Professional Experience Bechtel Corporation, Houston, Texas, 1987 to Present

Present Assignment:
Deputy Site Construction Manager / Project Field Superintendent on the Asab Gas Development Phase II project (AGD II). The $1.24 billion lump-sum turnkey EPC project is located at Asab, about 190 kilometers (118 miles) from Abu Dhabi city- United Arab Emirates. The scope of services on AGD II includes a 790 million cubic foot per day gas processing plant, with utilities and associated booster compression, delivering natural gas liquids (NGL) to Ruwais, and an 80-kilometer (50-mile) NGL pipeline from Asab to Habshan. Responsible for supervising and directing field operations and multiple Craft activities in a remote desert locations subordinate superintendents and others, as assigned. Ensures assigned construction operations and subcontractors performance are in compliance with specifications and within schedules and budget Performs general functions inherent in all supervisory field positions.

Previous Bechtel Work History:

* Site Construction Manager–Equatorial Guinea LNG–Train II Liquefaction Project- Assigned to the home office during feed and early project phase leading field construction organization in a managerial capacity. The project is approx. $900 million grassroots EPC LSTK project that included construction of a second large LNG trains with 4.45 MTPA capacity using Bechtel/Phillips Optimized Cascade Liquefaction technology. Responsible for upfront construction planning and direct / indirect cost estimating the organization and direction of construction and field related activities for direct hire and subcontracts forces on the construction site. Knowledge of all phases of construction operations relating to field activities of engineering and supervision disciplines, construction technologies and jobsite management. Major activities includes the development of the overall EPC schedule after the feed phase and interfacing with engineering to ensure the implementation of constructability and reviewing engineering and procurement schedules to ensure compatibility with construction schedules.

* Site Construction Manager Train 1 and Train II – Managed Construction - Mechanical Completion and Commissioning/Start up Interface for Train 1 and II including closeout. The project is $1.4 Billion grassroots EPC LSTK project that included construction of two LNG trains with 3.6 MTPA capacity for each train using Bechtel/Phillips Optimized Cascade Liquefaction technology, two 140,000 m3 storage tanks, 2.4 KM LNG loading trestle / dock / breakwater, and all requisite supporting infrastructure and utilities / ancillary tie-ins in Idku, Egypt. Primary responsibilities included direct construction management/execution of multiple major subcontracts and organization, direction of all construction related activities to ensure that construction operations are in compliance with all safety requirements, design/specifications, target schedule, within budget and to quality standards.

* Train II Area Site Manager / Deputy Site Manager Train 1 – Assigned to the Egyptian LNG project in the Home office in Houston, Texas working on construction execution plans and 6-sigma improvement opportunities to identify savings & help create a future error free-project performance. Transitioned to the field in Idku, Egypt as the Area Site Manager on Train II - a $464 MM LSTK EPC expansion facility that added 3.6 MTPA of LNG. Primary responsibility included direction and execution of all construction and related subcontracted activities. The project is considered to be the fastest LNG Train to be built by Bechtel.

* P&C Six Sigma - Wave 1- Black Belt – Manager of Welding/NDE– Assigned to the Hovensa Delayed Coker Project in St. Croix - USVI. As part of a 6-sigma improvement effort, took over responsibilities as the Welding-NDE Manager for the main DCU unit, in addition to working with field engineering / project management on multiple project specific improvements processes such as managing construction equipment, hydro test / system completion processes in order to turn over remaining plant systems to customer and mitigate Bechtel's exposure.

* Site Manager – Equinix Program - Ashburn C Expansion in Virginia EPC responsibilities associated with the design and construction of an expansion of an E-Commerce - Internet Business Exchange Facility (IBX). The Primary responsibilities include management of Bechtel engineering and AE's performing the design of the Data Center facility as well as management of subcontractors constructing the facility.

* Manager - Construction Execution Planning & Support assigned to the Bechtel Houston Project Development and Definition Center (PDC), supervising a group of senior construction coordinators with responsibility for the planning, organizing, and coordination of activities related to the execution of assigned projects and proposals. Major activities includes interfacing with engineering to ensure the implementation of constructability; reviewing engineering and procurement schedules to ensure compatibility with construction schedules; evaluating physical site conditions; analyzing milestone schedules and completion dates; reviewing and analyzing local labor availability and practices, and other factors pertinent to the construction phase; preparing construction execution plans, staffing plans and rigging studies; estimating requirements for tools, equipment, and temporary facilities; and identifying potential risks/appropriate contingencies.

* Home Office - Lead Construction Coordinator assigned to the Bechtel Houston Project Development and Definition Center (PDC), providing construction input to standard product development and to projects from inception (proposal) to completion of the home office engineering effort. Responsibilities included: Supervision and management of a team of senior construction coordinators assigned to various proposals and projects; organize and coordinate the Project Execution Plan; providing construction input to key areas such as: Site Layout and Temporary Facilities, Constructability Plan
Construction Staffing Plans, Construction deliverables Plan, Construction Equipment Plan, Preliminary Rigging Studies, Craft Productivity Factors and Craft Wage Rates; assisting in the development of integrated EPC schedule that defines construction requirements from engineering and procurement; providing construction input and assistance in the contract formation and project team evaluations of home office issued contracts and sub-contracts.

* Home Office Lead Construction Coordinator assigned to the Chevron Paraxylene project in Pascagoula, Mississippi. Successfully set-up and directed the EPC constructability/cost avoidance program, performed rigging studies for vessels from 50 tons through 800 tons that resulted in a sizable reduction in the heavy haul and lift budget, provided input to plot plan studies, drafted the construction driven EPC project schedule, and coordinated with engineering leads on construction required deliverables.

* Project Field Engineer for Georgia Gulf Vinyl Chloride Monomer (VCM) Expansion project in Plaquemine, Louisiana. Sequenced work to maintain existing plant operations allowing plant staff to complete shutdown tasks on schedule, unaffected by construction progress. Also, handled the formation/monitoring of the construction driven EPC project schedule, initiated trends/estimate preparation support, performed successful rigging studies for vessels and reactors over 50 tons and set up/directed the project constructability/cost avoidance program.

* Project Field Engineer assigned to the Hoescht Celanese High Modulus Low Shrinkage (HMLS) Tire Cord Facility in Salisbury, North Carolina. Managed the set-up and direction of the EPC constructability/cost avoidance program during the fast track engineering and construction phases, successfully directed a staff of fifteen (15) field engineering design/construction team members through mechanical completion, monitored planning and schedule progress, performed construction rigging studies and shutdown/tie-in coordination. Total construction man-hours were approximately 500,000, a third of which were executed during a successful 8 weeks shutdown.

* Lead Piping Construction Engineer on Boiler-31 Project for Eastman Power Division in Kingsport, Tennessee, consisting of pulverized coal-fired steam generator and three turbine generators. Handled the coordination and direction of all project field engineering activities in piping, subcontract administration and quality control disciplines for the installation, monitoring, testing, and cleaning of boiler piping and permanent plant equipment. Successfully Managed the tie-ins coordination and execution with plant representatives and monitored/ updated piping tie-ins installation schedules for work progress and accuracy.

* Lead Project Field Engineer (Night Shift) on the fast track Angus Chemical Company Fertilizer Rebuild Project in Sterlington, Louisiana. Managed the direct supervision of the civil/structural, piping/mechanical and electrical/instrumentation crafts (Approx. 400), performed drawing interpretation, material take-off and material requisitions. Coordinated design engineering deliverables, established and maintained night-shift progress reports, and providing documentation and through-shift turnover. This project was a pace setter for the industry and was completed in record time.

* Lead Piping Construction Engineer on the French Limited Bioremediation Superfund Project in Crosby, Texas. Provided technical direction and installation assistance to direct hired craftsmen for all process piping and machinery to ensure that all installations are in conformity with engineering drawings and specifications. Also established communications with the piping design group to resolve piping design problems that were jobsite specific. This project was successfully executed and resulted in a significant saving to the bottom line.

* Project Controls/Cost Engineer assigned to the Bechtel regional office in Houston, Texas. Received and analyzed various cost reports form all active construction projects regarding progress, forecast, budgets, trends, and consolidated the data into the company's main report system by business line/region for top management review. Other responsibilities included preparation of preliminary budgets, quantity, and manpower curves for cost and schedule based on project(s) scope during the bidding or negotiation phase of a prospective project.

* Lead Piping Construction Engineer on the Shell BPA-4 Expansion Project in Deer Park, Texas. Managed the coordination and direction of project field engineering activities for the piping and quality control disciplines, development and implementation of material controls, and clean component installations. Updated and monitored quantities / installation progress and coordinated with craft supervision in the development of project specific schedules.

* Lead Area Piping Construction Engineer on the Shell SHOP Olefins Expansion Project in Geismar, Louisiana. Managed the coordination and direction of project field engineering activities for the piping and quality control disciplines, development and implementation of material controls, precision cleaning and clean component installations. Updated and monitored quantities / installation progress and coordinated with craft supervision in the development of project specific schedules.

* Area Piping Engineer on the Himont Chemical Polypropylene Pelletizing Project in La Porte, Texas. Directed and coordinated construction and field engineering activities for the installation, monitoring, testing, and cleaning of plant equipment and piping systems on a fast-tract construction schedule resulting in a minimum of rework.
