Recently completed a two-year term contract assignment in coordinating,
Debottlenecking and liaising on contracts between client and appointed project (on-site) management team. Implemented and coordinated the negotiation of cost recovery initiatives on back charges exceeding fifty million US.
Extensive interface-with EPC Contractors and manufacturers worldwide.
Implemented a comprehensive research of suppliers and manufacturers, including
“local suppliers” for subcontracts potential capabilities (future projects)
E.P.C. Project Construction Contracts Specialist with extensive experience in
coordinating public to private sector contracting programs.
Monitored over a billion dollars of contracts (infrastructure, oil & gas, equipment supply) of Canadian export trade contracts supported through export trade credits of the Canadian Government.

Irving Oil Corporation- Refinery Expansion Project Saint-John N.B. Canada
E.P.C. Contracts Site Client-Contractor Liaison /Contracts Specialist on the $1.5 Billion Irving Oil Refinery Expansion Program.
Developed research of supplier piping deficiencies and advised client project teams.
Debottlenecked a large site infrastructure contract on secondment to the Fluor Daniel project subcontracts team.
Provided interface on business meetings coordination with EPC subcontractors across Eastern Canada to determine their potential supplier base capabilities.
Coordinated an extensive and time sensitive assessment throughout the project of backcharges not addressed by the main contractor. Established contacts with worldwide manufacturers, negotiated settlement of procurement & supply deficiencies on contracts.
Coordination and Project Contract Liaison were done in a coordinated fashion with all Project Control teams at both Irving and Fluor Daniel. A support group of secretarial staff and technical project schedulers were at my disposal in all project activities.

Supported the development of large scale E.P.C. Project Proposals submissions and coordinated all aspects of executive meetings of firms involved in preliminary project target development.
Interface role in liaising with both overseas developers and international funding agencies (UN, World Bank, UNDP local representatives and Canadian Embassy officials.
Provided development coordination role in CONSORTIUM formation E.P.C. Contracts Site Client-Contractor Liaison Contracts Specialist.

Developed a series of project submissions for a local Alberta Business Group and defined a series of project parameters which would potentially secure a review for Canadian Export trade funding support. Traveled to Hong Kong and into China PRC) to meet and review, project sites and joint venture partners.
Promoted Alberta (Nisku Industrial Park – Alberta) participation on infrastructure project opportunities in the MERCOSUR countries, notably in Argentina on energy and coal mining project initiatives. This contract required extensive "marketing" &"project development" liaison with the chairman of the Nisku Economic Authority as well as interface with the Argentinean Trade Counselor in Ottawa (1993) to establish a level of confidence between all parties involved on the first ever trade fair held by MERCOSUR countries in Buenos Aires Argentina. Efforts led to long-term success for various companies in the Nisku Industrial Park-Alberta.
Participated in the set-up of administrative measures for monitoring and developing private sector joint ventures on Canadian funded technology funded research projects (PENCE – Alberta).
On contract by Colt Engineering, supported a fast track assessment of worldwide pipe mills for a potential large scale – 36" DSAW pipeline project initiative undertaken by Imperial Oil Canada.

Provided coordinative contract outsourcing support to a provincial (Alberta Government) Department in its goal of outsourcing both large-scale programs and professional services in the area of resource planning initiatives.
Developed, along with risk management and legal services teams, standards for RFP's, and Contracts documentation.
Maintained a coordinative role in training field managers and support program groups involved in the overall development of private sector complementing government resource development and planning initiatives.
Extensive involvement with private sector resource development groups, energy resource development teams, biologists to GPS programmers seeking increased high-tech technology evolution in Alberta Resource planning programs.

Coordination of change orders issued from design teams in various Bechtel offices across Canada and the United States.
International Export Trade Contracts Development Coordinator / March 1978 - September 1980
The Export Development Corporation (EDC) Ottawa. / Industrial Analysis –Canadian Content Project Group.
Monitored over a billion dollar in export trade E.P.C. Project Contracts.
Provided extensive support on diverse supply and contract issues to the Bechtel Corporation UK project team on a multi billion dollar gas re-injection project which had a Canadian project financing component exceeding One Billion dollars with the Algerian Oil Corporation (Sonotrach).
Coordinated development of Canadian Content and "Local Content" Project issues on large-scale mining projects in South America and on oil & gas developments in French West Africa.
Extensive interface with worldwide equipment manufacturers seeking project positioning on Canadian Financed export projects and, proposed technology transfer arrangements to senior management of EDC and international manufacturing companies.
Undertook preliminary reviews of complex Consortium projects contracts which had defaulted due to client negligence and or war / insurrection conditions: i.e.: Iranian Projects.
Provided basic assessment of a commercial proposal for used equipment rebuilding program (CAT) in Canada for "Canadian Content application" into a project submission by a West Coast Canadian Engineering firm involved on a large-scale "mining" (open-pit) project in Bolivia.
