Job Profile:

Job involves right from conversion of Purchase requisition to order, follow up of material and payment realization of vendor i.e.

Preparation of Project Specific Vendor list for the approval of the client
Preparation of Project Specific Procurement and Subcontract Procedure for approval of the client.
Pre-qualification of the Potential Suppliers not appearing in the Approved Vendor List
Review of Material Requisition for completeness of information
Compiling of Bid packages and issue Request for Quotation (RFQ) to the approved bidders
Receiving of bids and preparation of commercial bid summary to arrive at a Purchasing strategy
Arrange Pre-award technical meetings involving the Engineering, Project Manager and Supplier representatives to freeze the technical requirement. Conduct price and commercial negotiation to optimize the purchases within the budgeted amount.
Preparation of Recommendation for the short-listed Vendor and secure approval in accordance with Procurement Procedure.
Preparation of Purchase Order on the Successful vendor
Interfacing with Finance department for raising L/C requisition, advance payment in accordance with the terms of the Order.
Organize Post Award meetings for critical items for the purpose of ensuring complete understanding and agreement between the Purchaser and Supplier on all contractual and technical matters.
Monitor Supplier Performance for conformance to the requirements of the Purchase Order. Follow up Suppliers to obtain Order acceptance, Performance Bond, Submission of Engineering and Quality documents like MPS, ITP, WPS, Drawings to be submitted to the Engineering department for approval.
Expedite the Engineering Department for the timely review, approval and return of engineering data/drawings submitted by Suppliers in order to initiate the manufacturing process.
Preparation of amendment to Purchase Order for the any addition or deletion due to the comments from engineering/client and keeping the contracts department informed for any variation, if applicable
Evaluate Production schedules and Progress report from the Suppliers for determining that the delivery schedule is in line with the Project requirements and prepare status reports.
Appointing Third Party Inspection, Expediting and Clearing and Forwarding agencies
Monitoring and coordinating delivery schedule shipment from the supplier to the ultimate destination.
Coordinate visits to supplier's works for expediting as necessary.
Co-ordinate Customs clearance of all materials and arrange for duty exemption where applicable
Arrange for transportation of material to site
Certification of bills, payment and back charges
Preparation of Procurement Final Documentation as per Project requirement
Preparation of Purchase Order Close out reports and Performance Appraisal/Evaluation report of the Suppliers.

Other responsibilities

Interfacing with the Clients Procurement Coordinator on the Procurement aspects of the Project.
Develop and coordinate Procurement Presentation to Client
Coordinating with the Project team in defining and developing the Scope of work for packaged items
Coordinate with Construction, Planning, Expeditors to establish priorities, sequences and required delivery date as per the Construction strategy and instruct Supplier accordingly
Issue Project Procurement Status Reports to Project Management
Attend weekly and Monthly meeting
Preparation of Procurement Historical data as regards to the technical parameters, Purchase cost, delivery summary, Lessons Learnt and other relevant information.
