (COTR) (1988)
The subject property was held by a university and contained known, proven reserves of kaolin clays. MRA prepared a valuation of the mineral rights and reserves that help establish the total fair market value. The property was acquired and incorporated into the Bond Swamp Wildlife Preserve.
* National Park Service, Mr. David Carr (COTR) (2002-2003)
This two phase project involved approximately 109,000 acres being added to the Everglades National Park for which a Mineral Market Analysis and Mineral Rights Appraisal was required. Mineral Resource Associates was awarded the project and produced the required two reports entitled,

Mr. Lamb was retained as an expert witness in the US Federal Court – Southern District of Florida in multiple cases for clearing the mineral estate title in the East Everglades Expansion Area, Everglades National Park. The DOJ has prevailed in each case. Additional cases are pending.
* The Mulberry Corporation
During a title search for an Environment Assessment of a waste disposal site, MRA discovered an undivided subsurface mineral estate. Project financing required a clear title. MRA negotiated with the mineral rights owner and acquired the outstanding subsurface interest.
* Farmland Hydro LP
MRA provided technical assistance to FHLP and its legal counsel in obtaining the outstanding, undivided mineral, oil and gas rights to a property in Hardee County, Florida. The owner was a Texas, family-owned company will strong oil and gas interests.
* Marshall Hampton Estate
MRA provided a reserve and marketing analysis of property held in the Marshall Hampton Estate and worked with the heirs and their legal counsel to provided a documented report of the mineral value for a +6,000 acre tract in Polk County, Florida. The prepared report was included in the estate tax filing.
* Victor Posner Estate
MRA prepared a market analysis for mineral rights held by the Victor Posner Estate in Dade County, Florida. The work was performed at the request of the estate counsel. The documents report was included in the estate tax filing.
* Hopewell Land Partners
Prepared a mineral rights valuation for a +1,500-acre tract in Hillsborough County, Florida. The surface was sold to a state water resources agency for environmental protection. HLP donated the mineral estate and deducted that value in its income tax return. The property contained a well defined industrial mineral deposit located within a known mining district. The deduction was investigated and allowed by the Internal Revenue Service.
* BB/Manatee Associates
Assisted the company with identifying mineral ownership held by the Federal government (BLM) for a +8,000-acre tract in Manatee County. The surface was sold to a state water management district and required clearing the subsurface estate. MRA assisted in negotiations with the BLM to transfer the US Government mineral rights to the state agency.
ADDITIONAL EXPERIENCE
AGRICO CHEMICAL COMPANY – MULBERRY, FLORIDA – MINE AND EXPLORATION GEOLOGIST (1973 TO 1977): Responsible for the exploration, geologic-metallurgical-mining databases for conceptual, economic mine planning, production scheduling and recovery auditing for three active phosphate rock mines with total production of 6.0 million tons per year; Integrated statistical and geostatistical concepts for proposed mine/plant computer simulations; and, Provided statistical analysis of the reserve database for the design parameters for the 4.0 million ton per year Fort Green Mine (Polk County, Florida). Mr. Lamb was responsible for preparing phosphate rock reserves estimates that were reported in company investment literature and filed with the United States Securities and Exchange Commission.
