Structure: National Crude Oil Transportation System Rehabilitation Project – Project Management Unit – PMU The Project (US$112 mil. partially financed under a World Bank loan of US$64 mil.) involves 12 big pumping stations and 2 loading/unloading crude oil ramps rehabilitation (pumps replacement, pipeline connections erecting, facilities buildings construction, etc.), replacement of over 150 km of transport pipelines (10 ¾", 14", 20", 24", 28"), intelligent inspection of 280 km of old pipeline, automation, installation of a SCADA system and construction of a new communication system.

Responsibilities, Accomplishment and Achievements:

As Pipeline Superintendent
* To ensure that the Project HSE and Quality Policies are implemented and understood by all supervised staff and all on site personnel are instructed and motivated with respect to Project HSE requirements and comply with the company site regulations, permit to work procedures and practices;
* Assist to carry out HAZCON risk assessments and JSA, identify critical / special tasks lists, and participating to develop appropriate works method statements;
* Daily monitoring sites working conditions;
* Ensure that risk assessment has been performed and attached to the appropriate works MS Statements) for each activity and the findings / results have been enclosed and explained to all working teams during daily TSTI (Totally Safety Tasks Instructions) focused to the main (golden) rules of safety (work permits, energy isolation, ground disturbance, confined space entry, lifting operations, driving safety, etc.)
* Performing TSTI and participating for tool-box talks when acting as Construction Supervisor,
* PTW process for: scope of work definition, control measures for hazard elimination/mitigation, links with all other and/or simultaneous works / operations;
* Attend the weekly safety working site inspection with Client as part of Management of Changes,
* To ensure that all works are carried out according to project drawings, technical specifications and method statement and meets QA/QC requirements;
* Determining and planning labor resources and equipment;
* Ensuring that plant, equipment and resources is in suitable safe working order and certificated / calibrated as necessary;
* Works progress monitoring / reporting and inputs to construction daily work report,
* To ensure that all documents (specifications, drawings, instructions, site queries etc) review received from Client representative or inter-alia departments involved in the execution are implemented,
* Review the project site quality plan with appropriate discipline Field Engineers and ensure the inspection roles for supervisors and assigned staff are understood and implemented;
* Ensuring that all as-built information collected are correctly
* Feedback and liaison with other discipline;
* Providing technical guidance and advice to supervisors staff and acting as pipeline construction supervisor (stringing, welding spread, tie-in, coating/coating repairs, holiday detection and lowering-in, cleaning / hydrotesting / dewatering / drying ) when necessary.
* Deputize Construction Manager during his leave

As Project Engineer
* Pipeline handling, construction, welding, coating, coating replacement, testing, commissioning and start-up procedure / technical specification checking;
* Above mentioned procedures and specification implementation within Company and Contractors structures, as a first condition for the Project implementation;
* Assist in review and approval Company / Contractors procedures and some derogation from Project specification;
* Providing technical support / assistance related to the other Project package (pump stations, SCADA, facilities) works,
* Support for 30 km 14" Danube and Borcea river crossing pipeline in-line inspection bid evaluation;
* On-site engineer for the above mentioned pipeline intelligent inspection works carried-out by former Pipetronix GmbH with a US tool;
* Monthly checking and approving Contractors Bill of Quantities for both pipeline and coating replacement works, as an additional responsibilities.

As Pipeline Engineer:
* Monitoring and supervising the pipeline and coating replacement works executed by Contractors for compliance with the Project Specification (hydrostatic test and coupling/ end – of – line facilities especially);
* Preparation of requisition and technical evaluation of subsequent bids for discipline material and equipment purchases;
* Carrying-out techno-economical studies for a different cold applied tape coating systems (Polyguard, Alta, Denso, Raychem);
* Providing technical support, preparing Scope of Work and bid evaluation for about 250 km of 10" old crude oil pipeline in-line inspection;
* On-site representative Client engineer for the above mentioned pipeline intelligent inspection works carried-out by Rosen Europe b.v. with a MFL tool;
* Computerizing and analyzing inspection results and pipeline data;
* Issued the Conpet Inspection Evaluation Report which the scheduled repairs / maintenance works are based on;
* Pipeline corrosion assessment and proposal for repairs method, basis on the ASME B 31.4 criteria;
* Producing department maintenance proposals with technical input into proposals
* Provide feedback on improvement to the Company standards.
* Supervising extra – project 5" – 14" crude oil and liquid ethane pipeline replacement works.
