Over twenty-five years of professional experience has encompassed: environmental consulting and design, railway engineering, college instruction, and government research. Most of my experience has involved consulting to industry, primarily dealing with due diligence and permit requirements of industrial facilities from their design, construction and commissioning, through operations and decommissioning. These diverse projects have entailed: permitting and engineering design, water and wastewater system design, commissioning and operations, report writing, detailed planning and co-ordination, supervision and team involvement with senior scientists and consultants, field biophysical data collection and analysis, design work with independent engineering experts, liaison with foreign governments and top officials, as well as the I.F.C.

Managed and completed socioeconomic studies involving indigenous peoples for two international mine development projects (Kyrgyzstan & Kazakhstan). Project Manager, Environmental Scientist/Specialist
* Malaysian Mining Company, Taldy Bulak EIA/Geotechnical Studies, Kyrgyzstan. Located in Bishkek, this was a 15 month assignment as site geotechnical and environmental study manager for the Taldy Bulak Leftbank Gold project. Developed programs for an underground mine project, managed and directed the studies with help from Chu Ecological Laboratory, Kyrgyz Academy of Science, and KyrgyzGHYZ, a geotechnical consulting firm. Responsible for Feasibility level design of water and wastewater treatment systems for the mine, including industrial wastewater and potable water supplies. Baseline environmental field work, included collection of biological, physical, archaeological, and socioeconomic baseline information of the influence region. Completed public presentation programs and the EIS document in compliance with Kyrgyz and IFC standards.
* Breakwater Resources Ltd.; Environmental Due Diligence Study of Sulfacid S.A., Rosario, Argentina. With the help of an Argentinean engineering consultant and legal firm, managed and completed a review of Sulfacid's zinc concentrator/smelter and industrial wastewater treatment system for potential acquisition. Compliance with Argentinean Federal and Provincial, as well as International standards was the primary focus. Effluent samples were analysed for comparison with historic records and recommendations made regarding tailings containment, process stack emissions, and various other potential non-compliance concerns.
* Silver Standard Resources; Silver Mine Feasibility Study, Lunnoe, Siberia, CIS. Developed parallel programs for Kilborn and Senior Scientists of the Russian Academy of Sciences. Completed an expedition to the remote region of Lunnoe, in the Far Eastern Siberia. Prepared a baseline report for inclusion in the EIA previously prepared by the Soviets in Magadan.
* Nelson Gold; Zeravshan Valley Taror Deposit, Feasibility Study, Tajikistan CIS. Reviewed previous environmental and feasibility documents at Nelson's London headquarters and completed a site visit to this "gold rich" valley of Northwestern Tajikistan. Reviewed and reported on requirements for the Taror open pit copper/gold project, along with feasibility level design of heap leach pads, and problems associated with existing industrial wastewater "cyanide" treatment and tailings containment.
* NWT Power Corporation; Snare River Hydroelectric Project, Yellowknife NWT. Provided overall management and guidance regarding the Federal environmental approvals process to the NWTPC for two hydroelectric projects on the Snare River. Completed initial baseline water and fish tissue chemistry for the Snare River and Lake system.
* Kiewit Fuels, CalEnergy, ConAgra Partnership, Alberta BioClean Project. Completed a Siting Study with emphasis on the pertinent constraints and issues of a number of possible facility locations. The proposed project is a world class "oxygenated fuel", ETBE and MTBE petrochemical facility. Completed the socioeconomic assessment and aided in Kilborn's overall management role, i.e. management of subconsultants and preparation of various approvals and permit application packages. More specifically, as part of a three member team, prepared the Alberta Energy and Utilities Board Application, and conducted public open houses for BioClean's $535 million mixed ethers facility located in Fort Saskatchewan, Alberta
* Management Plan - Ararat Tailings Recovery Project, First Dynasty & Global Gold. Prepared an Environmental Management Plan as part of the business plan submission to the Republic of Armenia. The first phase of this project consists of constructing a tailings re-processing facility and upgrade of an existing tailings impoundment to a zero discharge facility. Prepared baseline work programs, including one for the next in the development sequence, the ZOD mine.
* Management Plan - Kazakhstan Goldfields, AKSU Mine CIP Project, Kazakhstan. Prepared an environmental Management Plan for submission to financiers and Kazak authorities. The project involves construction of a carbon-in-pulp plant in increase gold recovery.

1995-1996 KILBORN ENKA Kumtor Gold Project Bishkek Field Office, Kyrgyz Republic, C.I.S.
Environmental Design Engineer – 16 months
* Civil Engineering Design: Airstrip, water treatment plant design (also installation and commissioning), wastewater treatment plant, waste water retention pond, miscellaneous site roadways, and three large bulk fuel storage facilities. All designed in accordance with applicable codes and standards of the Kyrgyz Republic/CIS/North American requirements for a high altitude mine (4 000m), a Richter scale weighting over 8, and "worst case" permafrost conditions.
* Environmental Studies and Environmental Engineering Design: Water quality investigations for various design components of the mine/mill facility. Liaison with regulatory officials. Reviewed and reported on the proposed cyanide treatment and cyanide effects on the Kumtor River. Other studies and reports included: Screening and Design Study for Fuel Depot, Chemical Storage and Marshalling Balykchi, Kumtor Site Hazardous and Non Hazardous Waste Disposal, Guidelines for Potable Water Treatment Plant and Operator Course, Decommissioning study.
* Responsible for design, manufacture supervision, installation and operation of initial water treatment system. Engineering responsibility for design build contract with (ENKA – Turkish Eng. Firm) for permanent water treatment facility, its installation, commissioning and operation. Responsible for design of sewage treatment facility.
1989-1995 KILBORN WESTERN INC., Saskatoon, Saskatchewan, Canada
Environmental Scientist/Specialist
* Pegasus Gold, Spokane, Recovery of Gold From Tailings Study, Kazakhstan, CIS. Managed a study for a gold recovery project at a lead/zinc mine & smelter in the CIS. Developed the overall program and carried it out in conjunction with State Ecology and Bioresources personnel. Field work, included collection of biological, physical, archaeological, and socioeconomic baseline information of the influence region. There was ongoing liaison with IFC officials and various Kazak government departments.
* Cameco Corp., Saskatchewan; Gold Mine Feasibility Study, Kyrgyz Republic CIS (1993). Prepared acceptable regulatory guidelines for design, construction, operations, and decommissioning of the proposed gold mine. These standards were developed from Canadian Federal, Kyrgyz and World Bank guidelines. Coordinated and completed the socioeconomic section of the baseline report and the EIS. Collected socioeconomic and statistical information throughout the project influence regions in the Kyrgyz Republic. Was also involved with the biophysical baseline, archaeology, health and safety, and most assessment aspects of the study.
* Minatco Limited, McClean Lake Process Plant Project, Saskatchewan. Regulatory review and permit requirements for a uranium mine. Undertook design and specifications of diesel storage, site culverts; and boiler's operating manual.
* Review of Waddy Lake Gold Project Impact Assessment Study. On behalf of the project proponent and financiers, completed a due diligence investigation and progress review of the Consultants EIS scope of work, and their corresponding progress with the baseline gathering and assessment aspects of the study.
* Sherritt Fertilizers Ltd., Alberta/British Columbia Facilities. Part of a due diligence investigative team for an acquisition of new properties. Conducted evaluations of their regulatory compliance and overall management systems.
* Transport Canada Audit, Calgary, Alberta. Completed a regulatory review of permit compliance requirements for the Calgary International Airport (prior to ultimate privatisation).
* E. L. Smith Water Treatment Plant Audit, Edmonton, Alberta. Part of a three member specialised team which conducted a detailed compliance audit of Edmonton's major water treatment plant. The study included a review of the legislative requirements of new Alberta regulations and subsequent licensing renewal application. Operational criteria included: processes and controls, chemical storage and handling, safety procedures/maintenance inspections, and regulatory compliance.
* Husky Oil Ltd., Bi-Provincial Heavy Oil Upgrader Project, Lloydminster, Saskatchewan. Advised on federal and provincial legislative aspects of the proposed facility, including a regulatory review of permit compliance requirements for commissioning and operation. Study and design of a zero discharge coke storage facility, with consideration for misting of the stored coke and associated contaminant increases in the system.
* Kerrobert Ethanol Plant, Saskatchewan. Prepared a screening document for funding submission to the Federal Western Diversification Program and the Federal Environmental Assessment Review Office (FEARO). Completed a plant effluent study and a permit requirement report.
* AOSTRA, Alberta. Conducted a legislative, ecological, and socioeconomic screening study pertaining to the potential development of a coal/heavy oil co processing facility at five Alberta sites.
* Confidential Client (Mining Industry), Saskatoon, Saskatchewan Provided a statistical and socioeconomic evaluation of a conceivable large scale, long term shutdown during new mine development.
* McKnight Commercial Centre (Muskeg Lake Band), Saskatoon, Saskatchewan. Conducted and evaluation and assessment of a proposed commercial development (municipal Indian Reserve). Submission of the subsequent screening document received immediate approval from the Federal Environment Minister, enabling project go ahead.
* Confidential Client (Fertiliser Industry), Saskatchewan. The project included design and supervision of an extensive soil and groundwater sampling and testing program. Provided recommendations for remediation of soil and groundwater contaminated with pentachlorophenol.
* Saskatoon Board of Education, Saskatoon, Saskatchewan. Consultant to the Saskatoon School Board on health and safety matters including: asbestos (detection, sampling, removal and remediation), site assessments, and underground storage tank removal.
* Microtel Ltd. Electronics Manufacturing plant, Saskatoon, Saskatchewan. Managed site cleanup and disposal of hazardous wastes, site assessment, monitoring well installation, soil and groundwater sampling/analysis, and small scale bioremediation.
* GPCP, Saskatchewan. Review and recommendations for a municipal waste incineration facility for Zagreb, Yugoslavia. The study had been commissioned by the city of Zagreb for World Bank (IFC) financing.
* United Chemical Company, Saskatoon, Saskatchewan. Consisted of legislative review and compliance report of operations. Recommended upgrades to reach compliance with new provincial regulations and CPIC warehousing guidelines.
* Manning Mercury Sales Ltd., North Battleford, Saskatchewan. Assessment of two city blocks. The area was comprised of numerous buildings, including the remnants of an industrial warehouse destroyed by arson, and an old gasoline station. A Phase II & III was undertaken to define the spatial limits of the gasoline contaminant plume and complete remediation.
* Site Assessments. Conducted over thirty Phase I Site Assessments in all the western provinces for bank due diligence and private financing purposes. About one-third of these included comprehensive indoor air quality (IAQ) sampling and analyses, as well as pest control recommendations.
1981-1989 CANADIAN PACIFIC LTD., Saskatoon and Moose Jaw, Saskatchewan, Canada
Technical Specialist
* Coordinated, with input from Saskatchewan Environment, extensive collection and remediation of diesel contaminated groundwater - Moose Jaw Rail yard Station grounds. Designed and supervised over 400 acres of ballast pit site remediation and restoration. Managed the Swift Current Creek major embankment restoration project, which included: installation of geotextile fabric, weeping tile, and landscaping. Shaunavon, Sask., large trestle bridge replacement with a Deck Plate Girder. Three rock (ballast) crushing contracts (500,000 tonne ea.). Included overall management, as well as contractor and consultant supervision and on-site quality control. Five mainline timber trestle bridge replacements with large diameter multiplate steel culverts, (all under full traffic conditions). Embankment stabilization projects with culvert installations and placement of compacted fill.
