Quality Control: 16 years experience, 13 years as CWI in major industrial plant and combined cycle power plant construction, contractor and subcontractor QC/QA management and administration, and working experience with a wide range of Quality Control responsibilities.
General Quality Control and Assurance: Contractor and Subcontractor Quality management including audit of subcontractor QC Programs and performance, vendor shop inspection and evaluation, ISO type Quality Program preparation and management, ASME/National Board S, U, and R stamp code work and inspection, general paint and coatings application and inspection/testing, rebar and concrete placement and finishing inspection and testing, equipment installation, facility construction completion, API 650 tank code inspection, soil compaction and testing, inspection status/data tracking, record keeping/reporting, system walkdown for turnover, and preparing turnover documentation.
Certified Welding Inspector / Welding QC Manager: 13 years as Welding QC Manager and CWI / NDE coordinator including but not limited to ASME 1 and IX, B31.1, B31.3, D1.1, and API 650 codes, including erection of combined cycle power plant projects and Procter & Gamble Paper and Food Division expansion projects, reviewing and tracking Contractor welding procedures and welder qualifications, coordinating and tracking NDE, pressure vessel inspection and code repairs, and performing vendor shop and on and off site fabricated equipment inspections and coordinating repairs.
I have been recognized for good organizational skills with a variety of concurrent responsibilities, problem solving, the ability to communicate well and as a result of my varied background to relate personally to crafts and field supervision as well as contractor and owner management, accurate and unbiased reporting, personal working knowledge and experience with a wide variety of equipment, construction disciplines and inspection codes, and for good organization and presentation of computerized inspection data records.
WORK HISTORY
04/03 – Present: Project Quality Assurance Lead / Owner Representative, at the Procter & Gamble Arrowhead tissue/towel expansion project, Cape Girardeau, MO, including installation of new paper machine and converting facilities. Responsible to monitor contractor quality programs and performance, review contractor work and quality program execution for compliance with drawings and specifications, perform vendor shop visits, advise client on all matters relating to quality.
03/02 – 03/03: Project Quality Manager, Williams Service Group, at the Dominion Dresden Energy Plant Project, Dresden, OH. Joined four months into the project, responsible for all Quality functions, managed and directed a maximum staff of ten.
06/01 – 03/02: Project Quality Manager, Enron Power & Industrial Construction Co., at the Avista Coyote Springs Unit II combined cycle power plant project, Port of Morrow, Boardman, OR. Responsible for performance and administration of project QC functions. Contractor changed after Enron collapse.

04/01- 06/01: Project Quality Manager, TIC/US, at the Georgia Power combined cycle power plant project, Carrollton, GA, with four gas and two steam turbine generators. Joined project six months after inception. Responsibilities included: organizing welder qualification records and logs, continuing development of site QC program, developing weld tracking and completion status database, developing department member job responsibilities, improving compliance with ASME code requirements, organizing turnover files. Accepted EPICC offer when compensation package proved to be significantly less than represented during interviews.
05/00 – 04/01: Quality Control Manager, Robinson Construction, Perryville, MO: Prepared ISO type QC Manual and Procedures for Siemens Westinghouse combined cycle power plant B31.1 piping project and established shop fabrication QC and inspection program to include coatings and chrome alloy welding and heat treating, prepared for ASME/NBIC review for S, U, and R stamps (granted 11/00), accorded good QC program reviews by Siemens QC Consulting Engineer, maintained shop RT reject rate of under 1%.
01/00 – 04/00: Quality Engineer, Fru-Con Construction, at the Procter & Gamble Pringles Plant, Jackson, TN: Contractor Welding Program Manager.
06/98 - 12/99: Quality Engineer, Fru-Con/Fluor Daniel/Valmet New Site Consortium, at the $550m Procter & Gamble Paper Products Plant Project, Cape Girardeau, MO: Subcontractor QC (ISO type) and Welding Program administrator, B31.1 piping and D1.1 structural CWI, API 650 tank inspector & repair supervisor, and concrete, coatings, roofing, and equipment inspector. Primary QC representative on resolution of several major subcontract and vendor welding quality disputes, helped maintain visual inspection reject rate less than 2.5% and RT reject rate less than 1.5% on B31.3 piping, established and administered data record keeping and reporting system able to produce reports on demand current to within ½ day for concrete placement, welding inspection results and welder and welding procedure qualification status for approximately 20 individual subcontractors as well as summaries for project totals, and other data.
08/89 – 05/98: Contractor Welding Program Manager / CWI, Fru-Con Construction, at Procter & Gamble Plants in Kansas City, MO, Anaheim, CA, and Cape Girardeau, MO: Established and managed Contractor and Subcontractor Welding Programs to include inspection and welder qualification. Concurrently functioned in other capacities such as Contractor Safety & Loss Control Manager, Structural Planner, and Special Projects Planner and Subcontract Manager/Supervisor for various building and expansion projects. Assisted newly trained P&G Cape Girardeau Plant Welding Program Manager/CWI in establishing the P&G direct welding QC program for the plant, performed off site vendor shop and fabricated equipment inspections directly for P&G Corporate Welding Technology Dept.
07/84 – 07/89: Main Shop Foreman, Bauerly Bros Companies, Inc, Sartell, MN: Directed work and supervised 25 shop personnel for complete maintenance and repair of $100m+ fleet of heavy trucks and off-road equipment for $110m+ annual paving and redi-mix contractor, including pre and post repair inspection and testing. Reduced unacceptable repair recall rate to nearly zero, changed antagonistic relationship between operators and shop to one of respect and cooperation, reduced average operating season hours required for repairs and maintenance by nearly 10%, eliminated 20% shop turnover rate within 6 months, established computerized maintenance tracking and prediction system that improved on-time maintenance performance, established and maintained maintenance record keeping system and Sara Title III Hazardous Material and Underground Tank monitoring and reporting systems, and administered shop safety program.

09/80 – 06/84: Various capacities for Fru-Con Construction to include Contractor Warehouse Manager, Assistant Receiving Manager, and Safety Supervisor on a new paper mill for Champion Paper at Sartell, MN, and on a Procter & Gamble soap plant expansion, Chicago IL. Received A rating from customer for warehousing/receiving work, and helped achieve 3m effort hours without Lost Time on Paper Mill Project. Established good working relationship with Chicago union crafts from whom I received a plaque in appreciation of my efforts.
