Expertise Consulting - Orlando, USA. Consulting firm specialized in assisting private and public companies and investors groups interested in promoting new business opportunities and project development in Latin American countries.

Position: Business Development Manager (June 2003 – Present)
Recruited to set up a consulting entity to oversee and manage investment and project proposals for private investors groups. Responsibilities included development of company introductory brochure, proposal of new business opportunities and market strategy, as well as client networking for material management areas.
- Business Analysis: Participated in evaluating business issues of potential investments and capital raising project proposals for Latin American investors.
- Business Consultant: Co-participated in a consulting proposal related to development of contract procedures for Honduran government purchases.

Petróleos de Venezuela (PDVSA). Venezuela’s Petroleum Corporation. Scope: Production: 3.5 Million b/d, Refinery: 2.0 Million b/d (Refineries in Venezuela, the Caribbean, USA and Europe), Distribution Plants and Retailing Network (PDV in Venezuela, CITGO in the USA).

Position: SAP Project Manager and Functional Consultant (1997 - 2003)
Responsible for project development, process perspective and leadership within IT Management to efficiently implement SAP system solutions in Logistic Management and Business Intelligence areas. Job responsibilities also included decision-making in business processes re-engineering, budget planning and tracking and organizational supervision. Accountable for $1.0 million annual budget. Managed a team of 50 people including functional and technical analysts, developers and system administrators.
- Functional Consultant: Provided process perspective and leadership within IT Management to efficiently evaluate, implement, and maintain SAP system solutions for PDVSA’s Core Business, particularly in Material Management and Business Intelligence areas. Managed the post-implemented operation of 5 integrated SAP and BW-SEM system environments containing more than 30 company codes, supporting businesses interest in 3 countries, 10.000 users.
- Project Management: Implemented 20 mid-size SAP systems in Oil and Gas Services Companies within the time frame of roll out plans and project budgets. Overall savings of over US$ 1.0 million in maintenance costs as a result of new system implementations.
- Customer Relationship Management: Coordinated productivity study including system final users and technical department to improve customer service support and system performance, resulting in a significant 20-25% reduction in help desk process time and more than 40% response time reduction of critical business transactions.
- Process Reengineering: Co-Led an organizational and operational restructuring of SAP Corporative - - --- Organization in PDVSA: Processes and structures were redesigned, key performance indicators were also identified and implemented as well as IT strategies for new developments and projects. SAP-PDVSA manpower reduced from 300+ to 160 direct employees as an immediate result of the new organization.

Bariven – Venezuela. Outsourcing Procurement Service Company. Operates in Venezuela, USA and The Netherlands

Position: International Procurement Leader (1995-1997).
Business Consultant for international procurement of materials, equipments and related services, such as expediting and in-plant quality assurance. Responsible for strengthened relationship with existing clients, expand company service to new clients, advise or execute critical purchase processes, evaluate and recommended in-transit or in-bond material warehousing solutions based on economical evaluations, conduct special logistic arrangements and market intelligence studies for clients.
- Purchase Strategy: Participant in fast-track procurement process of long-term delivery materials packages (Approx. US$ 50 Millions) for two revamp projects in Venezuela and Curacao. The negotiated terms and conditions in resulting PO led to an 100% in-time delivery of all critical materials.
- Supply Chain Management: Identified potential initiatives in supply chain operations for Refinery companies in Venezuela. Developed procurement recommendations for chemical materials and in-plant material handling. Proposed modifications to planning processes and purchasing plans, material requisitions and special packing instructions for international delivery.
- Negotiation: Worked out the solution of several material quality claims filed by final users, resulting in over $100K saving in credits notes and next-purchase discounts.

Maraven – Venezuela. Former Shell Oil Company in Venezuela.

Position: Leader of Supply and Storage Operation. Cardon Refinery. Venezuela (1991-1995)
Responsible for managing the oil storage and supply operation of products manufactured by Cardon Refinery in Venezuela. Also responsible for overseeing the gasoline blending and Marine Oil Terminal operation. Assigned annual budget of US$ 50 million. Managed a group of over 50 supervisors and 100 operations personnel in a 3 shifts - 24/7 work schedule.
- Optimization: Developed and coordinated several midsize optimization projects in tank farm area, resulting in a 10% reduction of operational costs.
- Operational Reliability: Oversaw the completion of Terminal renewal project, which raised its compliance index from 59% to 82% in the first year, while reducing demurrage claims and operation shutdowns.
- Personnel Training. Managed an On the Job and Tutorial Training Program for new recruited operations personnel and supervisors. Traditional training expenses reduced in more than 40% as a result of this plan, along with significant effect in productivity increase and compliance of operational safety standard.
- Occupational Safety, Developed and implemented a Safety Program targeting the reduction in occupational accidents and environmental incidents indexes. Accidents index decreased to almost zero events while environmental incidents were downed more than 60%.
- Project Management: Participated in ‘PARC’ an US$ 800 million Refinery Expansion Project supporting the construction and enhancement of new bulk storage; also in the construction of new material warehouse facilities including the relocation of over 30.000 material items.

Position: Project Procurement Administrator in Bariven Corp., Houston Texas (1987-1991)
Responsible for the procurement coordination (PO placement, follow up, logistic expediting and cargo export to Venezuela) of project material requirements handled by Bariven Corp., the PDVSA Int’l Procurement Office in Houston, USA.
- Market Intelligence: Participated in a Market Study resulting in a $300K/year purchasing savings through comparison between US and European markets, for chemicals, tubular, spare parts and raw materials supply.
- Plan scheduling: Devised and implemented a follow up plan covering more than 200 PO/year related to 20 midsize critical projects for the PDVSA Production Western Area.
- Managerial Support: Responsible for supporting the Procurement Management in the implantation of new mandatory procedures and vendor selection in purchasing bidding processes. Estimated savings of 5% on purchase order between $0-100K total amount, after applying new procedures and vendor source criteria.

Position: System and Method Analyst, Warehouse Supervisor, Purchasing Leader (1980-1987)
During a 7-year period in Material Management I held various analyst and supervisory positions in Purchasing, Inventory Planning and Material Warehouse.
- Optimization: Delivered a plant layout and massive material relocation plan for more than 700 different items and 35.000 pieces of production pipe. Dispatch time reduced in approx. 10% due to storage optimization; also more than 20 acres of land lot was freed for different use.
- Organization: Implement the “Control Office” concept in Warehouse Operation. Workforce was optimized due to more analytical work assignment and distribution, also ceasing the hiring of part time workers to handle work peaks.
- Productivity increase: Led a Task Force Team targeting achieve 20% productivity increase in PO Placement throughout process reengineering and work method improvements. Awarded by Company in recognition for outstanding achievement on process improvement (April 1996).
