This was done to reflect the changing project SCM demands. Supervised day-to-day SCM activities. Major contracts progressed during this period included:
* tender and award of supply agreement for CRA linepipe.
* tender for DSS and CRA ball valve supply agreement.
* preliminary contracting strategy for Cat 1 contract for 2007-2009 (offshore installation of pipelines and structures).
* Tenders and award of various packages for E11 Hub, B12, G7, M3S and CL Rejuvenation projects (Sarawak gas projects).
May-03 to May-05: SCM Lead: E11 Hub Project

Involved in all aspects of contracting and procurement for the project from post-FDP starting in mid-2002. The work involves development of 4 new platforms, a compression module and 62 km of pipelines (16" to 30"). Estimated cost RM 2,300m. Involved in the development of overall contracting strategy and preliminary project scheduling. The SCM work was executed through 5 design contracts, 8 fabrication contracts and about 40 procurement packages for Company supplied items. Scheduled all the SCM activities and prepared SCM manpower plan and recruited 7 additional SCM personnel to make up a team of 11 for Miri-based work. In addition, planned and recruited 4 quantity surveyors for the Shell fabrication site team for post-award contract management. Prepared tender plan and tender documents for some of the design and fabrication packages and carried out the tender evaluation and award. For the others, supervised the work carried out by the other SCM members. All the structures were installed by the planned dates.

E11K-A Compression Project: Contracts Executive for the project from conceptual design to completion. Involved in development of overall project contracting strategy, design contracts and fabrication contracts (EPC). Selection and scheduling of Company supplied items. The project involved the installation of a new compression platform linked to an existing complex and major modifications and tie-ins. Estimated project cost: RM 350m.
Others: Tender Holder for line pipe coating contract (3-year umbrella contract). Company focal point for fabrication yard loading.
Mar-93 to Sep-01: Contracts Executive

F6K-A Compression Project: Contracts Executive for the project for the post-award stage. Involved in administering the fabrication contracts (jacket: tradition and topsides: EPC). The project involved the installation of a new compression platform linked to an existing complex and major modifications and tie-ins. Estimated project cost: RM 300m.
Offshore Construction: Contract administration for offshore hook-up, commissioning and maintenance works involving 3 separate contracts on day-rate basis.
Bintulu Onshore Facilities: Involved in the preparations for the arbitration hearings for this contract (SSB vs PEF JV), review of the award reports and preparation of the post implementation report for this project. Prepared lessons learnt and presented it to the Management and to the key contract holders and tender holders in the Company.
Kinabalu Project: Preparation of tender documents for fabrication of KNDP-A Integrated Drilling / Production Topsides (2,500 MT) and Substructures (1,200 MT) based on bills of approximate quantities and conceptual drawings. Reviewed work done by Quantity Surveyors, such as measurement preambles, schedules of rates and bills of approximate quantities. Reviewed SSB's standard contract terms and revised them to produce (a) a "design & build" and (b) an "alliance" contract for the topsides. Prepared cost estimates and carried out technical and commercial evaluation.
MLNG-2 Project: Involved in tender evaluation, pre-award clarifications, finalisation of contract price and terms and preparation of contract documents for offshore fabrication contracts. Post-contract administration involving guidance to site teams on all contract and commercial matters, review of change orders, claims and disputes (including the negotiation and resolution of same), monthly cost reports, compliance with Company and Petronas procedures, including getting necessary approvals for 4 jackets (2,200 to 8,500 MT), 3 drilling/riser topsides (1,200 to 2,300 MT) and 2 living quarters (80-man each). Tenders were based on conceptual drawings, bills of approximate quantities and schedules of rates. Contracts were based on lump sums calculated from Approved For Construction drawings with schedule of rates for variations. Estimated contract value: RM 400m.
D35 Project: Finalise change orders, resolve claims and disputes and obtain outstanding approvals for 2 topsides fabrication contracts with a total estimated cost of RM 110m.
Others: Contracts and related commercial & administrative work in the Company's Offshore Fabrication Dept. such as fabrication yard information, capacity, fabrication cost data, etc.
May-90 to Feb-93 Site Quantity Surveyor (Pasir Gudang, Johore)

Fabrication contracts: Contract administration and quantity surveying work on fabrication contracts at AYE and MSE yards at Pasir Gudang (base - full time), SSE yard at Teluk Ramunia (part time - 6 months), PSC yard at Pulau Jerejak (part time - 1 year). Work involved monthly progress payments, evaluation of variations, settlement of claims and disputes and measurement & pricing of unit rate contracts involving mostly jackets and topsides less than 1,500 MT.
Pipe coating contracts: Post-contract administration of pipe coating contracts with 2-pipe coating yards in Kuantan, Pahang. Work involved measurement and valuation of pipe coating work, monthly progress payments, and settlement of contractual issues.
Others: Data collection and setting up of system for assessing yard fabrication capacity. Technical evaluation of fabrication bid submissions for D35 project tenders at Company's head office in Miri, Sarawak.

Greater Ipoh Water Supply Project: Detailed review of tender drawings, specifications, measurement preambles and bills of quantities for 3 major RC reservoirs and 60km of water mains (600mm to 1,300mm diameter) and tender evaluation. The work was executed by subcontractors, with Bovis acting as Management Contractors using a modified version of the ICE Form of Subcontract under a privatisation scheme. Other duties involved post-contract administration of the subcontracts and identification of variations from the main concession agreement and costing of same.

Sungai Selangor Water Supply - Phase 1 - Kelang Package: Preparation of contract documents with special reference to measurement clauses, take-off and preparation of bills of quantities and cost estimates. The works included approximately 48km of steel water mains (900 – 1,550 mm diameter), 4 RC reservoirs (23 – 46 ML), a pump station and staff quarters. Estimated contract value: RM 140m. Contract based on PWD Form 203A (10/83).
Seremban Sewerage Scheme: Detailed review of drawings and specifications, preparation of tender documents, including measurement preambles, bills of quantities & cost estimates and tender evaluation for 60km of sewers 150 - 1,650 mm diameter, a pumping station and treatment plant. Review of pipeline materials selection and costing for use of HDPE spiral pipe sewers in lieu of RC pipes. Prepared detailed drawings for inverted siphons and related structures. Estimated construction cost: RM 60m. Contract based on PWD Form 203A (10/83).

Gadong Police HQ Sewerage, Brunei: Site administration and quantity surveying for a B$ 3.8m project involving sewers, pump stations and extensions to an existing treatment plant. Preparation and successful resolution of claims based on artificial obstructions, unforeseen difficulties and changed conditions. Final contract sum B$ 4.1m. Contract was based on FIDIC Civil Form (2nd Ed).
Fibreglass Fabrication: Preparation of shop drawings and supervision of fabrication and installation of structural steel framing and fibreglass cladding to domes for 3 mosques in Brunei involving a total area of approximately 750 sq.m.

Asean Bintulu Fertiliser Plant: Civil Works: Initially engaged as Quantity Surveyor and involved in the successful tender preparation for the subcontract (RM 18m) in Bintulu, Sarawak and in Nov-83 assumed the role of Site Manager for this contract, which covered the construction of heavy equipment foundations and platforms, drainage and sewerage, roads and fencing. Duties included administration, scheduling, costing, monthly invoicing and payments to subcontractors.
May-81 to Apr-83 Senior Quantity Surveying Technician
Stanley Consultants, Inc. (Bintulu, Sarawak)
Bintulu Deepwater Project: In charge of post-contract administration of Contract No 5: Building & Utilities for the Port (RM 43m). The work included all the onshore facilities, including the main administration building, 2 transit sheds (5,000 sq.m. each), 3 storage godowns (1,800 sq.m. each) 3 electrical sub-stations, 3 pump stations, a storage reservoir and various other buildings and facilities covering approximately 5,000 sq.m. on a 15 hectare site. Duties included measurement of the works, monthly progress reports, checking of progress payments and claims. Also assisted the Resident Engineer (RE) in general administration, checking of shop drawings and redesign of drainage, sewerage and utilities layout. During the later half of the contract, assumed the duties of the RE for this contract (under the guidance of the Chief Resident Engineer). Prepared the Engineer's report on claims (RM13.6m - settled for RM 0.6m). Involved in negotiating a 3-month acceleration (without additional cost) to the contract schedule so that the port can be made operational earlier than planned so that the first shipment of LNG can go out in Jan-83. Contract based on FIDIC Civil Form (3rd Edition).
Jan-72 to Apr-81 Malaysia International Consultants Sdn Bhd (MINCO) (Kuala Lumpur)
Butterworth / Bukit Mertajam Sewerage Project: Chief Draughtsman for project involving 50km of sewers and pumping mains, 7 pump stations and 3 treatment plants. Also prepared the detailed layouts for pump stations and treatment plants and bills of quantities for same.
Sri Lanka Sewerage Project: On secondment to Engineering-Science, Inc. (US) as Chief Draughtsman for the project which covered several towns in South West Sri Lanka, including Colombo. The project involved approximately 180km of sewers and pumping mains, 26 pump stations and 4 ocean outfalls. Responsible for supervising all draughting work and preparation of bills of quantities for construction of pump stations. Estimated contract value: RM250m.
Greater Colombo Water Supply Project: On secondment to Engineering-Science, Inc. (US) as Chief Draughtsman for the project, which involved raw water intakes, pump stations, storage reservoirs, treatment plants and trunk mains. Also involved in quantity surveying and preparation of bills of quantities of the works, which was divided into 7 packages. Estimated costs: RM 70m.
Kainji Lake Basin Irrigation Project: Chief Draughtsman in charge of master plan for the overall project and tender drawings for dams, irrigation systems, roads, drainage and related facilities for an extensive agricultural development project in Nigeria. Also involved in quantity surveying for major structures.
Kuala Lumpur Sewerage Project: Senior Draughtsman in charge of drawings and bills of quantities for treatment plants and pump stations. Estimated costs: RM 45m.
Kuala Lumpur Flood Mitigation Scheme: The work involved relocation of existing trunk sewers affected by river improvements works. As Senior Draughtsman, was involved in field investigation and data collection, checking of existing utilities, construction activities in progress and planned improvements in the commercial centre for the appropriate location of 2 major inverted siphons. Preparation of tender drawings, bar bending schedules and bills of quantities.
1972 – 1977: Draughtsman involved in preparation of civil / structural drawings, bar bending schedules, survey computation and plotting and taking-off quantities for various civil engineering works.
