3.1 Engineering & Procurement

* Selection, engineering and procurement of structural steel / piping as per AWS D 1.1/ B31.3.
* Selection, engineering and procurement of Centrifugal pump as per API 610 and Reciprocating pump as per API 645 codes.
* Selection, engineering, procurement, construction and maintenance of storage tanks as per API 620, API 650 and API 653.
* Interactions with Process discipline in preliminary selection of equipment type, process control systems.
* Preparation of data sheets for the mechanical equipment / packages and their cost estimate.

3.2 Pre Bid / Proposal Engineering

* Preparation of MTOs, requisitions for budgetary quotations, Cost and man-hour Estimation.
* Prepare Tender document, Technical bid evaluation, LOI / LOA.
* Review of vendor drawings and documents - Statement of compliance & exceptions, Technical Specification, Data Sheets etc.
* Techno-commercial negotiation and award.

3.3 Construction

* Preparation of milestone certificates, monthly progress claim, change order / notices.
* Responsible for fabrication, installation and hydrotesting activities of offshore oil and gas pipeworks.
* Planning and monitoring of spool fabrication and preparation of hydrotest packages.
* Ensuring that the projects are executed in accordance with Engineering Standards / Specifications, design guides and in compliance with QA / QC requirements.
* Preparation of schedules, monthly progress report and cost control. Also co-ordinated for permitting with authorities and statutory boards like JTC, FSB leading to TOP and CSC.
* Construction / Erection: Field work based on approved construction drawing and effect ducting / piping field changes to resolve site problems. It included regular co-ordination meeting with sub-contractors to track down progress / delays and liaise with client representative regarding progress and possible problems. Marked up 'As-Builts' were also prepared.
* Technical support during erection, commissioning and testing.
* Ensuring that the Deliverables at project completion are as per the check list.

(4) EMPLOYMENT SUMMARY & EXPERIENCE DETAILS

(a) ABB – Toyo Engineering JV, Singapore (November, 2006 to date) as Senior Engineer

SHELL's Ethylene Cracker Project in Singapore
Project value: US$ 2 Billion.

Sub-contracts and Cost control
* Deputed to Lummus Global Netherlands for preparation of Inquiry to bidders, commercial and technical bid evaluation, Letters of Awards and contracts based on lump sum / unit rate re-measurement
* Preparation of cost control report and monitoring the budget as per WBS.

(b) Nippon Steel Offshore, Indonesia ( January, 2006 to Nov, 2006 ) as Senior Project Engineer

TOTALIndonesia's SISI - NUBI Offshore platform
Project value: US$ 180 million consisting of three jackets and topside Decks of total 20,000 tons.

Procurement:
* Prepare MTOs, invite quotation from Vendors, conduct technical evaluation, submit Vendor Bid Evaluation to client for procurement of structural steel, piping and vendor packages.
* Detailed technical discussion with client and major sub-contractors / suppliers and commercial negotiation to obtain competitive price, bid evaluation and equalization.
* Preparation and issue of sub-contracting document as per contractual terms and conditions.
* Sub-contract negotiation and award of contract utilizing knowledge of market conditions and experience in estimating.
Project management:
* Updating the project schedule, issuing two week look ahead schedule using Primavera
* Liaise with client on the technical, costing and planning issues.
* Follow up with consultant for issue of drawings as per the fabrication schedule.
* Monitoring site progress by allocating weighted progress as per the terms of Contract.
* Attend weekly progress meeting with client / sub-contractors and follow up on action items.
* Prepare Technical Queries for client approval.

(c) SembCorp Marine and Offshore Engineering (April, 2004 to January, 2006 ) as Senior Engineer

(ii) PTT's Third transmission pipeline project – Offshore platform system. Project value: US$ 140 million

Sub-contract management:
* Prepare RFQ for major subcontractors and suppliers.
* Detailed technical discussion with major sub-contractors / suppliers and commercial negotiation to obtain competitive price, bid evaluation and equalization.
* Sub-contract negotiation and award of contract utilizing knowledge of market conditions and experience in estimating.
* Preparation and issue of sub-contracting document as per contractual terms and conditions.
* Prepare responsibility matrix and co-ordinate with all departmental personnel to produce best bid proposal to meet client requirements.

Project control:
* To analyze system generated reports to prepare weekly and monthly cash flows, monthly cost report.
* Liaise with various department personnel and collate information to prepare reports on cost overruns, forecasting cost exposure and monthly progress claim submission to clients etc.
* Budget allocation for procurement as per work breakdown structure (WBS) versus actual amount monitoring actual quantity procured versus budgeted quantity, prepare cost overrun summary
* Costing for variation orders
* Update list of P.O / V.O. to be back charged to client.
* Check P.O. invoices are in order for supervisor's signature for payment – cash outflow.

(ii) ERHA FPSO for Esso's Nigeria deep water project.
* Marking test packs on the P&IDs, preparation of 2,000 hydro-test packages from 7,000 ISOs, maintain test pack master register stating weight as per fit-up, welding, line check, hydro testing.
* Ensuring that the test packs are approved by client prior to testing and issued to site for hydrotesting.
* Supervise the tracing of the Ship Loose Items as per the Release Certificate.
* Submitting everyday status report to the owner with regards to how many spools fabricated and isometric drawings done.
* Coordinate with the client regarding the schedule of inspection and the system to be inspected.
* Line Checking / Punch listing of both Process and Utility lines. Prepare test and inspection report.
* Witness hydrotesting; hydrojetting, system leak test, flushing, reinstatement and commissioning.
* Resolving site issues like clashing of pipeline with different systems using the PDMS.

(d) SUT Sakra Pte. Ltd., Singapore (1999 to March, 04) as Senior Project Engineer.
Projects executed were of total value of S$ 70 million.

Piping and Infrastructure
(1) Piping: Utilities like High, medium, low pressure steam line, Boiler feed water, De-min water, waste water, High grade industrial water, Fire water both under ground and above ground in order to provide for redundancy. Piping was also done for Ethylene, Carbon monoxide and Nitrogen.
(2) Infrastructure: Extension of service corridor including 148 numbers of piled sleepers, sixteen numbers of pipe bridges of span 20 m and eight numbers of shafts for access to underground service tunnels.
(3) Plant modifications like strengthening of pipe bridges, additional sleepers in the service tunnel, changing of heat exchanger plates of Demin system etc.
Effluent treatment plant
(4) Fabrication and erection of Balance Tank, Bio-filters and Sludge Tanks including piping and instrumentation for the Effluent Treatment Plant.
(5) Inspection, Erection and commissioning of vendor packages like Dissolved air floatation and Belt filter press.
(6) Erection, air balancing and commissioning of HVAC system for the Effluent Treatment plant.
Maintenance
(7) EPC of heat exchangers of type plate / frame and shell / tube as per TEMA guidelines and pumps as per relevant API code.
(8) Inspection and repair of tanks in the tank farm periodically and before change of service.

Jobs were completed well within the schedule and budget.

(e) Mechanical Engineer, Toray Engineering Co., Singapore (1998 to 1999)
Project value: S$ 40 million.
Scope of work: SPAP 4 expansion project of Dupont, Singapore.

(1) Co-ordinated the piping for Utility equipments confirming to ASME B31.3. The job involved:
(a) Prefabrication, erection and installation of 130,000 dia-ins of C Steel, S steel 304, 316 piping.
(b) Witness NDT-- Post Weld Heat Treatment, ultrasonic test and Dye penetrant test confirming to
ASTM section V.
(c) Trace all piping works against the flow diagram (EFD).
(d) Check all test packages on individual pipe systems before hydrostatic test and pipe modification work.
(e) Consolidate punch list for mechanical completion and ensure construction is according to client's specifications.
(f) Tie-in to existing plant belonging to spinning and polymer areas including relocation of existing line to accommodate new equipment.

(2) Co-ordinated the erection of Utility equipments like Boiler, Compressor, Chiller and Cooling Tower.
(a) Equipment inspection- check against packing list, equipment dimension, check for defects (rust, flaws and distortion), orientation markings, size of bolts, center of gravity / sling position.
(b) Equipment installation- check location and dimension of foundation concrete surface, to confirm equipment hold down holes, location of anchor bolts and final application of grouting.
(c) Witness equipment setting and alignment-set and align at proper elevation and levelness within the tolerances.

(3) Co-ordinated the erection of HVAC equipments like Air Handling Units, Exhaust fans, ducting and Fire dampers.
(a) Resolving site problems like clashing of ducting with other systems.
(b) Liaison with Client, Project consultant and sub-cons for the R.F.I.s and Deviations.
(c ) Commissioning of Air handling units and Exhaust fans was done after completing the check list.
This included alignment of pulleys, belt tension and greasing of the bearings. Vibration, temperature and sound of the equipments was measured during test run.

(f) Yonkers Industries Inc- Schering Plough Pharmaceutical Project, Singapore, (1996 to 1997)
Position: Mechanical / Piping Engineer
Project value: S$ 250 million.

(1) Participated in commissioning of systems like Pure Nitrogen.
(2) Installation Qualification of a total of 146 systems as per their System boundaries.
(3) Preparation of Deviations and Punch list for all Systems.
(4) Ensure all piping was installed as per Isometric Drawings.
(5) Check the Test Packs for compliance of NDT and Pressure requirements as per the line list confirming to ASME B 31.3.
(6) To ensure pre-hydrotest line checking, hydrotesting and re-instatement is complete.
(7) Hydrotesting, flushing and blow-dry inspection of piping systems.
(8) Review the mechanical flow diagram in conjunction with piping specification to verify pressure test package limits.
(9) Application of Polyurethane Foam(PUF) insulation.
(10) Piping thermal insulation for cold and dual temperature service using composite layers of Foamglas blocks and surrounded with metallic jacketing.
(11) Assist in planning and scheduling of pipelines for insulation. Also verify pipes for any outstanding
NDT on weld joints prior to insulation works.

(g) Visakhapatnam Steel Plant, India (1986 to 1996)
(1) Worked as Maintenance Engineer. Job responsibilities included:

 co-ordinate repair of Heat exchangers including NDT testing-wet and dry magnetic particle test, Dye penetrant test, ultrasonic test and PWHT.
 Experience in maintenance of fuel oil supply system, water treatment plant and compressed air plant.
 Dry type has holder – (floating roof type) of diameter 40 metres and capacity 80,000 cubic meters
 Static equipments like Scrubber, Electrostatic Precipitators, Adjustable venturis and cyclone mist eliminators were checked for corrosion, deposits on the wall and vessel wall thickness.
 Preventive planned maintenance of equipments was carried out to increase their reliability. Rotating equipments were checked periodically for vibration, sound and temperature. Oil samples were analyzed for presence of solid particles. Alignment of centrifugal pumps using laser or dial gauge.
 Vacuum insulated evaporators for liquid Oxygen, Carbon-dioxide and Argon each of capacity 20,000 liters.
 Low temperature liquid pumps for Oxygen, Carbon di-oxide and Argon with discharge pressure of 170 atmospheres.

(2) As Operation-in-charge of Gas cleaning plant and Gas boosting station following jobs done:

 Scrubbers, venturis and cyclone mist eliminators were used to reduce dust content of gas from 200mg/cubic meter to 5 mg/cubic meter and temperature of gas is reduced from 200 degree centigrade to 40 degree centigrade.
 Gas boosting station pressure of gas supplied to Boilers, Rolling Mills was increased from 600mmWC to 1200mmWC using Centrifugal Compressors.
 Using reciprocating compressors pressure of gas supplied to gas turbines is increased from 600mmWC to 10 Bar.
