Seconded from BPAmoco for assignment in group charged with negotiating route, tariff, and commercial terms of Azerbaijan main export pipeline. Pipeline to handle as much as 1.2 million bopd of AIOC and other production. MEP group also charged with creating pipeline company as separate entity from AIOC. Negotiations conducted with state company of Azerbaijan, and all potential investors in the pipeline. In this position I played lead role in organizing and negotiating commercial terms of the MEP ownership agreements and transportation agreements with 11 member companies from six countries, including the national oil company. MEP economics and commercial structure heavily influenced by upstream project economics and regional politics. Acted as liaison between national oil company and upper management and legal, financial experts of potential investors.

- Sole responsibility for dispatching and accounting of Garden City Gas Plant gas sales and transport. Plant handled several hundred producing properties at inlet, both Exxon and non-Exxon and connected to seven pipelines at tailgate. Throughput averaged 180 MMcf/day.
