CAREER SUMMARY:
Control Systems Design Specialist & Engineer with over 25 years of energy engineering experience, four years of civil engineering and five years of aerospace work. Over the last ten years, moved from home office work to field engineering work, and reclassified by Fluor from Design Specialist to Construction Engineer.
Between recent major field assignments, owned and operated a construction materials and light engineering company in West Java, Indonesia.
Construction Coordinator and Block Valve Engineer for the 45 block valve sites on an 1,100 kilometer crude pipeline in West Africa. Besides coordinating multiple construction contractors, and approving all aspects of construction at the widely spread remote valve sites, also verified and pre-commissioned the functionality of the control systems with the valve vendor reps.
On the previous assignment, managed I/E based (Instrument/Electrical) engineering/design packages, from conception through operations turnover in a maintenance and operations contract for a Minnesota refinery.
Most of my projects in Minnesota involved developing complex Process Control and Logics, and meanwhile, managing the other design disciplines involved on the project, such as process, piping, civil and mechanical. Developed the scope and budget documents, and during this design phase, assured the delivery and conformance of vendor materials and equipment, and verified the DCS/PLC reprogramming.
Before that assignment, I was involved in authoring and technical negotiations for a large I&E construction contract, including progress reporting, turnover procedures, and documentation content. Between the contract support activities, controlled project P & ID's (Piping & Instrument Flow Diagrams), instrumentation databases, and specified off line instruments.
Have been the Lead Designer on multiple hydrocarbon revamp projects. Early on, was the Lead Field Engineer on a pilot coal liquefaction project in West Virginia and more recently; at a large geothermal project in Indonesia. Have learned to speak simple Indonesian, and prefer to spend my off-time in that country.
When the energy sector was down in the mid 80's I was a Project Manager on several small civil projects involving land development, drainage and highway design. New to that field, one highlight was the hydrology calculation spreadsheet program I developed. Those old supervisors are still asking me to recreate that program on MS Excel, even 15 years after I left that field.
Prior to the bottoming of energy work, was the Control Systems Design Supervisor on two nuclear energy projects for the United States Department of Energy using high vacuum technology. The GCEP project was the largest that Fluor E&C has ever had, and my promotion to lead the design group was a big surprise to me in a company with hundreds of designers to choose from for that position. It turned out to be a seven year assignment. (US DOE Q Clearance)
Prior to my energy industry work, there were five years of experience in quality control in a jet engine overhaul facility.
Owned a computer store for several years, and have a high degree of P.C. experience and literacy. Ten years of AutoCAD experience.

This was a construction materials and light engineering firm that I created with an Indonesian partner. The firm managed to stay above water whenever I was there, but the corruption required in securing and performing every project was way beyond what I had envisioned. Whenever I was not in Indonesia, things got out of hand and I was forced to shut down the business. It was an interesting experience, but a costly one – I won't try that again!

This short-term assignment involved being responsible for the pipeline contractor's construction of the 45 pump stations and valve sites along the 1,100 kilometer length of this project. Aside from the pipeline construction contractor, there were also fiber optic, instrumentation, telecommunication, coatings and other subcontractors involved at each site. My job was to coordinate their activities, and commission the valves and controls for turnover to the client. This involved everything from the civil work to the control systems.
The technology on this project was simple, but the logistics in this dangerous and primitive part of the world were very difficult. It was my first experience in the upstream portion of the petroleum/energy industry, and a very valuable, albeit short term, experience.

Duties at this petroleum refinery included project conceptual feasibility, detailed design and checking of I/E engineering packages before being issued for construction. Conducted the project planning meetings incorporating Engineering, Construction, Operations, Maintenance, HSE, Programming, Procurement and Management early in the design phase, at the 70% design phase, and prior to construction package issue.
Duties also included planning and verifying all schedules for equipment, materials, crafts, and operational shutdown, coordinating the schedules with discipline-department planners. Lead the construction/shutdown coordination meetings prior to shutdown. Once a package was issued for construction, and scheduled, I would take the role of Commissioning Engineer, managing client and construction resources through project turnover. Prior to turnover, had developed process operation procedures after developing the logics, and implementing them with the PLC/DCS programmers. Along with the programmers, conducted operations training for shutdown and start-up.
Following project completion, managed the document closeout. Operated as Project Engineer on medium and small packages (under 1000 manhours), and Lead Designer on larger projects. We primarily used AUTOCAD 14, Microsoft Office, and client proprietary relational database software at this site.

This project was a major expansion of an existing geothermal electric power facility atop an Indonesian mountain. Lead Control Systems Field Engineer for process and mechanical instrumentation. Continued to manage and maintain instrument databases. Often got my hands dirty when local contractors didn't know how to install or modify instrumentation. PLC & DCS installation was by others. Most of my subordinate Engineers & Designers, and all construction crews were Indonesian locals. I learned Bahasa Indonesia to more effectively manage the construction phase. Difficult assignment, the detailed engineering package produced in Jakarta was inadequate, and local construction contractors were inexperienced. Was able to stay barely ahead of design errors and construction contractors' inexperience, but managed to turn over project to client ahead of schedule, and under budget.

This project required US DOE security clearance, and numerous government project-training classes. The assignment was short-lived as funding was temporarily withdrawn in a political battle in the U.S. Congress.

This was an upgrade of a catalyst unit to provide continuous catalyst regeneration. I was the unit lead designer, and besides the normal scope of work, innovated several highly lauded construction interface tools to smooth out the required plant shutdowns. The client and contractors were very pleased with the unsolicited initiative and extra effort that facilitated minimal shutdown time, and very smooth contractor & operations interface. My demonstrated detailed understanding of construction processes and sequences alerted Fluor management to my value in construction roles.

On this project, was the Lead Designer, and performed all of the instrumentation design functions, from P&ID development, design specifications, location plans, installation details, loop diagrams, instrument index database, vendor submittal checks and interdisciplinary coordination.

New to Civil Engineering, I quickly became to office go-to guy for complex problem solving. As the Civil Engineering designer of a 1400-Acre land development (housing) project, my focus was on drainage/flood control (hydrology) and street design. Also designed several small dams in the hills above the large subdivision, and did the complete flood control drainage system. Other skills quickly learned were earthwork and legal descriptions. This is where I co-developed a highly productive spreadsheet hydrology program, based on California hydrology standards. The program was very complex, but saved hundreds or thousands of design hours, providing instant "what if" results for the hundreds of complex calculations needed in each revision in a large drainage system. After leaving that company, they were unable to migrate the program to later versions of spreadsheet programs. The old bosses, still friends, beg once a year or so for me to recreate the program in Excel, but that would take at least two months of my free time.

This project was the largest Fluor has ever had, and peaked at 500 engineers and designers in the California office. Involving the design of a nuclear fuel processing facility, I lead a group of 30 designers over the seven year duration of Fluor's involvement. This was a big move up from the previous assignment as a Principal Designer. Many older, and much more experienced Design Supervisors were bypassed for this assignment.
I got this assignment because of my dedication to detail, but also my knowledge of advanced Physics and Fluid Mechanics. I was able to effectively challenge, and revise the opinions of some of the nation's top deep vacuum technology PhD's on the implementation of Deep Vacuum processing.
Aside from my supervision duties, and as a pioneering computer store owner, I introduced the use of desktop computer use to Fluor, by bringing in one of my own to do my complex control level scheduling and progress reporting. Also put on several seminars on computer use, and pioneered the introduction of desktops with upper management.
Not satisfied with supervision and administrative functions, I took on the most complex design work, and especially all process analyzer installations. Was installed as Chairman of Fluor's Analyzer Committee.
Another role taken on was Chair of Fluor's Safety Committee.

How can I find resumes that contain specific exact phrase?
To search for an exact phrase, just put quotation marks around two or more words, for example "mining engineer". Use this feature to narrow your results or to find words that can be typed differently, for example AutoCAD "Auto CAD".
