I. Position: Manager & Head of Quality, Environmental, Health & Safety Management
System (ISO QMS 9001:2000; EMS14001:2004; OSHAS 18001:2007)
II. Work Station: Plant Technical Services Division (PTSD), Panay Diesel Power Plant
Complex (PDPPCx), Visayas region

General Function:
Responsible for the effective and efficient management of the Plant Technical Services Division that covers from Planning & Scheduling up to the implementation of the policies/guidelines related to Plant Safety/Health, Quality Management System Assurance, Environmental and Information Technology aspects which include fuel management/spare parts supply of the PDPPCx.
Duties and responsibilities:
1. Provide direct staff works to the Plant Manager with regards to Planning, Leading, Organizing and Controlling aspects of the power plant complex Operations, Maintenance & Administrative/Finance management.
2. Direct implementation of the established policies and guidelines to ensure and maintain the optimum performance of the PTSD in coordination with Maintenance, Operations and Admin/Finance divisions.
3. Recommends solution and participate in clear-cut decision making to NPC top management pertaining to unresolved issues/claims and attaining plant performance targets;
4. Formulate short term and long term plan in line with the corporate mission and vision which include budget operational plan of the power plant's generating unit, power generation forecast, preventive and predictive maintenance and manpower utilization of the power plant;
5. To coordinate and extend assistance with other corporate functional groups and external customers in tackling the main objective of the corporation.
6. To ensure a smooth operation of the Plant Technical Services Division's business process.
7. To act as Quality Management Representative: Quality Management System ISO 9001:2000, Environmental Management System ISO 14001:2004, Occupational Safety & Health Aspects 18001:2007, and to lead/direct the Internal Quality Audit in the power plant which relates to the requirement of the Quality Annual Plan and Targets.
8. To prepare & finalize the over-all budget annual requirement of the power plant such as Annual Procurement Plan of Capex and Opex.
9. To perform other assigned managerial (Power Plant OIC-Plant Manager) & technical task in line with the Mission, Vision, Quality, Environmental & Safety Policy of the plant
10. To lead/prepare/implement technical services projects related to power plant modification system, major operation & maintenance requirement (e.g. Major Engine Overhauling, Preventive/ Predictive Maintenance), and upgrading projects in line with the bar schedule, budget/cost / manpower requirement.
11. To lead/direct in the preparation of the following technical plant reports:
11.1 Monthly operational Report (covers from Force Outage, Plan/Maintenance Outage, Heat Rate, Energy Generation, Net Utility Revenue up to fuel/lube oil/chemical cost, total plant production cost, accounting of Station use, Station loss, etc.,Safety & Environmental report
11.2 Daily Plant Status Report, Daily Fuel Inventory Report, Monthly Fuel Billing report, Daily Fuel/Water/Lube oil Analysis Report, Fuel ordering report, Prepare/approved Requisitions pertaining to the approved project/program related to Technical Services, Environmental, Health & Safety aspects.
12. Ensure proper channeling of upward/downward/circular form of plant level, corporate communications and office protocols;
13. Ensure proper implementation of 5s Good Housekeeping;
I. Position: Acting Division Manager/ Contract Performance Manager
II. Work Station: Independent Power Producer Contract Management (IPPCM) Division
Visayas Region
III. Work Experience: 2004 - 2006
General Function:
Responsible for the contract administration of Visayas Independent Power Producer or IPP Plants through the implementation of policies, guidelines and provisions as provided in the Power Purchase Agreement (PPA) and Rehabilitate Operate Manage and Maintain (ROMM) contract between NPC and IPP Owner.
ROMM coverage at Naga Power Plant Complex (NPPCx) – Consists of Two Coal Fired Thermal Plants, Two Land Base Gas Turbines, Six Units of Diesel Engines, Plant Wide Water Treatment Station, Fuel Tanks Farm, Coal Yard and Mooring Facilities with total plant combined capacity of 203 Mw.
PPA coverage – Energy Fee accepted by NPC from Philippine National Oil Company-Energy Development Corporation (PNO-EDC) that covers the Nine Geothermal Power Plants built, operate and managed by California Energy Company with total combined capacity of 500 MW.
Duties and Responsibilities:
1. To establish the long/short term plan at least cost and optimized resource budget utilization of the business cycle/process of IPPCM-Visayas operation in line with the corporate mission and vision;
2. To direct in getting the division's subordinates/members to move in the direction that will achieve objectives and deals with establishing standards for plant performance, measuring performances against target;
3. To maps out courses of action that will commit individuals, other functional groups in achieving the common corporate goals.
4. To lead/organize in the implementation of the following office and field works activities:
OFFICE WORKS:
4.1 Approval/confirm/feedback of the memoranda/letters and ensure the accuracy of payment/claims reflected in the disbursement voucher that within the capacity of the Division Manager:
4.1.1 Give feedback and prepare Internal and External memoranda;
4.1.2 Ensure proper channeling of upward/downward/circular form of corporate communications and office protocols;
4.1.3 Ensure proper implementation of 5s Good Housekeeping;
4.1.4 Ensure that the specific applicable provisions are reflected/covered in the annual Tender Documents and Terms of References for the supply of fuel (Bunker C/Diesel and Imported/local coal) requirements at NPPCx;
4.1.5 Energy fee and operation/maintenance fee base on Energy Minimum Off-Take;
4.1.6 Power Purchase billings based on nominated capacity fee;
4.1.7 Fuel Efficiency Bonus Claims;
4.1.8 Customs Duties and Taxes claims;
4.1.9 Ash pond maintenance/Calibration sharing fee;
4.1.10 Coal/Oil Fuel regular billings;
4.1.11 Energy and Fuel billings Inflation Fee adjustments.
FIELD WORKS:
4.2 Leading/directing in the implementation of the following:
4.2.1 Plant/Capacity Performance Testing;
4.2.2 Power Plant Outage/Unserved Energy reconciliation;
4.2.3 Plant site inspection/monitoring of contractual obligations/guarantees;
4.2.4 Fuel Supply Management Agreement curve determination & validation;
4.2.5 Naga Power Plant Complex Warehousing guidelines/procedures;
4.2.6 Fuel receiving, Tank farm, Mooring Facilities & Ash Pond monitoring.
5. To attend meetings/negotiations/re-negotiations and participate/recommend clear-cut decision makings and solutions;

7. To lead/direct in the monitoring of IPP activities pertaining to the Environmental, Health and Safety compliance in line with the Philippine National Clean Air Act provisions.

General Function:
Responsible for the direct efficient supervision towards the implementation of the activities in the contract provisions entered by NPC and to the following Independent Power Producers (IPP), namely: Rehabilitate Operate Manage and Maintain (ROMM) between NPC and Salcon Power Corporation, Power Purchase Agreement (PPA) between NPC and PNOC-EDC, and Energy Conversion Agreement (ECA) between NPC and Toledo Power Corporation (TPC), and PNOC-EDC Steam Sales Contract entered by NPC

1. To review and validate the SPC's, TPC's and PNOC-EDC's claims based on the respective ROMM, ECA and Power Purchase contract entered by NPC;
2. To lead in the participation/witnessing of the Plant Performance Testing/Instrument Calibration activity that to be conducted by IPP plants through the determination of the contracted Plant Heat Rate, Plant Efficiency and Guaranteed Nominated Capacity/Energy;
3. To direct/supervise the Warehousing and Ash pond maintenance activity at Naga Power Plant Complex;
4. Recommends solution and participate in making clear-cut decision making to NPC top management pertaining to SPC's, TPC's and PNOC-EDC's unresolved issues and claims;
5. To ensure smooth implementation of guiding principles and policies of IPPM –Visayas office business process;
6. To coordinate and extend assistance with IPPCM Fuel section in tackling the main objective of division.
7. To direct/supervise in the conduct of Power Plant Outage/Unserved Energy reconciliation between the IPPs and Transco (as load dispatcher);
8. To direct/supervise the Plant site inspection/monitoring of contractual obligations/guarantees;
9. To prepare/check the IPPCM-Visayas annual budget proposal;
10. To act as Officer-in-Charge of IPPCM division in case the Division Manager is on Travel.
Job Position: Plant Operation Superintendent (Acting Capacity)
Work Station: Leyte Geothermal Power Plant 1, Barangay Lim-ao, Kananga, Leyte
Work Experience: 2 years (1999-2001)
General Function:
Responsible in leading the implementation of policies, guidelines, work procedures which include safety environmental aspects during the shift operation in order to ensure an economic, safe, continuous and reliable generation of electricity for transmission due care to the society.
Duties and Responsibilities:
1. To direct/supervise the shift control engineers, operators and chemical analysts during the shift, as well as to monitor and to conduct trending/root cause analysis of the operating condition of the power plant systems equipment and its auxiliaries, such as:
Total Power Plant Output: 3 x 37.5 MW = 112.5 MW;
Power Plant Systems and Controls:
Turbine system and Controls:
- Main steam turbine impulse/reaction double flow type at rated speed of 3600rpm, output 37.5 MW, steam inlet pressure and temperature of 5.4 kg/sq cm and 160 oC respectively;
Generator system and Controls:
- 3 phase Generator, 60 Hz, Air cooled type with brushless exciter and permanent magnet, output of 37.5MW, 46,875 MVA, 80% Power Factor, rated voltage of 13.8 KV;
Cooling Water System and Controls:
- Direct contact spray type Condenser designed to operate a vacuum of 96mmHg at 100% generator output, with 13,400 cu. m/hr of cooling water and steam flow of 332,860 kg/hr of steam;
- Hotwell Pump with 3 phase induction motor, 60Hz, 590 rpm, 700Kw vertical type designed to pump out 7,500 cu. m/hr of condensate;
- Cooling Tower, double cross, induced type with 150KW/unit, 3 phase induction fan motors, designed to cool 13.91 cu. m/hr of circulating water at 47.9 to 35 degree C with draft and evaporation losses of 0.08% and 2.22% respectively;
Steam Ejection System and Controls:
- Steam Gas Ejector, two stages of four elements each designed with suction pressure of 0.127kg/ sq cm abs., and discharge pressure of 0.40 kg/sq cm abs.;
High/Medium/Low Voltage Systems and Controls:
- Transformer, 3 phase, 60Hz Main Generator, Interconnect, Station, Unit, Service and Auxiliary Power Transformer at 47 MVA, 30 MVA, 7.5 MVA, 4000 KVA, 1500 KVA and 250 KVA respectively;
- Switchyard, Indoor type, 138 KV, with SF-6 gas insulation;
Power Back-up System and Controls:
- Emergency Diesel Engine-Generator, 3 phase, 60 Hz, Tandem Compound Generator, 1200 rpm, 1.33 MW capacity;
- DC systems, industrial battery to back-up the AC system and to supply the DC controls auxiliaries.
Centralized Air-conditioning and Air Dryer System and Control.
Lube oil and main steam admission systems and controls.
2. Responsible for the implementation of the operations system operating procedures in line with ISO 9002 systems elements, Total Quality Management, Manage Maintenance Program, Operation Management Program, which include the Environmental, Health and Safety Management programs;
3. Recommends solution and participate in making clear-cut decision making pertaining to the over all power plant unresolved issues and performance improvement aspects;
4. To prepare management reports, issues memoranda/letters regarding to operational plant and manpower matters;
5. To act as power plant Officer-in-Charge in case the Operation Manager is on Travel.
