1) Representative of TECHNIP-NARGAN in site for cost management of subcontractor (BARZIN CO.) for construction of 300 KT/Y LDPE Plant in 9th Olefin Assaluyeh for ARYASASOL Polymer Co. (Joint Venture with TECHNIP-France); 11/2005-06/2006 (at Site), 06/2006-12/2007 (at Tehran office)
As TECHNIP-NARGAN's representative, I:
a) Evaluated the subcontractor's expenses.
b) Prepared financial reports for estimating project cash flows and final finished price.
c) After each payment to construction's subcontractor (BARZIN CO.), prepared a plan for distributing this money between sub-subcontractors and workers in order to decrease strikes and expedite the work progress.
d) Evaluated the new subcontractors' proposals and presented contractual hints.
e) Regulated cost controlling system regarding to site expenses and subcontractors. In this purpose I setup some excel files and issued some procedures.

My Job Analysis as a Cost Engineer
- 1) List of My duties and Activities as a Cost Engineer:
- Being aware of contract's Clauses for specifying cost and income effects.
- Checking that the physical events, or progresses, which entitle the invoicing to the client, will occur as planned and after occurrence, follow to collect the required documents for invoicing based on contract and LC to issue and approve the relevant invoices and follow them to be received.
- Participating in bid review and alert project manager in case of excessive differences versus the budget.
- Reviewing purchase orders before signing for the price and commercial conditions.
- Approving all invoices submitted by suppliers, subcontractors, and third parties before payment. The Cost Engineer will insure that the cumulated amounts of invoices do not exceed the current value of the order and also will check the conformity of the invoicing with the commercial conditions of the order, as well as the application of back-charges and penalties if any.
- Reviewing with the procurement and subcontracting department the payment's conditions applied to the suppliers/subcontractors, and to take into account the differences in payment schedules when comparing suppliers and subcontractors bids.
- Performing project cost budget development, monitoring and forecasting; preparation and validation of cost status reports.
- Identifying areas of budget concern and potential impact on project financial performance.
- Managing Project Scope, Schedule and Cost by using Earned Value Management System (EVMS).
- Financial Risk Analysis
- Providing schedules of incomes and expenses by month and by currency, for all the duration of the project. (Cash flow forecasts).
- Issuing Synthesis Monthly Report to company's management. The synthesis report includes following contents: a) Progress rates, Key dates, main events of the period, b) company's expenses such as: man-hours and direct costs, budgets, commitments and total forecast for home office man-hours, site supervision man-hours and home office direct costs. c) Costs summary such as: budgets, commitments and total forecast for the "Technical Cost", by type of expense, provision for risks, industrial margin. d) Financial and accounting status such as invoicing status, bank guarantees.
- Updating total forecast of the final project costs and risks monthly including: Man-hour costs, direct costs, Procurement costs and etc.
- Cost/Accounting reconciliation to insure that the project result forecasted in the cost control reports is consistent with the accounting situation.
- Keeping in control any changes in material supply and scope of works that affect project's incomes and expenses.
- Helping project manager in order to accept or decline the client's claims based on contractual clauses.
- Controlling the project's Bank guarantees or any other guarantees regarding to time validity and balance value.
- Helping in opening documentary letter of credit and controlling it during the project life based on the different clauses of contract.
- Calculating unit price for new items which have been added to scope of work during project life for considering them in Final Difference Calculation,
- Calculating Final Difference Calculation for settlement of contract.
- I have prepared procedures for cost control department and setting-up required excel files for forecasting and controlling incomes, procurement and engineering subcontracts, and direct costs.
- 2) List of My duties and Activities in preparing proposals:
- Reviewing the commercial part of the ITB to find deviations based on company's policy.
- Specifying the clauses that will affect the project's expenses and report them to proposal manager for considering in prices or transferring to other parties.
- Specifying the proposal risks and suggesting ways to cover them.
- Specifying the terms of payments and means of payment
- Participating in a meeting with client to discuss about commercial deviations.
