Lead Contract Cost Engineer – Bechtel have been awarded the EPCM contract for an estimated capital investment of US $1.9 billion. The project is to lift capacity of the Worsley Alumina refinery from 3.5 million tonnes per annum (Mtpa) of alumina to 4.6 Mtpa (100 per cent capacity). This includes expanded mining operations, additional refinery capacity and upgraded port facilities.
As lead field contract cost engineer my duties are to develop and maintain an integrated cost, scheduling, and progress performance system for management review as well as contract administration and cost forecasting. This includes all major contracts and work packages which combined are in excess of $600 million.

CB&I
Rio Tinto Aluminum Ltd – Yarwun 2 Project, Gladstone, Qld. Australia (4/2008 – 11/2008)
Project Controls Manager – CB&I Australia have been awarded the engineering, procurement and construction of the Storage Tanks as well as fabrication, procurement and construction of the associated piping, steel and mechanical equipment. The total program cost is $1.8 Billion, of which, the CB&I portion is $145 MM. As project controls manager my duties were to develop a detailed integrated EPC schedule, cost control analysis and reporting tools, progress measurement system and monthly reports.

Clover Global Solutions (2007 – 2008)
Helix ESG – Q4000 DP Semi Conversion, Houston, TX (4/2007 – 4/2008)
Project Controls Manager – The Q4000 is a custom designed, dynamically positioned and constructed semi-submersible Multi Service Vessel. The project was to upgrade the vessel to a Mobile Offshore Drilling Unit. As project controls manager my duties were to develop a detailed integrated EPC schedule, cost control analysis and reporting tools, progress measurement system and monthly reports for the total project. TIC $120MM.

Stress Subsea, Inc. (2005 – 2007)
BHP - Neptune, Houston, TX (10/2005 - 9/2007)
Project Control Team Lead – The project included the construction, installation and operation of a stand-alone platform and the associated seven well subsea system. The facility was estimated to have a gross nameplate daily capacity of 50,000 barrels of oil and 50 million cubic feet of gas. Our role on this project included system engineering, subsea integrity management and interface management. This included creation of plans and procedures for subsea testing, installation and interface of topsides facilities. My duties involved gathering information from various contractors and delivering a subsea total project schedule, progress curves as well as cost analysis reporting for the subsea tress and controls. TIC $400MM (BHP Cost).

BHP Billiton - Genghis Khan Subsea Integrity Management System, Houston, TX (11/2006 - 9/2007)
Technical Manager – BHP Billiton, with co-ventures Hess Corporation and Repsol YPF, purchased the Genghis Khan oil and gas development from Anadarko Petroleum Corporation in December of 2006. My role was to design and develop an Integrity Management System capable of processing the large volume of data and information that was handed over for the Genghis Kahn reservoir, well and topside facilities.

ExxonMobil - Cal-OSHA Piping Integrity Management, Houston, TX (4/2007- 9/2007)
Project Manager – Phase I was verification of line list, P&ID and corrosion circuit data. Phase II was to develop an electronic system to match this data. Phase III included preparation of data to be uploaded to an in house database. As project manager my responsibilities were to oversee all work for this project as well as submit formal schedules and reports to the client.

ExxonMobil - Risk Assessment Validation, Houston, TX (4/2006 - 7/2006)
Technical Manager – The scope of this project was to gather process information, construction and fabrication data on critical pressure vessels (PV) for project records, ASME U1-A forms, P&IDs and similar sources at various gas plants. I was assigned as a technical manager responsible for the development, testing and maintenance of a program to streamline the reporting of process data, as built information, inspection reports, and equipment degradation documents (EDD) data. The end product was capable of producing reports to determine the HSE risk associated with having each critical PV removed from service due to failure or other causes.

Project Information Management System (PIMS), Houston, TX (11/2005 - 9/2007)
Project Manager – PIMS is a scalable Internet based relational database with extensive document management capability. It provides storage, retrieval, filling, security, archival, retention and distribution of company and project documents. I was responsible for the design, development and deployment of this system. It was built on SQL Server and using ASP.

Project Cost Lead – Our services included front end and detailed engineering as well as procurement and construction services to improve the compliance of federal regulations at the BP Texas City Refinery and several Chemical Plants. As lead cost I was responsible for all cost duties for this program in excess of $30MM TIC. This included overall TIC reporting, cash flow projection, progress measurement, change order management and quantity trending for the project.

Enterprise Products - WTFII Expansion Project, Mont Belvieu, TX (2005)
Project Controls Specialist – Services included front end engineering, detailed design as well as procurement and construction management. The scope of work was to increase the fractionator feed capacity to 60 KBPD with feed dehydration. The TIC exceeded $45MM. I was responsible for setup and reporting of progress measurement and change management.

Equistar Chemicals - Plant Expansion, Bayport, TX (2000-2001)
Project Controls Manager – Services included engineering, procurement and construction services for a plant expansion. This was a small capital lump sum project estimated $ 5MM. As project controls manager I developed and maintained the project schedule, cost analysis and reporting.

Shell Chemical Company - Phenol 3 Project, Deer Park, TX (1999-2000)
Project Controls Specialist – The Company performed detailed engineering, procurement and construction services for both OSBL and ISBL for a new nominal 500MM lb/yr Phenol Plant. The project was estimated at $175MM. My responsibilities were to develop and maintain all field auditing throughout the duration of the project. I was also responsible for developing an interface reporting program for SAP and a legacy cost system to integrate client code of accounts on future projects.

Fluor Corporation (1995-1999)
Montell Polyolefins - E-Line Upgrade Project, Bayport, TX (1998-1999)
Project Controls Specialist – The project scope included uprating existing polypropylene polymerization facilities, extrusion of flake and blending and loading of pellets in a new rail car facility. We provided engineering, procurement, construction and contract management. More than 800,000 direct field labor work hours were expending in 9 months. The project TIC exceeded $73MM. This project included a 30-day shutdown/turnaround. I managed all progress and audit duties, which included the development of all progress budgets for shutdown and pre-shutdown activities, quantity reporting, construction progress reports and cost/scheduling interfaces.

Mobil Corp./Saudi Arabian Basic Industries Corp. -Yanpet Expansion Project (YEP), Yanbu, Saudi Arabia (1997-1998)
Project Controls Specialist – The YEP complex is designed into 4 major units: Ethylene, Ethylene Glycol, Polypropylene and Polyethylene. It was a designed partnership where I was assigned to the Utilities and Offsites providing the utility systems essential for each unit. The total project value exceeded $2 Billion. I was assigned as a project scheduler, which included planning and execution of overseas construction projects.

Amoco Chemical - PX-1 Restart, Decatur, AL (1995-1997)
Project Controls Specialist – This project included all engineering, procurement and construction activities to expand the paraxylene unit. Phase I, which included the outage portion of the project, was successfully completed ahead of schedule and under budget. I was assigned to develop and maintain engineering and construction manpower plans as well as overall project progress using earned value basis. In addition my responsibilities included quantity surveying, system completion planning, tie-in planning and turnaround scheduling.
