Quantity Surveyor - Overseas Projects
Based in Chiyoda Corporation Yokohama Head Office working in the Construction Department. I report to Construction Department General & Deputy General Managers and working in the Bid preparation team for a number of LNG Projects in various locations but particularly the Middle East. Main duties are to monitor all Subcontractor Change Orders issued and any potential claims for all Packages for Qatar Gas 3 & 4 Project. Duties comprise the monitoring and checking of all Change Orders, advice related to claims from Subcontractors to insure they are prepared and valued in line with the Subcontract Procedures and the Subcontract Terms and Conditions.
Other Main duties comprise the Drafting of Special Terms and Conditions incorporating specific Project Requirements which are issued to bidders during the Main EPC Bid Stage. The Projects are for main Clients in conjunction with a number of the major oil companies such as Shell and ExxonMobil.
Seconded to Qatar Site Project CTJV Qatar Gas 3 & 4 for 3 months to assist Project Site Manager kick off Project Site Team work as Temporary Subcontracts Manager. Set up the payment process and general contract administration process for the Main Subcontracts for Qatar Gas Trains 3 & 4. Main Packages comprise Temporary Site Facilities, Site Preparation and early earthworks works in the process area including Process Area and SRU Packages. Report directly to Site Manager and Deputy Site Manager.
Following the completion of the initial Contract Administration set up the on going works were handed over to the full time Subcontract Manager and I returned to Yokohama where I assisted in the preparation of the Singapore Parallel Train Project bid and a number of other bids. My duties comprise calling tenders for a number of packages and follow up with clarifications and qualifications to potential subcontractors' bids. The Tender submission was December 2006.
I was requested to assist in Yokohama the Project Team on the QPG Project and my duties were to set up the risk mitigation measures and draft contractual correspondence for the EPC Contract for the Feed Gas Preparation (FGP) Project between Qatar Shell and Chiyoda Hyundai Consortium. Main role was to set up the Change in the Work Procedures and follow up with all potential changes by issuing relevant notices to the Company for additional cost and time.
Other duties comprise the continual monitoring of costs in particular the escalation for construction materials, costs and potential sources of labour and any other risks to be considered in the inclusion of Risks Management for future bids.

Following the successful award of two major Projects overseas I was employed by UEM on their overseas work in Qatar and part of my responsibility was to pursue other opportunities in the Region. From March 2004 I have been solely responsible for all pricing of overseas Projects in Qatar, Bahrain, Dubai and one Project in Angola. My main role has been to identify potential Projects, Business Development and prepare and submit proposals for all Tenders in the Gulf Region. The Tenders have ranged from Housing, infrastructure and civil Projects and a number of Tower blocks. The estimated range of Tenders quoted range from US$ 38 million to US$ 390 million. I was solely responsible for the pricing of the Palm Jumeriah Monorail Project and the New Doha International Airport roads & Bridges Package along with a number of Towers in both Dubai and Doha Qatar.

My duties were to provide post contract QS services for Siemens Dai Dan Consortium on the MEP and Special Systems for the new International Terminal 3 at the Ninoy International Airport in Manila, Philippines. The contract sum amounts to US$ 130 million and consists of two contracts, on and off shore. The condition of contract was the clients' own form which is based on FIDIC. The scope of our service was to provide post contract administration, valuations and the agreement of variations and claims control. The works on site comprises the mechanical, electrical and plumbing, all special systems comprising elevators, walkways, escalators, airfield lighting, and fuel hydrant system, passenger loading bridges, baggage handling system and the BMS/security systems.
Nov 1999-July 2000 FREELANCE WORK,
On returning from working in the Caribbean, I decided to form a limited company and carry out freelance work in the South East. I had two clients and was successful in providing post contract services for 10 projects as follows:
Maidstone Buildings, Borough High Street, London SE comprising 52 apartments and retail area, contract sum £ 7.8 million.
My second client was an Electrical contractor with several projects for Waitrose. My duties were to provide post contract QS services for the Electrical installation at nine Waitrose stores located in the South East. The value of each project ranged from £ 300 - 600,000. I was responsible for providing all QS services for this Electrical contractor from preparation of bids to post contract administration for mainly retail projects and store fit out.
During this time I was responsible for maintaining my workload, fee invoicing, submitting proposals and maintaining the company books for the yearly tax audit.

I was based in the British Virgin Islands on a short-term contract for a period of 7 months. I was involved in providing a wide range of surveying services from land and residential valuations to preparing claims for contractors.
One of the several projects I was responsible for was traditional quantity surveying services for a client in Antigua. My duties comprised cost planning and preparation of tender documentation for his Private house, the construction cost estimated at a value of US$ 1,500,000.
I was seconded to one of the major contractors in Antigua to assist with the preparation of claim for a completed office development and I was to carry out checks on tender documents for a Vegetable Market in St Johns, Antigua.
I was responsible for providing contract advice and verifying tender documents for a marina development in Haiti for an American sub-contractor.

Project Surveyor for mixed development for World Youth Foundation at Malaka, general duties comprise preparation of estimates, tender documentation and general post contract administration. Part of my responsibilities was for the preparation of several Turnkey Contract and Tender Documents for various clients particularly in the low cost apartment and housing developments. Undertake several feasibility estimates for a wide range of Project e.g. resorts, hotels, conference centres and exhibition halls, banks and office developments.
Prepare valuations for insurance for Perwaja steel plants located around Malaysia.
