BALFOUR BEATTY CIVIL ENGINEERING LIMITED
July 2007 to-date Senior Land Surveyor – East London Line Project, London, UK
Responsible for managing the monitoring regimes of this £400 million railway project from Dalston Junction to New Cross Gate. This involves planning for and supervising survey teams that undertake 3D total station monitoring of existing railway structures and buildings, and managing sub-contactor specialist companies that provide automated warning systems e.g. tiltmeters, extensometers and crack meters.

January 2006 to June 2007 Data/ CAD Co-ordinator – Seconded to Interroute Area 4, Highways Agency Managing Area Contract
Responsible for engineering and topographical surveys, data processing, verification and management for various projects throughout Kent and Sussex. Assisted the Laser Scanning Team in the development of 3D laser scanning applications. Fully conversant with Leica Total Stations and GPS, SCC and NRG survey software, AutoCAD, MicroStation and MX.

March 2002 to December 2005 Data/ CAD Co-ordinator – Based at Head Office
Responsible for providing a core service to Companies, Projects and Tenders within the Balfour Beatty Group. This includes data management and analysis; CAD training, technical advice; and surveying support services.

Diversity of experience includes: Validation of survey models, setting-out data and surface analysis; Survey processing methodology design field coding -to-finish (MicroStation and MX) for Metronet London Underground Ltd franchise (this is still being used to-date); Volumetric analysis and sections for earthworks quantities for the M25 J12-15 widening project; Traffic management signage design using and layouts for M25 J12-15 widening and Dublin M50 Upgrade Contract 1 tenders and CAD drawing production management; and reorganisation of company's ProCEL survey procedural intranet web pages. Survey support at initial project stages for A3 Hindhead Improvements, A303 Stonehenge and A46 Newark to Widmerpool Improvements.

November 1999 to February 2001 Data Co-ordinator – seconded to Balfour Beatty Major Projects, Channel Tunnel Rail Link CTRL 440 Contract (£117m)
Responsible for design liaison in validating 3D design models and producing Trimble GPS setting out data files from MicroStation and InRoads models. Other services provided included: Topographic survey plans (overlay on design data), cross-sections and profiles; Site wide planning layouts; As-built survey plans; Utility as-built record drawings; Temporary works layouts; Traffic management layouts, Office compound layouts; Structures, site access and clearance drawings; Temporary road diversion design and vehicle track simulations; Data integration and transfer of different survey, GPS and CAD formats; and the development and automation of CAD drafting standards, procedures, macros and programs.

AIRPORT AUTHORITY HONG KONG LTD
February 1996 to July 1999 Project Surveyor – C410 Landside Infrastructure ($181m) of the new Hong Kong Airport at Chek Lap Kok
Project Surveyor of the Landside Survey Computing Office responsible for the following contracts: The HK$1.41bn (US$181 million) Landside Infrastructure Contract (C410) and various utilities contracts. C410 comprised almost 35kms of roads with seven major flyovers, buildings and utilities. I managed six staff who used MicroStation CAD, InRoads and a Cadastral Boundary GIS in carrying out the following: survey drawing production, management and archiving; checking contractor's electronic data submissions of joint as-built surveys; surface modelling, volume calculations, cross-sections and profiles; utility, structures and roads as-built progress plans and models; and site handover area record plans (cadastral record plans of handover of site areas to and from contractors and licensees).

KIER HONG KONG LTD
April 1995 to January 1996 Chief Surveyor – Central Pedestrian Subway Linking the Mass Transit Railway (MTR) to the Airport Railway ($40m)
The project involved the construction of 300 metres of pedestrian subway under one of the busiest roads in Hong Kong. Prior to excavation a temporary traffic deck supported by a perimeter piling diaphragm wall was designed and built. My responsibilities as part of Kier's management team included: managing four survey teams in detail/topographic, utility, setting-out and as-built surveys; daily precise level monitoring of ten surrounding buildings and the MTR station; development and implementation of Quality Assurance procedures under ISO 9001; staff recruitment; equipment acquisition and maintenance; and liaising with MTR and Kier Engineers and MTR survey management.

ACER CONSULTANTS (FAR EAST) LTD
July 1994 to March 1995 Survey Systems Manager – Acer Consultants (Far East) Limited, Hong Kong
I was responsible for managing development of the land survey area of Acer's business and its interface with Geographic/Land Information Systems (GIS). This included: assessment of the existing Survey Unit's capabilities and production of a capability statement; market research; development and implementation of quality assurance procedures (ISO9001); survey project management; business plan development and implementation; survey business development; staff recruitment; equipment acquisition and maintenance; and GIS support.

SITE ENGINEERING SERVICES LTD, LONDON, UK
October 1989 to June 1994 Various secondments and contracts as outlined below.
Project/Resident Engineering Surveyor for the Gatwick Airport South Terminal Airside Expansion (£20m) seconded to Mace Ltd (1993-1994).
My responsibilities as part of the construction management team included: Establishment and maintenance of the site control network and building grid; detail, topographic surveys and AutoCAD drawings of the existing terminal building for architects; monitoring the quality of trade contractors work which included pre-pour checking of concrete and steel as-built surveys as part of a Quality Assurance Scheme; managing the contract on behalf of the company; and supervising the work of junior surveyors.

Mobile Surveys, secondment to construction managers and sub-contractors (1992-1993). Clients/construction sites included:
* Waterloo International Terminal (Channel Tunnel Link) - Control surveyor for set-out of platforms, rails, etc. and monitoring progress of same.
* Minster Court - Re-instatement of boundaries and resolving disputes between contractors' surveys.
* Clark Hunt Albion - Precision surveys for and set-out of architectural steel frames on the Broadgate Development (Phase 6).
* Heathrow Airport Terminal One Re-development - Main site control surveys and detail/ topographic surveys.

Engineering Surveyor for the Ludgate Railway and Office Building Development. seconded to Bovis Construction Ltd (1989-1992). The development of the City Thameslink Underground British Rail Stations and four ten storey office buildings above. Main control surveyor for the net extension and maintenance; supervising junior surveyors; monitoring deformations of adjacent buildings; as-built surveys; setting-out rails, platforms, gridlines, etc; monitoring trade contractors; and topographic surveys.

PAPERS:

June 1993 MSc Thesis: The Development of a Digital Cadastral Index Map in Trinidad and Tobago - The Basis of a National Land Information Systems (NLIS). An in-depth study of the existing cadastre was undertaken to identify main problem areas of NLIS development. A conceptual LIS Hub model was proposed with LIS development strategies. Map development options were outlined with short-term and long-term recommendations for Cadastral Reform. Land related data re-organization using a unique parcel referencing system, was proposed as the first key step towards reform.

June 1989 BSc Dissertation: Land Acquisition in Trinidad and Tobago - Problems and Solutions. An in- depth study of the problems of Compulsory State Land Acquisitions was undertaken. Solutions were proposed using Critical Path Analysis and reform of Cadastral Operations. The Acquisition Section of the Lands and Surveys Division, Ministry of Planning and Mobilization, subsequently adopted some of the recommendations for optimal re-organization of acquisition procedures.
