Over 25 years Project and Engineering Management experience in Onshore & Offshore Oil and Gas international contracting industry with specific emphasis on execution of EPC contracts.
Provided Engineering management and direction over more than 15 FEED and EPC contracts worldwide including the programme management of a 6-year alliance contract between 3 Contractors and Client. This contract focused on establishing significant EPC modifications and module fabrication, turn-around planning and measures to increase the availability of 23 production platforms in the North Sea.
Managed and executed various design verification tasks to ensure compliance with project specifications and client expectations.
From 1999 – 2006 involved in senior engineering management positions related to Russian Oil and Gas development projects. (ExxonMobil, SPD and Sakhalin Energy Investment Company, Tambeyneftegas, Shell E&P)
Other areas of work include UK, The Netherlands, France, Eastern Europe, North Africa, Canada and USA, Middle East and Far East.

Engineering Manager: Jan 2008 – present
OMV/Petrom: Romania - Bucharest
Responsibilities include the timely completion of FEED Contracts currently being executed by 4 different Engineering Contractors as well as the finalization of EPCm Contracts associated with an extensive investment program for their Petrobrazi refinery near Ploiesti – Romania; this program is called "Vision 2010" which will increase the capacity of the existing crude distillation unit and the degree of overall plant utilization. It includes the design and construction of Romania's first hydro cracker unit along with a hydrogen plant. The hydro cracker and hydrogen plant are considered grassroots plants in this program, while a substantial portion of this program is allocated to revamping existing units.
Much emphasis is being placed on the successful completion of cost effective designs covering these grassroots and brown field modification projects in accordance with Company norms and standards, Contract specifications, Romanian regulatory and Safety requirements, all within approved time schedules and control budgets. Extensive HAZID/ENVID and HAZOP studies have been carried out. Part of the responsibilities also includes the provision of leadership to support functional managers in areas such as Process Safety, QA, Interface Management, Project Controls, Data Management, Change and Deviation Control as well as Risk Management. In this capacity, the reporting line is to an Executive Operating Board.
Of specific interest is the successful introduction, rollout and implementation of a 3-tier technical decision-making process reflecting a risk based approach and assurance of Company policies and strategies.
Also, much emphasis is being placed on the establishment of a cost effective construction and logistics strategy whereby risks, constraints, safe working levels and capacities were taken into account. Many constructability reviews took place to ensure compliance and verify do-ability for flawless installation, commissioning and start-up.
Technical Integrity Manager: (April 2004 – Dec 2007) Shell E&P International Ltd.
Shell E&P: Middle East – Dubai:
Responsibilities included the establishment of Asset and Technical Integrity assurance strategy and execution plans for wells, pipelines and facilities in Operating Units as well as selected (mega) Projects undertaken by Company or joint venture in the Middle East. In addition, guidance and direction was provided regarding the establishment and safeguarding of technical integrity to other regions.
Conducted compliance audits to verify meeting pre-set acceptance criteria and provide input to establishing Asset and technical integrity improvement programmes.
(Assigned to the Sakhalin II Phase 2 Development Project of Sakhalin Energy Investment Company – SEIC in Yuzhno Sakhalinsk – Russia)
Responsible for the development and implementation of an overarching Engineering Management System Framework, Business and Execution Plans associated with the alignment of approximately 10 stand-alone projects intended to integrate into one new asset by 2008. This new asset consists of two concrete gravity based production and drilling platforms, a 200.000 bopd onshore processing facility, a large (10mtpa) LNG facility and Oil Export Terminal with a tanker loading unit. (The development costs of this project are currently estimated at 20 Billion USD with a start up date scheduled for mid 2008).
In addition, responsibilities include the management of design and construction integrity verification of all standalone projects to achieve a high level of (ready for operation) confidence and to ensure technical integrity consistency across the project.
Also, as a member of a small "cost recovery task force" engaged in the identification, justification and defense of cost overruns (approximately 10 billion USD) and schedule delays towards shareholders and Russian regulatory agencies.
Engineering Manager (February 2004 – June 2004) Sandwell Engineering, Houston, USA
Managed the conceptual design and construction scenarios, schedules and estimates for a large concrete gravity based LNG production and berthing facility (approx. 10 million tons per annum) for potential operation in North Siberia, Russia.
The work served as input to a feasibility study establishing the do-ability, identification of risks and extent of funding needed for this development. Particular emphasis was placed on the harsh climate conditions, permafrost and limited weather windows for shipment and installation.
Also operations and maintenance aspects of the facility were taken into the design concepts as well as compliance to Russian regulations.
Engineering Manager (2003 – Jan 2004) Tri Ocean Engineering Ltd., Calgary, Alberta
West Salym Development Project (Client: Salym Petroleum Development Company - Russia)
Responsible for establishing FEED documents to support the verification of project funding proposals and schedule do-ability and security.
FEED documents included Basis for Design, P and ID's, HAZOP reviews, requisitions and PO's for Long Lead items, EPC schedules and capital cost estimates, execution plans for a 120,000 BOPD production facility, gathering and export pipelines, approx. 130 km infield and main access roads, process and non-process buildings and other infrastructure related facilities to support sustained development policies.
Provision of surveys to support the development of engineering data for production facilities and pipe line routings
Development of Technological Schema and basis for the overall project TEO-C.
Execution of Technical Assignments to support early drilling activities and site development prior to TEO-C approvals.
Provision of field engineering support for road construction activities.
Responsibility included the management of work carried out in multiple offices located in Calgary (Canada), Tyumen (West Siberia) and Moscow. The total level of effort was in the order of 175.000 man-hours over a period of 9 months.
Project Engineering - Director (2001 – 2003) ABB Lummus Global, Inc., Houston, Texas
Sakhalin 1 Development Project (Client: ExxonMobil)
Responsible for the completion of FEED activities associated with five production areas (two onshore production facilities and three wellsites) as well as infrastructure related projects including an 800 meter bridge, temporary jetty and waste handling facilities. Responsibilities included the direction of 100+ engineers and designers, estimators and planners as well as compliance with Russian Technical and Regulatory Requirements (including the establishment of the project TEO-C)
Much emphasis was placed on constructability, operability, logistics and contracting approach in view of harsh climate and significant seismic conditions, limited infrastructure and unique environment.
The work was advanced into detailed design and transitioned to a high value-engineering center in Moscow, Russia.
Prior to the onshore FEED activities, responsibilities included the management and direction of an integrated FEED team (100 persons) mobilized to develop conceptual designs for world class drilling facilities to suit an existing drilling rig (Orlan). In addition, construction methodologies were developed to ensure an efficient execution taking into account the needs for maximum Russian Content. In addition, EPC schedules and cost estimates were developed to support the owners in establishing project funding.
The FEED team developed ITT Packages for the drilling facilities and modifications pertaining to the Orlan drill rig. Also long lead equipment items were defined to a point whereby purchase orders could be placed.
Manager of Projects (Assigned to an EPCM – Alliance) (1999 – 2001) Tri Ocean Engineering Ltd., Calgary, Alberta. Client: Shell Canada Limited.
Establishment of the execution and mobilization approach for the FEED of a world class drilling facility destined for use on a modified platform to be refurbished and installed offshore Sakhalin Island at the east coast of Russia.
Accountable for the successful implementation of well-site facilities, pipeline and plant modification projects for a Canadian Oil and Gas Operator. Responsibilities included meeting objectives and targets established in the Operator's Business Plan.
Main activities related to definition of scope of work through early involvement with Development and Operations, developing Alliance execution plans, estimates and mobilization of project teams.
Much emphasis was placed on project management and control to meet Client expectation. In addition, project risk management was employed to comply with stringent QHSE targets and to manage critical success factors by measuring key performance indicators. Continuous improvement plans were frequently reviewed to verify overall performance of the Alliance.
Program Director (1994 – 1999) ABB Lummus Global, (EPCM - Alliance with North Sea Operator). Client: Joint Venture between ExxonMobil and Shell.
Program Director for EPC Consortium (MESCO) - Providing integrated services to a leading international Offshore Oil and Gas Operator. (MESCO is the abbreviation for Maintenance, Engineering, Services and Construction). Duties were:
Responsible for engineering, work and turn-around planning, modifications and maintenance activities associated with 23 offshore oil and gas production platforms and large onshore gas treatment facility operated by NAM (a Shell/ ExxonMobil joint company.)
Established a multi-discipline organization in an alliance (open book) contract environment (approx. 200 engineers, 50 work planners, and 250 direct labor) with emphasis on compensation through performance/incentives by meeting pre-set key performance indicators and targets.
Responsibility included the establishment, monitoring and control of yearly engineering and construction (modification and maintenance) program (approx. 800.000 man-hours) and associated budgets (over 500 Million Euros), work schedules and meeting stringent HSEW & QA targets.
Managed the implementation of a 25% cost reduction and improvement program through team building, change in culture (from a blame-to a help-culture) and organizational structure (process teams) of the alliance.
Established a Maintenance Engineering task force to support Conceptual and Detail Design teams to ensure compliance with operating and maintenance philosophies as well as Total Cost of Ownership targets (through reliability and risk management).
Development of Maintenance Reference Plans for verification and monitoring asset management goals and targets.

Subsequent direction and staffing and control of that office.
Program Manager for developing conceptual design studies and construction scenarios associated with field developments for Hibernia, Terra Nova and Amauligak. Work included establishment of conceptual designs related to floating production systems on semi submersible vessels and tanker configurations as well as concrete gravity based and steel jacketed production facilities.
Engineering Manager (1979 – 1983) Hollandse Construction Group. The Netherlands
Member of management team responsible for execution of EPC contracts associated with multi-discipline oil and gas production facilities. This work included the engineering and construction of 15 production and utility modules as well as integrated deck structures for offshore production platforms.
Responsibility included subcontracting of steel structures to pre-selected Dutch companies.
Established FEED and ITT packages for an underground gas storage system in Czechoslovakia.

Responsible for design, engineering, planning and timely delivery of compressor systems including ancillary equipment for a variety of European oil companies.
