I am a Commissioning \ Construction \ Hook Up Manager with 27 years experience in the Oil, Gas and Power Industries. I became a Senior Project Manager 8 years ago, prior to this I had spent 20 years as a Control Systems and Loss Control Engineer. My experience covers the aspects of business development, estimating, procurement, design, fabrication, construction, commissioning, maintenance and operations. I am knowledgeable in the many strategic, commercial and contractual aspects of new developments, installation, construction and commissioning management. My experience has been acquired by working on multi-discipline development and projects, this includes the aspect of NPV, politics and funds during development assessment and the contracting aspects including fixed contract, reimbursable, alliance and risk and reward. Overall Project Commissioning Manager
    
Responsible for all aspects of the Project’s during, Vessel Conversion, Topside Fabrication, Onshore Integration and Offshore Commissioning, also Offshore Performance Testing, Offshore Operation and Offshore Reliability Testing, this being for 2 of the World’s largest FPSO’s. Initially based in Rio, verifying project forecast Cost Estimates prior to becoming Budget Holder for all Project Integration, Commissioning and Offshore Budgets. Worked with the design team to ensure the design is delivered and Technically Acceptable and allows for the shortest possible Integration \ Offshore duration. Worked with procurement to agree and define Seller \ Vendor scope and strategy during all the project phases. Developed design layout and tools for Fabrication, Integration and Commissioning deliverables. Post Design responsibilities for the Commissioning Management \ Co-Ordination of the 2 FPSO’s, all Subsea Start Up and Operating activities and Wells Implementation. Responsible for Technical Integration Compliance for all Completion’s and Commissioning interfaces across the 2 Conversion, the 5 Fabrication and finally the 2 offshore locations.

Commenced working on this Project after approval of the Alliance Contractor to develop the detailed feed but prior to Field Development Approval by the Owner Companies. Assisted the Project Team to develop the feed design and initial project sanction cost which was rejected due to a high NPV. Appointed to a small team of 5 Challenge Manager’s \ Innovation Champions, together we drove down the Project Development Cost by C$ 500 million and presented to the Owner Board Members, Project Sanction was achieved. Part of the selection team involved in the detailed commercial and technical assessment and interviews of FPSO Vessel potential shipbuilders during the Vessel Builder assessment selection process. Post Sanction approval for defining all Completions management quality procedures and for managing all aspects of the FPSO’s Ship, Topsides, Turret and Subsea Systems Commissioning on a new build FPSO. Post Sanction responsibilities for Managing Implementation and Technical Integration Compliance for all completion and commissioning interfaces within the Alliance across 5 worldwide locations, this was completed utilising a Team of Site Lead’s, Discipline Lead’s, Engineers, Vendors and Technicians at the Vessel Shipyard, the Turret / Module Fabrication Yards, and at the Atshore HUC site. Direct Budget responsibility for the scope above.

Fulmar Oil Evacuation Project    
Commissioning Manager        

Responsible for managing all aspects of the Commissioning (onshore / offshore) on a major upgrade of Fulmar"A". The upgrade included new Oil pumping / Control modules, new pipeline tie-ins for Oil and Fuel Gas and the relevant topside modifications to existing facilities. Initially based in Aberdeen reviewing the design, managing the development of detailed Commissioning Procedures, the update of Platform Operating Manuals, the project development of detailed onshore / offshore commissioning and hook-up schedules. Re-located to the onshore fabrication yard to manage and monitor the Yard Fabricator and an Integrated Team of Engineers, Technicians and Vendors to complete maximum onshore pre-commissioning and dynamic testing prior to the new facility going offshore. Relocated offshore to manage the onshore team in commissioning all aspects of the old and new facilities, this includes the start up and transfer of Oil Export from Submerged Turret Loading to a new Pipeline Export System and the start up of a new Gas Import Pipeline Facility. Project completed 14 Million under a budget of 140 million.

Responsible for managing all aspects of the onshore \ offshore commissioning and offshore hook-up for a Not Normally Manned Tripod style platform. Initially based at the yard construction site and managed a group of Engineers in the development of detailed Commissioning Procedures. Responsible for onshore and offshore schedule development and progress monitoring. Managed and co-ordinated a number of Engineers, Technicians and Vendors to complete maximum onshore testing, proceeded offshore to manage combined Well hook-up, Pipeline Commissioning and Topside testing to the remote control centre. EPIC Contract Goal of COFP achieved on time.

Managed and co-ordinated a group of engineers and subcontractors on an engineering and contractual basis by defining work scope, scheduling, resourcing and implementing as necessary.
