Managed and Supervised the Materials Testing Laboratory (MTL) and was responsible for the operation, development, expansion, quality control, budgets and productivity. I was team member for preparation of quality assurance and operational procedures for Defense and Yucca Mountain Nuclear Waste Projects. Engineering and materials test work NTS consists of physical, mechanical and hydrologic properties, steel analysis, quality control tests and chemical analysis for DOE, DOD/DNA, and National Laboratories: LLNL, LANL, SNL, and the Defense Departments. Engineering assignments include the finite element analysis, ventilation network analysis and underground stress and displacement monitoring.

Atlantic Richfield Company, 1978 - June, 1985, Anaconda Minerals Company, Denver & Tucson
I worked as group Manager and Senior Mining Engineer in coal and metal divisions. Major projects were in geotechnical; mine permit applications for federal, state and county agencies, rock mechanics instrumentation and design work. Provided input and prepared several EIS reports and participated in State and County public hearings. Utilized finite element programs for geotechnical and underground mine design and analysis. I had worked on the uranium and gold mine tailing waste reclamation projects in New Mexico. Designed and implemented geotechnical field instrumentation projects and analyses were completed in coal and copper mines. I had conducted numerous engineering and economic feasibility studies for the copper, gold, lead, zinc, uranium and other minerals.

ARCO Coal Company, Los Angeles & Denver
Positions included as a Mining Engineer, Senior Mining Engineer, and Manager of various groups. Engineering work included feasibility studies, mine design; permit applications, geotechnical analysis of various underground and surface projects. I had prepared EIS, mine and environmental permit applications for underground and surface coal mines for federal and state agencies. I had participated in state and federal agency meetings and public hearings in CO, UT, and WYO. As a project engineer for oil shale geotechnical and exploration project, supervised and worked with the drilling contractors, consultants, and core testing organizations.
As Mine Services Group Manager, supervised eight mining engineers and four computer development engineers and worked on various underground and surface projects. Assignments included surface and underground mine feasibility, design and equipment selection projects. The computer programs included surface and underground maintenance, mine planning, surface mine ore estimates and mining, and mine scheduling.

As a mining evaluations team member worked on several coal, copper and other projects in the US, Indonesia, Australia, African Countries, Peru and Chile.

Allied Chemical Corporation, Green River, Wyoming, summers of 1972, 1973 and 1974, and 1974-1977
As a senior Mining Engineer, was responsible for long-term planning, design, and federal and state permits work. Initiated and implemented various ground control and modeling programs. Major programs included were underground displacements and roof fall predictions. Performed ore bin finite element studies and monitored field instrumentation project. Mining projects include: Productivity and time studies, equipment selection and evaluations, operations and maintenance, mining costs, mining planning and design, underground stability and monitoring and geotechnical projects.

As a research assistant, worked on the development of a finite element program; modified, verified, and used the program for an underground design project. Research was done on a new coal mine development system for longwall mining.

The following is the list of Major Projects that I have worked at various companies and at the University of Utah.

University of Utah, Salt Lake City, UT

1. Worked on the development of finite element program and verification. The program was designed to conduct open pit and underground mine design and stress analyses. Elastic, elastic-plastic, isotropic and anisotropic, time and thermal analyses were done by using the program.

2. M.S thesis research work involved in modeling of longwall mining panel layouts. Single entry longwall development panels and associated stress analyses near the coal face, head and tail gates were predicted. Stress and displacement contours were developed and failure zones in roof and floor were identified.

3. Conducted finite element analyses for an open pit copper and underground cut and fill mining methods.

4. Radioactive waste disposal canister for placement in a salt mine was modeled using the finite element program. The project involved in predicting total stresses from static loads and thermal stresses from the radioactive waste. Stresses, displacement, and failure zones were predicted in the metal canister and in roof, floor and pillar of the salt mine.

Allied Chemical Corporation, Green River, WY

5. Worked on expansion of mine opening roof spans to increase the continuous miner productivity. Miner auger head length was 11 ft. and was able to mine 22 ft. wide entry in two passes without wasting effort in the second pass. This was accomplished by widening the mine openings up to 28 ft. in an experimental area and monitoring the loads and opening closures over a period of one year.

6. Developed ground control program for monitoring roof and floor stability. Over 1500 closure stations were installed and monitored. Analyses of total mine opening closures and their rates resulted in identification of unstable roof locations and prediction of roof falls (in two occasions) 24 hours before they actually occurred.

7. Developed optimum mine panel layouts and pillar extraction methods. Conventional (drill, blast, load and bolt), continuous miners and longwall mining methods were used at the Allied's trona mine.

8. Mechanical and resin roof bolts were evaluated for their effectiveness both in load capacity and cost. This project involved in instrumentation and monitoring of displacements, load on the roof bolts and bolts pull tests.
9. Worked with USBM personnel in measurements of in-situ stresses and rock properties by using bore hole deformation gauge and over coring technique.

10. Worked with various contractors and consultants on a 20 ft. diameter production shaft construction project. The shaft was equipped with a Kope hoist system with two 16 ton skips. I have conducted ore bin stability analysis by using finite element methods. Field instruments were installed and monitored near the ore bin.

11. Longwall panel design project involved installation and monitoring of closure station, bore hole pressure cells and hydraulic flat jacks in wooden cribs and posts to predict the abutment pressures ahead of the longwall face, at tail and head gates, and in near by main entries. This data was very useful and were used in design of the barrier pillars, longwall panel dimensions and also, while mining under the surface structures.

12. Proposed and installed mine subsidence survey monuments and evaluated survey data. Subsidence and surface strain data was used in mine design to protect surface plant structures and while mining under the rail roads and highways.

13. Conducted economic evaluations of various mining methods and their costs to optimize the profits.

14. Conducted time and motion studies of various mining operations and used the data to optimize the longwall equipment moves and developed work schedules and critical paths.

15. Prepared mining methods hand book for mine foreman's use and personnel training.

16. Geotechnical advisor on an exploration project with 35 drill and core holes and obtained about 15,000 ft. of core. Selected core samples and obtained rock properties. This information was used in modeling for mine design and to obtain mine permits.

ARCO's Coal and Anaconda Divisions

17. Mt.Gunnison coal mine's two million ton underground coal mine plan, mine life mining schedules and mining methods were developed. Mine equipment selection and capital and operating costs were projected to prepare mine economic feasibility studies. Mine plan and other data were used to obtain federal, state and county mining and reclamation permits.

Geotechnical engineer and advised on geotechnical problems during construction. Worked with contractors and consultants on the landslide problems and mine portal facilities. Installed and monitored slope inclinometer to measure the landslide movements and field data was used to design the retaining walls for stability.

Installed multiple closure points, hydraulic flat jacks, and I-RAD stress gauges in the new underground coal mine for collecting preliminary rock mechanics data.

18. Project engineer for an Illinois coal mine shaft pilot hole and geotechnical project. Worked with shaft consultants and test labs to obtain data for shaft design and underground layouts. Performed detailed room and pillar size analyses, mine design optimization and subsidence predictions. This information was used in obtaining federal and state mining permits.
19. Conducted numerous mining and economic feasibility studies of existing coal, lead, zinc, trona and uranium mines and companies for potential acquisition by ARCO. These mines were located in UT, CO, MO, OH, W.Va, KY, MI, PA, and WY. Summary reports were prepared and presentations were made to the divisional management.
20. Prepared detailed mine plans and technical and economic feasibility studies for various cases of Colony oil shale mine project. Made presentations to ARCO and TOSCO (partner) managements. Set up mine instrumentation and surface subsidence monitoring programs.
21. Project engineer for an oil shale drilling and geotechnical project. Supervised drilling company, geologic consultants and testing laboratory personnel. Project consisted of drilling 26 core holes (1400 to 2500 ft. depth) with three drill rigs during one summer. Obtained approximately 25000 ft. of core for ore zone mapping, sub-surface evaluation and core analyses.
22. Prepared detailed Figure Four (CO) oil shale mine surface and underground mining and economic feasibility studies for various cases. Made presentations to ARCO, MOBILE (partner), and EQUITY OIL (partner) management.
23. Provided engineering input to Beaver Creek (UT) coal mines and established ground control and instrumentation programs.
24. Conducted detailed feasibility study of Green Mountain (WY) uranium underground mine. The study included review of uranium ore grades, establishing cutoff grades, mine plans, and shaft and slope access evaluations. Mining and economic feasibility studies for various cases were completed. Project present worth and rate of return were calculated from capital and operating cost estimates. Made presentations to ARCO, PIONEER NUCLEAR (partner) and TEXAS OIL AND GAS (partner) managements.
25. Tested several rock and tailing samples to obtain physical and mechanical properties for operating and new coal, gold, lead-zinc, oil, platinum mine and prospects. The properties included physical, elastic and plastic under uniaxial and triaxial test conditions.
26. Team member on the ARCO Alaskan oil mining project. The project involved detailed study of shaft sinking, underground tunneling, mining methods selection, and assessment of enhanced oil recovery methods and technical feasibility. The oil formation is located at a depth of 3000 ft depth (UGNU) with a potential 20 billion barrels in place. I have conducted the shaft and tunnel stability analyses using finite element programs. Worked with several consultants, engineering and construction companies.
27. Conducted research on the new coal mining method- Bore Mining System. This new mining system involved in researching new mining system and new mining equipment design to maximize coal recovery by improving safety and reducing cost. Various mine layouts, stability analyses, and equipment configurations were prepared.

Nevada Test Site (NTS), Mercury, NV

28. Working as supervisor at the Materials Testing Laboratory (MTL) and provides testing and other services to the National Laboratories, DOE, DOD, DNA, USGS, and other contractors on various projects.
29. Responsible for all the testing work at the MTL on the nuclear waste Yucca Mountain project (YMP). Prepared MTL quality assurance and operating guidelines for YMP. Current test work involved in prototype testing of rock, soil, and other samples to obtain physical, mechanical and hydrologic properties.
30. Several other projects worked at the Nevada Test Site are confidential. Supported on the QA, QC and research testing of the materials and rocks properties on all the DOE and DOD/DNA nuclear test events.
31. Prepared justifications and design for a 60,000 psi triaxial cell and 1 million pound axial loading rock and grout test equipment. Coordinated the purchasing and installation of the above test unit and used on several LLNL and LANL's core testing programs.
32. Supervisor of the Geotechnical group and coordinated all event test work and research projects with the LLNL/LANL field manager and SNL.
33. Contributed to the US Army, Navy, Air Force and DOD/DNA special projects at the NTS.
