CHINA PETROLEUM ENGINEERING AND CONSTRUCTION CORPORATION
i) Procurement and Contracts
The contracts include the EPCM contract for the onshore and offshore pipelines. Responsibilities include establishing the tactics for the contract, pre-qualify bidders, establish the bidders list, secure tender board approvals, prepare ITT, Evaluate bids, award recommendation and prepare contract.
- Review scope of work, establish tender strategy to decide the best contractual approach i.e. type of contractual tool, remuneration, bidders list, sole source justifications etc
- Prepare and issue expression of interest and bid documents.
- Receive, open and evaluate the bids techno-commercially, negotiate and recommend award.
- Prepare LOA, contracts and purchase orders, call off orders and change orders
- Co-ordinate with other disciplines of supply chain from project planning stage.
- Claims administration to ensure that site staff maintain accurate records. Prepare claims in a satisfactory manner and timely presentation to Client
- Carry out monthly measure on site and prepare interim evaluation to include all values relating to labour materials management, plant and equipment and escalation.
- Negotiate with Client/Sub Contractors as necessary with respect to claims, variations, procedures and other commercial-related matters
- Expedite delivery, review and approve invoices.
II At M/S AQUATER. SNAMPROGETTI ENGINEERING BV (ENI GROUP))
I was responsible for major contracts for Lasmo oil Bhit development projects at Bhit Fields. The contracts include the EPC contract for the onshore pipelines. Ensure good working relationships with clients and portraying the Company as a respectable organisation, ensuring that client correspondence/ documentation is prepared in a professional manner - close links established with key client personnel.

ii) Commercial Strategies

As part of CPECC initiative to achieve cost optimization and business process improvement, I have led formulation of commercial strategies. The major tasks carried include developing terms of reference, project scope and deliverables, identifying issues, forming hypothesis, data gathering, conducting gap analysis, benchmarking, communicating with peers, market and key stakeholders, synthesizing conclusions into recommendations and presenting to management. The strategies developed include the following.

- Operation Chemicals Strategy iii) Business Process Reengineering
Reengineered the Supply chain processes namely Invitation to Bid, Pre-Qualification, Contractor and Supplier Performance Evaluation and Low Value Purchase. The exercise involved conducting an "As-Is" process analysis, benchmarking with best practices, communicating with key stakeholders and coaching for successful implementation.

iv) Functional Application of Contracts / Procurement Module.
Led functional design of "Contract Module" within the oracle Applications system. The Contract / Procurement Module enables the entire supply chain process for contracts management to be executed within Oracle Applications. It involved conducting an "As-Is" process analysis and designing the "To-Be" process, coordinate with various stakeholders, communicate the functional specs to technical programming team and test run applications.

vi) Procurement and Contracts addition to the responsibilities at SNAMPROGETTI ENGINEERING BV (ENI GROUP))
In addition to the responsibilities stated under my role, responsibilities included a) Planning procurement and contracts activities for timely completion of projects.
b) Pre-qualification of suppliers to identify capable and competitive vendors.
c) Evaluate and process changes and claims.
d) Invoice verification and recommendation for payments.
e) Preparation of billing schedule commensurate with expected progress at site.

v) Global Sourcing Project for CPECC - Long-term agreements were established with manufacturers for equipment across the world to be used for various PAPCO Cross Country pipelines and Qadirpur Compression Project Projects. I represented the Pakistan market for diverse equipment.

iii) Project for BARKAH TEXTILE MILLS ¿ As a part of project controls team, I enabled the project team in selecting, pre-qualifying and awarding purchase orders to suppliers for equipment required for construction of Barkha Textile Plant across Globe.
