OBJECTIVE:
A Security Management position in a discerning oil and gas company where security challenges of the Niger Delta is treated as a business critical issue; where a strong background in security risk management (coupled with background in intelligence and strong network with Government Security authorities) is required to mitigate risks and proactively protect own staff and material assets.

CAREER SUMMARY
A seasoned and results oriented Security Manger with 20+ years of experience in Government and Oil and Gas industry, 15 of which was in the Shell Petroleum Development Company of Nigeria. Strong field experience in Security Operations, strategic planning, risk surveys and assessment, cost control, investigations and intelligence gathering. My experience and training in Shell has given me strong Team building skills, problem solving and excellent organizational skills, and has sharpened my Management capability in HSE management, crisis and disaster management, Kidnap and ransom management, Counter Terrorism, Business Continuity Planning, and Investigations.

KEY HIGHLIGHTS

- Introduced vigorous and cost effective anti-bunkering measures that successfully reduced volume of crude oil stolen from SPDC from about 35,000 barrels/day to less than 8,000 barrels per day.
- Created and directed a security programme for full resumption of hydrocarbon production in the then crisis affected zone in the West.
- Successfully implemented required security standards for the ISPS certification of Forcados Terminal and the ancillary port facilities. Has consistently maintained recertification for all SPDC port facilities.
- A key player and participant in the Divisional crisis management team which managed the Warri crisis of 2006-2007. Advised senior managers on loss prevention, risk mitigation and physical security issues impacting the bottom line.
- A key player and member of the Kidnap and Ransom management team that managed the process for the release of hostages kidnapped from Shell's contractor field operations.
- Effectively combined internal and external resources to prevent the residential and industrial areas from armed and militant attacks/.hostage release process.
- Developed, implemented and advised senior management and key contractors on kidnap reduction measures.
- Researched and authored the first SPDC Security Management Manual, the first in the Shell group
- Researched and authored operational manuals and procedures to insure best practices in the areas of security, access control, personnel safety, emergency response and loss prevention.
- Recovered through several undercover operations six (6) Christmas tress (oil well heads) stolen from SPDC's field during the 2003 crisis
- Initiated the design and implementation of CCTV in the senior management floor to improve access control and security of VIPs.
- Conducted physical audits of facilities based on developed standards, and provided improvement recommendations.
- Managed security budgets and negotiated service provider contracts to insure quality of delivery, service, and reporting.
- Recruited and supervised in house contracted security staff.
- Coordinated the recruitment and training of SPDC spy Police
- Promoted and maintained relationships with federal Security agencies in the three states of Delta, Bayelsa and Edo states.

PROFESSIONAL EXPERIENCE

SECURITY OPERATIONS MANAGER, SPDC WARRI 2004 – 2008

Appointed Security Operations Manager, Warri, (later renamed Head Security Operations) in April, 2004 and functioned in that capacity till end September, 2008. In that capacity, I was responsible for the following:-
- The Security of SPDC's assets and projects in Delta State and parts of Bayelsa, Edo and Ondo states.
- Identified threats, developed and implemented cost effective mitigation measures to enhance the bottom line and ensure safety of personnel.
- Provided leadership for and chaired the meetings of the Warri branch of the oil industry security sub-committee meetings (OPCC)
- Held primary responsibility for security operations of all assigned Government security personnel (+1,500 JTF +500 Spy Police and 12 SPDC pensionable security staff ) deployed in the Area of Operations.
- Responsible for Security of residential areas of over 600 personnel (expats and locals) and the industrial areas of 3,500+ personnel and Oil Field containing 3,000 active wells.
- Responsible for a $12 million per year budget
- Responsible for the safe operations of all Government Security personnel deployed in SPDC's areas of operations.
- Responsible for the deployment and supervision of vehicles and marine equipment deployed for the effective operations and HSE of Government troops.
- Responsible for the development and implementation of VIP protection for visiting and in-country VIPs.
- Developed and maintained liaison with Police, Army, Navy and other Government Security agencies on behalf of SPDC.
- Delivered value adding services security services in support of rig operations in the West.
- Supervised the investigation unit of SPDC West.

HEAD SECURITY PLANNING AND STRATEGY (SPDC, EAST) 2003 to April 2004

Promoted to plan and develop Security processes and procedures, Security performance measurement, business and activity plans and intelligence gathering. Was also responsible for security audits and performance improvement measures. Briefly held oversight function on the intelligence and investigation team.

- Achieved significant cost savings (over $60,000) through in-house training of internal investigation and intelligence team.
- Saved over $200,000 in less than 12 months through investigation and loss recovery measures.
- Developed annual and project security plans, manuals and procedures to improve security management.
- Participated in the project team that developed and designed new access control measures in the East
- Received "Security Manager of the Month" award for security contributions.
- Participated in the project team that developed the Security Risk Exposure Matrix, SREM – a locally developed risk assessment tool for decision making.
- Participated in the multidisciplinary project team that supervised the transition of Shell's offshore platform, EA from project phase to operations phase.

AREA SECURITY ADVISER, SPDC EAST, 1993 to December 2003
Appointed Security Adviser in SPDC in September, 1993 and functioned variously as Adviser in charge different SPDC land and swamp locations in the Eastern Division of SPDC. In this capacity, I was responsible for:
- Threat identification and implementation of mitigation measures
- Managing and supervision of e access control measures in own asset area being supported
- Delivery of security services in support of production and rig activities
- Advised Asset Manager on the most cost effective security measures
- Provision of Security advisory services for staff and contractors
- Participation in investigation of security incidents in asset areas being covered.
- A key achievement in that capacity was the successful mitigation of several threats against Bonny Terminal.

STATE SECURITY SERVICES, 1982 to August, 1993 (10yrs)

Recruited in 1982 as an intelligence operative, rose through the ranks and later upgraded to an officer after 8 years of undercover operations at the University of Benin from where I obtained a Bachelor's Degree, BSc. Responsible at different periods for \Counter espionage operations, VIP protection and special investigation involving sabotage. Key highlights include:-
- Successful undercover operations that mitigated several economic crimes against the Nigerian State
- Management and Prevention of students crisis at the University of Benin and Edo State University
- Security Protection for visiting Government VIPs to the then Bendel State Government
- Management and prevention of labour crisis in then Bendel State.
