September 1989 – January 1990. Brownsferry NPS, AL. Developed & Implemented a PC based scheduling & performance monitoring system for use by TVA Engineering 5 Months, 1 year ahead of schedule and at 30% of budget. Developed & implemented a new annual budgeting system for TVA Engineering.

May 1989 – September 1989. Comanche Peak NPS, TX. Developed monitoring tools to achieve total plant area/room turnovers. Established a comprehensive report to catalog all of the remaining open items for the plant. Developed and monitored completion schedules for critical areas/rooms.

October 1987 – May 1989. South Texas NPS, TX. Prudence Audit Manager. Assembled and supervised a team to assist the Client for the Prudence Audit and other Litigation on the South Texas Nuclear Power Plant. Prepared written testimony, audit responses, presentations and coached witnesses for various litigation cases. Responsible for the cataloging and development of a comprehensive Engineering, Procurement, Construction and Commissioning library containing all the relevant correspondence, drawings etc., through the life of the project. Provided Home Office Support for Estimating and Scheduling for several proposals for the Power Division including Decordova GTG and CISCO Fluidized Bed Projects and continued support for the Tenneco Refinery Projects.

July 1987 – October 1987. Tenneco Refinery Outage, Chalmette, Louisiana. Developed detailed project schedules for a major planned outage and improvement project that included cost justifications to reduce outage time by working numerous areas prior to shutdown. Outage completed in record time with significant savings. Subsequently the client executed a contract to Bechtel to perform outage and maintenance support.

October 1982 – July 1987. South Texas Project. 1985-1987 Lead Staff Scheduling Engineer. Re-engineered the department to eliminate work duplication and reduce staffing by development of new work processes and reporting formats. Organized all Project Status Meetings between the client, construction, project management and constructor. Responsible for developing meeting materials, issuing minutes and presenting project status. Managed Task Force that developed & implemented a recovery program for Unit 1 Pipe Supports Engineering, fabrication and installation that accomplished twice the installation rate allowing the Unit to meet a critical milestone date tied to Contractual Bonus Program. Re-scheduled all remaining work for Unit 1 to allow project to meet original scheduled completion dates.

1982-1985 Managed Unit 2 Bechtel/Ebasco Scheduling Department. Reporting to Ebasco & Bechtel Unit Managers. Responsible for all scheduling activities, estimating & procurement of field purchased items, and material fabrication. Strict adherence to the schedule led to low installation rates (30% of budget) & original project schedule being met 6 years after being established. For 6 months split duties as Night Shift Construction Superintendent for overall plant.

Provided Management with detailed review and analysis of contractors project controls system and project completion schedule exposing inconsistencies and the impossible schedule completion dates. Loaned to Bechtel to assist in transition and turn over of project status, developed estimates of all remaining work, managed team responsible for developing new Construction schedules for completion of the Project and integrated the schedules with engineering and procurement using P2/PCP scheduling program. Asked to be Lead Scheduler for Unit 2 For Bechtel. Managed Scheduling Department in the development of detailed schedules for restart of construction work. Developed construction innovations and constructability studies to reduce cost and time for construction of unit. Implementation of the studies led to the use of new work process on Unit 2 leading to lower installation rates and a shortened schedule.

Assisted in the proposal for the second phase of Bahrain International Airport, third London Airport and Felixstowe docks expansion.
From 8/69 – 2/74 worked as an indentured engineer on a program designed by my University and the Institute of Civil Engineers. Trained in proposals, design, construction and startup. Surveyed and laid out the Loch Kishorn Oil Platform Fabrication yard and the Medway platform fabrication yards. Assisted in the design of Seaforth Grain Silo Project, responsible for the field design and repairs for the Tilbury Grain Silos. Field Engineering assignments for sea defense, water & sewage treatment, grain silo, bridge, office building, oil platform and highway projects. Lead Design Engineer on the Humber Suspension Bridge proposal and awarded project for initial construction engineering. Modified tower and anchor block concrete designs from jump forms to slip forms thereby reducing cost and schedule. Verified designs by conducting wind tunnel analysis of the project through all phases of construction.
