Current Saudi Aramco (Aug 2001 to current)
* Lead Project Engineer and Closeout Coordinator for Saudi Aramco "Sales Gas Pipeline Conversation Project for Yanbu." The Area Lead Project Engineer responsible for all Contractor Construction Activities in Spread 3 (upgrades of 350 kilometers of 48 inch pipeline, 3 Pump stations, and 16 Remote Operated Mainline Valves Sites). The primary activities were decruding and cleaning of the existing E/W oil pipeline line, replacement of corrosion damages sections, installation of all new mainline valves, launchers and receivers, and replacing and daylighting all the station bypasses with new materials suitable for dual oil and gas services, preparation of change notices and Mechanical Completion. Close out coordinator responsible for obtaining the final Performance Acceptance Certificate (PAC) from the Proponent Organization and all warranty issues.
Bechtel Work History (Mar 92 to July 2001)
* Project Engineer for BPC Pipeline Project based in London Hammersmith. The Engineering Coordinator was responsible integration of the engineering design services for both engineering contractors into one consolidated project for British Petroleum between a Kvaerner and Bechtel Engineering groups. The BPC project was for two 100 kilometer pipelines from the Caspian Sea to the Turkish border through Georgia and Ajabajan.
* Pipeline Project Engineer for the Saudi Aramco Sales Gas Pipeline Coversion Service to Yanbu. The Project provides for the conversation of an existing 48 inch 1000 kilometer pipeline from crude service to gas services and the design of a batch tracking system on a parallel 56 inch multi products crude pipeline system
JOSEPH A. BLOCK Project Engineer and Construction Management
* Lead Pipeline Engineer for the Chevron USA for the development of the Papua Nuguni Moran Oil Field. Responsible for pipeline and road routing, sizing, and related facilities for the transportation system for a 3-phase oil gathering system and a ultra high pressure (6000 psia) natural gas re-injection pipeline system in the PNG highland development. The project is located in some of the rough highlands in the world and Asia-Pacific Region with well pads and pipelines elevations ranging from 800-1700 meters. Initial field well development and gathering pipelines were installed by helicopters.
* Engineering and Construction Manager overseeing the PG&E Australia's "Wide Bay and Brisbane Sales Gases Project" responsible for the engineering and construction management, planning, staffing, routing, budgeting and construction for Capital Pipeline Projects Group. The combined budget for these projects was in excess of AU$200 million. The size of the pipelines and related facilities varied from 4 h through 16 inch diameter pipelines and intermediate compressor stations. The total installed length of the three projects is 750 km.
* Engineering Manager in the Office of the Petroleum Authority of Thailand responsible for managing and coordinating gas and liquid petroleum projects. The work included overseeing the pipeline system modeling, optimization studies and constructability analyses. Construction responsibilities included overseeing the LSTK Contractor activities for a 200-kilometer of 28/36-inch natural gas pipeline. Similarly as Bechtel's Construction Engineer perform for an LSTB contract for the 100 kilometer Wang Noi 36-inch natural gas pipeline extension. Most of the project involved crossing swamping lands and rice paddies..
* Engineering Manager Engineer for Multi-Products Pipeline System Master Plan in Thailand. Responsible for coordinating study and design with the client, evaluating gasoline, diesel, jet fuel supply and demand requirements, evaluating system hydraulics, performing economic analysis and modeling for delivering to the Northern Providence from Bangkok, and presenting study results to Client's Senior Management.

* Engineering Manager for Gas Master Plan and Project Specific Feasibility Studies for gas transmission projects in Thailand for a 15 year look ahead. Client liaison in Bangkok with PTT responsible for coordinating studies with USA based engineering, evaluating gas supply and demand requirements, developing system concept, and presenting study results to Client's Senior Management.
* Engineering Study Coordinator for LNG Receiving Terminal Feasibility Study responsible for coordinating the study with the client, managing Environmental Impact Assessment (EIA) Subcontractor, and coordinating site investigation activities in Map Ta Phut and Laem Chabang for 10 million metric tons annual receiving facilities.
* Project Engineer for Pacific Gas Transmission Company's (PGT) 90 mile, 12"/16" pipeline expansion lateral. The Project Engineer responsibilities included completion of engineering drawings, bid specifications, and together with performing the field engineering and coordinating the survey activities during construction.
* Pipeline Specialist for a variety of North American pipeline projects and studies. Responsible for pipeline route selection and reconnaissance for basic engineering, cost estimating, environment sweeps, and pre-construction centerline surveys.
* Construction Management, PGT-PG&E Pipeline Expansion Project. Project coordinator for all post startup activities on the California portion 400 mile 42" natural gas pipeline. The post startup activities included supervision of construction procurement, field accounting, erosion control, subsidence, warranty, and land closeout.
* Project/Commissioning Engineer for 800 miles of 42" Natural gas pipelines. As the Project Engineer oversee and manage the field engineering field engineering, surveying, routing, change orders, cost estimates, claims and as-built effort for California Spreads. Commissioning Engineer responsible for pipeline startup, maintaining client liaison, pipelines commissioning, startup, and writing commissioning procedures for pipeline, valve testing hydrotesting, and drying.
* Commissioning Engineer. Supervise and coordinate all activities associated with shutting down 850 miles of existing 36" Natural gas transmission facilities for completing 34 hot taps and 6 major pipeline mainline compressor station modifications over a 72 hour shutdown. The Commissioning Engineer was responsible for producing schedules, writing procedures, overseeing safety coordination, scheduling of inspectors, welders, radiographic and complete documentation for the construction teams on 5 separate pipeline spread subcontractors,

* Gas Engineer. Perform the duties of Staff Engineering in the construction group. Chief Engineer/Inspector for emergency rebuilding of natural gas compressor station after a fire in 1975.
