SUMMARY OF EXPERIENCE AND SKILLS:
I have over 20 years of hands-on experience in the information technology industry with the last 5 years spent managing a staff of 50+ Project Managers, programmers, analysts, Oracle DBAs with an annual budget of over $10 million. Under my leadership, the technology supporting SunPass was transformed from a legacy Open VMS GS160 host running Oracle 8i with a Delphi "thick client" front end to a Java J2EE based Service Oriented Architecture (SOA) and Oracle 10g database on the Sun Solaris platform. Additionally, I was instrumental in implementing the ITIL framework for production support and Rational Unified Process (RUP) methodology for software development to achieve CMMI level 3.

My responsibilities included:
„« Managing the application development and database groups that support the Turnpike Enterprise toll operations applications statewide systems including: Sunpass Electronic Toll Collection (ETC), automatic and manual toll collections, Host software (Ticket, Barrier, Sunpass), Maintenance Online Management System (MOMS), Lane Controller Software (Open Road Tolling (ORT), Dedicated, Mixed, and Manual), Plaza Software (Barrier and Ticket), and Traffic/Revenue Reporting.
„« Managing a team of 50+ staff (state employees and contractors) on a major conversion effort for the existing CRM (PAWS) from a fat client using Oracle 8i, Delphi, Oracle Stored Procedures, Pro C, and DCL running on HP GS160 to (Sunpass Accounting System "SAS") SOA technology J2EE on Oracle 10g running on Sun servers (E2990, V240, V490, T2000, T1000). I was fundamental in the decision making to change the Turnpike Enterprise infrastructure direction from HP Open VMS technology to Sun Solaris.
„« Working with the Project Management Office (PMO) to implement the ITIL process to CMMI level 3 standards and implementing quality assurance and testing standards for software application development.
„« Managing an annual budget of $10+ Million ($7.5 Million consulting, $3 Million hardware/software)
„« Creating annual technical training programs with a $100,000 budget
My most recent noteworthy achievements include:
„« Toll System Replacement
I was an integral member of the technical expert team assembled to evaluate and award the $233 Million Toll System Replacement project (TSR). My responsibilities included:
„X Reviewing the Requirements/PDR/FDR documents to insure the new system will be in accordance with the State's current and future needs.
„X Working with the awarded vendor as a subject matter expert (SME) for the legacy systems conversion.
„X Assisting in the design and documentation of the new system.
„« Data Warehouse Design and Construction
I successfully managed the growth and expansion of the Enterprise Traffic and Revenue Report Data Mart (TVR) to the much more complex Common Aggregate Data Repository (CADR) which include disparate data from numerous heterogeneous sub-systems (using Oracle 9i, Oracle RDB 7.1, database triggers, SQL, Oracle PL/SQL stored procedures, Proc C, Access Databases, DCL running on HP GS160 Open VMS).
Once CADR was completed, I successfully managed the conversion of the TVR, CADR, and yet more Enterprise sub-systems data into a 12 TB Enterprise Data Warehouse using Informatica for the Extract, Transform and Load (ETL), Cognos for business intelligence (BI), and an Oracle 10g database running on a Sun E2900 server.

„« Maintaining and enhancing 95+ production databases for the Barrier, Ticket Hosts, and Toll Plazas.
„« Successfully leading a team to design, build and implement a 2 TB Enterprise Traffic and Revenue Report Mart (TVR) using Oracle RDB 7.1, Database Triggers, SQL, Proc C, Access database, and DCL running on a HP GS160 Open VMS host.
„« The technical leadership and supervision of the $150 Million per year Turnpike Enterprise Interoperability agreements with other agencies (OOCEA, MDX, LEE County). I lead the technical group in designing, developing, and implementing the applications software, hardware, and network. I also developed and maintained all interoperability and business rules documentation.
„« Designing, developing and implementing databases using Oracle 7.3 and 8i, Designer/2000, Developer/2000 Forms, RDB 7.1, RALLY, CA-Clipper, DBASE IV, Microsoft Access and FOCUS.

Designed, developed, and implemented ASYC applications to communicate with nonstandard printers. Converted the Financial Aid Management System from a Texas Instrument to WANG VS 300 and then to the IBM PC using a Novell Network. The applications were written in COBOL, MICRO FOCUS COBOL II and 4GL.
