Sept 1997 onwards:
Working in Contracts Division of Qatar Liquefied Gas Co (Qatargas).
COMPANY PROFILE:
Qatargas is a joint venture of Exxon-Mobil, Total-Fina, QGPC, and Mitsui & Marubeni. It has its offshore Gas Production facilities in the North field. The Gas is transported by a 32-inch pipeline to Onshore. The onshore terminal is in Raslaffan, Qatar. The Onshore Facilities are for Gas sweetening, Condensate Handling and liquefaction of Gas to LNG (liquefied Natural Gas). Company has its own fleet of Tankers to transport LNG to customers. The Company produces 6 Million Tonnes of LNG per year.
JOB PROFILE:
Present Assignment:
Contracts Engineer for Debottlenecking Project (A brown field project).
Project objective:
The objective of the Project is to increase the LNG Plant capacity from 6 to 8.2 Million Tonnes of LNG.
Project value: 200 Million USD.
Project Profile and Contracting Strategy:
The project started with FEED by Kellogg, Brown and Root (KBR). Subsequently, early Contracts were awarded to Nuovo Pignone for Uprating of the Turbines and Compressors. These Contracts have now been assigned to the EPC Contractor. The EPC Contract has been awarded to a joint venture of Chiyoda Corporation and Technip.
My role:
I am responsible for all Contracting activities for this project. The activities are formulation of Contracting Strategy, Preparation of Project Reports, Preparation of Bid Documents, evaluation, obtaining Management Approvals, Award and Management of these Contracts till closeout.
Apart from this I have handled the following types of Contracts:
• Contracts for Engineering Consultancy and Modifications.
• Contracts for provision of various Services to Operations and Maintenance like: Helicopters, Boats, Scaffolding, Painting, shutdown services etc.
• Contracts for Miscellaneous services like Transport, Manpower, Catering etc.
• Contracts for Wireline and other Production activities.
The responsibilities involve preparation of Bid Documents, evaluation, obtaining Management Approvals, Award and Management of these Contracts till closeout. All these Contracts have been handled independently with direct reporting to the Supply Manager.
Summary of other responsibilities:
1. Preparation of various forms of Contracts.
2. Preparation of Procedures for Contracting Activities of Qatargas.
3. Part of team handling integration of Supply Departments of Qatargas with a sister LNG Company Rasgas. Supply Department has the following divisions:
• Logistics
• Warehouse
• Purchasing
• Contracts
4. Business Process Modelling.
5. Involved in Mentoring and Coaching of National Employees.
6. Involved in implementation of QMSI (Qatargas Management system for continuous improvement). This is a system for monitoring of Qatargas performance based on PROSPER protocol of DNV.
July 1987 to Sept 1997.
Worked with ONGC (Premier Public Sector Corporation of India, involved in Exploration, Drilling and Production of Oil & Gas).
July 1987 to Dec 1989
1) Immediately after joining ONGC I was posted as a Maintenance Engineer at one of the Crude Oil & Natural Gas production platforms (offshore). The job profile was as under :
v Operating, managing and maintaining a 45 MW Gas Turbine power plant.
v Maintenance planning, requisition of spares, troubleshooting, preventive and breakdown maintenance of equipment, pumps, gasturbines, cranes, diesel power generators, de-salination plants etc.
During this period I was responsible for several major equipment overhauls. This experience at an offshore Oil and Gas platform has helped me in understanding the Oil and Gas Industry. This has helped me tremendously in handling Contracts for Oil and Gas facilities.
Jan 1990 to Sept 1997
2) From Jan 1990 To Sept 1997 I was responsible for Contract Management for Contracts for large Value Modification Projects for the oil and gas facilities of ONGC in Bombay onshore/ offshore
The responsibilities included the following:
General:
a) Ensure compliance of company policy for tenders/ contracts.
b) Ensure that HSE policy and procedure guidelines of Company are fully adhered to.
c) Review all correspondence from and to contractors.
d) Actively participate preparing of contract plan and in contract management.
Pretendering/precontract award activities like:
a) Carrying out of conceptual studies, preparation of feasibility reports after evaluation of NPV, IRR etc. of various alternatives.
b) Preparation of cost estimates in co-ordination with costing department.
c) Preparation of scope of work in co-ordination with consultants, Project Team and organise controllable schedule of prices.
d) Develop evaluation tools and formulate bid evaluation criteria, finalisation of milestone payment formula, review and modify general conditions of contract.
e) Determine contract provisions like warranties, insurance, bid & performance bonds and other bonds like retention bonds etc.
f) Preparation of the tender/enquiry documents, floating of tenders.
g) Selection and pre-qualification of Contractors for bid lists.
Post-tender activities like:
a) Develop evaluation tools, carry out sensitivity analysis, perform commercial evaluation and participate in technical evaluation.
b) Co-ordinate and conduct clarificatory meetings on technical matters.
c) Prepare / review plan for award of Contract and submission to tender committees.
a) Initiate contract and rate negotiations from time to time.
d) Prepare letter of intent and award of work.
Post award activities like:
Drafting and preparation of contract documents and ensuring the signing of the contract.
Contract Administration
a) Monitor compliance with milestone zero and other H.S.E requirements as well as assist project group in administration of the contract after award.
b) Take active role in contract administration and carry out all necessary activities including but not limited to
I. Preparation of contract variation.
II. Monitoring Progress of Contract and Budgeting
III. offer contractual advice to projects
IV. Monitor progress of work to be carried out under the contract.
V. Ensure compliance with insurance, invoicing requirements, warranties, performance bonds etc.
VI. Ensure compliance with spirit and terms and conditions of the contract.
VII. Budgeting and Cost control
c) Payments, settlement of disputes/claims, arbitration, etc.
A few major Projects executed in ONGC are as under:
1. Enhancement of water injection capacity of Bombay high (Value: 60 million US Dollars):
This project related to 17% enhancement of water injection capacity of Bombay High Field by major modification of major equipment and topside facilities of existing water injection facilities in three platforms namely WIS, ICW, and WIN.
2. Thin oil layer exploitation facility (Value: 25 Million US Dollars.):
Project involved development of topside facilities and major equipment for injection of high temperature water and viscous oil in oil well reservoir and production of oil from thin oil layer.
3. Other than above many other EPC Contracts were prepared for modifications on the Offshore and Offshore facilities. The Values would range from USD 50000 to many millions in USD. In addition Contracts for provision of Services like Hire of Vessel, Helicopters, Shutdown, Scaffolding, Painting and other Services were also made. All these jobs the involvement used to be from conceptualization till close-out.
