Downstream/ Refining: Budget Control, Scheduling, Financial Planning & Contracts Appropriation Engineer for design and construction of a grass roots petrochemical complex including 120,000 BPD refinery, ethylene, LPG, and butane plants in Tarragona, Spain; developed plans and strategies for new refinery locations and expansions. Former Engineering Manager for 60,000 BPD refinery in Batangas, Philippines.

Engineering Consulting projects: 2001 to present
TOTAL, Yemen LNG – Upstream Project: Project Services/ Deputy Project Manager for the upstream gas processing project in Marib, ROY (Block 18) to collect, condition and supply gas to LNG plant specs to supply the new LNG plant under construction in Balhaf, Yemen. Yemen LNG, an international consortium led by TOTAL, includes Hunt Oil, and Yemen Gas Company. The Upstream project team is based in Houston. (The main project office is in Paris.) My responsibilities include building the services team and executing all of the planning, cost, project controls, contracts, document control and administration, invoicing and project services activities for this critical project. Contract activities include development of Call For Tenders and management of the bid evaluation process of bid packages for major subcontracts including design, procurement and fabrication of a new cryogenic gas plant at Alif CPU; Frame V turbine driven compressor packages; turbine driven generator packages; and on-site construction contracts with local ROY construction firms. Acting project manager in absence of PM.
British Petroleum, Deepwater New Developments Performance Unit, Gulf of Mexico Subsea Standardization Program: Project Services Lead for Subsea Standardization Program. Established project services for BP's $350 million subsea development standardization program (for trees, manifolds, jumpers, umbilicals, flowlines and PLETS) for Gulf of Mexico deepwater developments (6,000+ feet). Services included development of contractor bidders list, preparation of RFP tender documents, bid evaluation, project scheduling, program cost control, progress measurement, supplier project coordination procedures, contractor project controls, document control procedures, and project accounting functions including foreign currency invoicing. Special assignments included Thunder Horse deepwater PDQ subsea incident investigations for subsea equipment issues in 6,000' water depths.
British Petroleum, E&P Projects and Engineering Task Force: Senior Contracts Consultant, BP Project Supply Chain Management group. Advising BP to develop and manage contractor relationships and contractor performance management for major project contractors in strategic business sectors. Major Project Contractor Performance Management focused on building and improving strategic relationships, standardizing the contracting process and establishing key performance metrics with top tier global contractors in major E&P project sectors to improve project and safety performance.
ChevronTexaco Greater Gorgon Development LNG Project: ChevronTexaco Greater Gorgon Development LNG pre-FEED Project: Project Services/ Project Controls Manager for pre-FEED engineering. Pre-FEED engineering was by KBR offices in Houston. Set-up contractor personnel approval process in accordance with approved organization charts; document control review processes; FEED schedule and owner budgets; manpower histograms; instructions to contractor i.a.w. contract procedures.
ExxonMobil Development Company Upstream Projects: Project Services Manager for the Nigerian National Petroleum Company (NNPC)/Mobil Producing Nigeria (MPN)/ ExxonMobil joint venture EPC4A platform retrofit and revamp project in offshore Nigeria. This brown-field project consists of revamp/retrofit and upgrade of 4 offshore production platforms and 10 wellhead platforms in 90 to 110 foot water depths for gathering and gas injection throughout the offshore operating field in eastern Nigeria. Estimated at approximately $900+ million, Willbros was prime contractor for this multi-year project with Albert-Garaudy and Associates, Inc. the engineering subcontractor with multiple engineering and procurement offices. Fabrication was centered in-country at Port Harcourt, Nigeria. The prime contract combined lump sums and time-rates for various segments of the design, procurement, fabrication and offshore installation and commissioning work.
Established the owner business processes and coordinated the PMT to the contractor offices. My multi-national team and direct reports include: contract administrators, procurement advisor, document control coordinators, project controls manager, cost engineer, quantity surveyor, schedule engineer, project accountant, HSE advisor and interface management. Project scheduling is done using Primavera® P3; project document control is maintained with Documentum and ProjecToolstm systems; email is communicated with Outlook and Lotus Notes.
As the ExxonMobil Project Services Manager, stewarded the ExxonMobil Operations Integrity Management System (OIMS) for the project to manage safety, health, environment and security functions throughout the project duration.
Marathon Oil Company: Contracts administrator for the Alba Phase II project developing, negotiating and administering Master Service Agreements, Work/Job Orders and contract amendments for engineering, fabrication, and construction contracts for international on and offshore facilities. Alba II includes offshore gas production platforms and onshore gas processing plant and marine terminal facilities at Malabo, Equatorial Guinea. Special assignments included re-forecast of this $1.1 billion project in West Africa for on and offshore facilities with Mustang Engineering (a Wood Group company) in Houston, Texas. Areas of operations include Gulf of Mexico, Gabon and Equatorial Guinea.

Owner/partner of Plano Engineering Company based in Plano, Texas. Plano Engineering marketed and provided engineering and technical services to clients in the areas of Engineering, Energy Conservation, Environmental Remediation, construction monitoring and project management. Recruited by the Mobil Cost Engineering Department to increase their international project controls experience base and to direct cost control, estimating and scheduling activities on new European projects. Some of my challenging positions in the United States, Europe, Asia and Africa included:
Contracts Engineer: Directed preparation, negotiation, and administration of engineering, services, procurement, and construction contracts for domestic and foreign projects and affiliate companies. Have developed complex contracts, contract change orders, revisions and extensions on technical, procurement, and construction contracts and purchase order agreements. Extensive experience with many different forms of contracts including: lump-sum, reimbursable, services, construction, letters of intent, confidentiality, umbrella agreements with work orders, target price with bonus, etc. I developed, negotiated and interpreted many significant international contracts. Extensive experience with international contracts and foreign government agencies. More than 10 years experience in contracting technical assistance contracts with foreign governments and agencies.
Project Controls Manager of Contracts, Cost Engineering and Scheduling, Paris, France: Established a new office and operation in Paris to manage project business functions for an international, integrated team to design and construct a multi-billion dollar liquefied natural gas project in Cameroon, Africa. This project, estimated at $1.5 billion, included a grass roots 3 train LNG plant, pioneer camp, workers camp and the plant offsite facilities and operations compound. Development of offshore gas fields was also included in the global project AFE.
Senior Cost Control and Scheduling Engineer, Oslo and Stavanger, Norway: Upon joining Mobil I was quickly sent to Norway to control project expenditures, procurement and re-estimation of contracts and work for major joint venture projects in Norway with StatOil and throughout Europe. These projects included the Statfjord B and Statfjord C 200,000 BPD condeep offshore platforms, estimated at $1.8 billion. Projects included subsea pipelines, SPM and support facilities.
Feasibility Engineering, Evaluation and Design (FEED) Manager: Directed multi-discipline teams to conduct design and cost feasibility studies of on and offshore facilities: design alternatives, facility evaluations, capital cost estimates, engineering cost estimates and Life Cycle costing. Studies included analysis of capital and operating costs, operations improvements, risk and sensitivity analysis. Applied OR modeling techniques such as Linear and Integer Programming for project optimization.
Cost Engineer: Prepared cost estimates and project budgets for new projects worldwide. These projects included refinery and oil and gas production offshore platforms in Nigeria. Oil refineries in Gravenchon, France, and Beaumont, Texas.

CALTEX PETROLEUM CORPORATION 1974 – 1978

Joined Caltex to focus their project management skills in budgeting, cost control, cost estimating, scheduling and contract management. I also wanted to satisfy my desire for the adventure of overseas travel and foreign work experience.
Engineering Manager, Batangas, Philippines: Supervised and led a multi-national engineering staff in local environmental and construction projects at a 60,000 BPD refinery. These projects totaled over $50 million. Project management in a third world country is a challenge requiring patience. I was the first Caltex expatriate manager to hire a woman engineer at the facility.
Budget Control, Financial Planning and Contracts Appropriation Engineer, Tarragona, Spain: Implemented project control techniques for contract preparation, contract evaluation, appropriation and monitoring, budgeting, cost control and analysis, planning, scheduling and progress reporting for design, construction and start-up operations of a $540 million project in Tarragona, Spain. This project included a grass roots 120,000 BPD refinery, ethylene plant, beach tank farm, wharf, super tanker unloading buoy, pipeline to shore and a dam to supply cooling water to the ethylene plant. At the time it was the largest project underway in the world.
