EXPERIENCE
10/05 – 6/09 Worked for Hornbeck Offshore as a Shipyard Representative Project Manager. My responsibilities were to oversee the dry-docking of many tugs, barges and offshore supply vessels. Also I was the project manager on major conversations such as installing upper pilot houses on two 127ft sea going tugs. Was the project manager on a four vessel project reconditioning four thirty year old 124ft sea going tugs (these vessels had been out of service for five years). This was a $37 million project. The project also consisted of installing upper pilot houses on all four vessels.
Other responsibilities were, planning, cost estimates, quality assurance, material take offs, and material ordering, managing and scheduling work for subcontractors, and to assure the work was carried out in compliance with OSHA, ABS, USCG, and all local, state and federal regulations.
While employed by Hornbeck I also had multiple hours of training in NS-5. I created work orders and purchase orders on a daily bases. Attended Port Engineer training in Houston Texas. Trainer was Fisher Maritime.
10/04 – 09/05 Worked for GMD SHIPYARD as a consulting project manager, on various barge and tug boat repairs/conversions.
To date I have managed barge steel repairs up to three hundred thousand pounds of steel and dry docking/conversion on the tug boat GULF SERVICE which includes shaft renewal, propeller renewal with associated bearings, rudder removal/repairs (the normal five year survey). Installation of a new owner furnished upper pilothouse. I'm also responsible for the planning and tracking of other projects being worked in the GMD Brooklyn yard. These jobs include but are limited to just small repair projects to major conversions on barges where the conversion consist of converting barges to carry different products from what they were originally built for.
7/03-12/03 Worked for Ocean Technical Services as a consulting project manager, on a project for Sealion Shipping. We converted a supply vessel to an off shore process plant. Responsibilities were, planning, cost estimates, quality assurance, material take offs, and material ordering, managing and scheduling work for subcontractors, and to assure the work was carried out in compliance with OSHA, ABS, USCG, and all local, state and federal regulations.
2000-2002 NEWCO Marine Inc., LaPorte, Texas
Position – One-third owner, and Vice President of Company. Duties: Estimating / Bidding, Planning, Invoicing, tracking of A/R, A/P, customer relations, contracting, managing and scheduling work for subcontractors, such as but not limited to lead abatement, asbestos abatement, and all other aspects of operating a small topside ship repair business. Other responsibilities were quality assurance, and to assure the work was carried out in compliance with OSHA, ABS, USCG, and all local, state, and federal regulations.
1998-2000 Vulcan Machine & Boiler Works (a division of Smith-Hamm, Inc.), LaPorte, Texas
Position – Superintendent Engineer. Responsibilities include sales, bidding, planning, hiring employees, invoicing, contracting, managing and scheduling work for subcontractors, such as but not limited to lead abatement, asbestos abatement, disposal of oily water, and all other aspects of operating a small topside ship repair business. Other responsibilities were quality assurance, and to assure the work was carried out in compliance with OSHA, ABS, USCG, and all local, state, and federal regulations.
1996-1998 Houston Ship Repair Inc., Channelview, Texas
Starting as a Superintendent in the Orange, Texas division. Responsibilities were bidding of all aspects of ship repair work and the activations/deactivations of MARAD and commercial vessels. Also the planning and carrying out of all types of topside ship repair and ship vessel conversions supervising up to as many as 100 employees and 12 million dollar contracts.
In September, 1997, I was promoted to yard manager of the Orange Division, where I was responsible for all aspects of ship repair work including but not limited to sales, bidding, planning, hiring, invoicing, contracting, managing and scheduling work for subcontractors, such as but not limited to lead abatement, asbestos abatement, disposal of oily water, and monitoring all aspects of operating a small topside ship repair business. Including but limited to Quality assurance, and to assure the work was carried out in compliance with OSHA, ABS, USCG, and all local, state, and federal regulations.
1994-1995 Resident Inspector working under contract with MARAD through ENCON Management.
Serving as Hull Inspector for on site inspection involving the conversion of USNS "Harkness" (4725 lt, 393 feet overall) to the school ship M/V "State of Maine". Responsible for reviewing shipyard's drawings for compliance with hull items, working closely with shipyard personnel, sub-contractors, and regulatory bodies. The Hull Inspector provides technical support to the Construction Representative pertinent to the inspection and testing of all hull construction, and all materials and equipment related to hull and structure work, including materials and equipment associated with welding. Items generally under jurisdiction of the Hull Inspector include, but are not limited to:
. Tank construction, cleaning, and testing.
. Hull and deck structure and parts connected directly with the structural hull and deck of the vessel.
. Ways, launching, rigging, and docking activities and equipment.
. Masts, spars, booms, king posts, stanchions, rails, and container guides and fittings.
. Cargo handling gear, lifeboats, and handling gear, life preservers and storage and accommodation ladders.
. Navigation and running lights (non-electric), towing, mooring anchor gear and equipment.
. Cargo hatches, holds, ceilings, insulation of ventilation duct, cargo spaces.
. All foundations.
. Structural castings and forging, painting, cementing, and bituminous applications.
. The windows, port holes, cargo ports, doors, scuppers, and deck drains.
. Ventilation systems
. Surface preparation and application of coating.
. Inspect the construction and installation of welding aboard vessels, to assure that all welding is in accordance with the specifications, approved drawings and the various requirements of the American Bureau of Shipping, Coast Guard and other regulatory bodies.
. Inspect all joiner materials and installation of same.
. Inspect ladders, gratings and handrails.
. Inspect all furniture and related fittings, and plumbing fixtures.
. Inspect the construction and workmanship to assure that it is in conformance with specifications, approved drawings, and the requirements of recognized standards.
. Maintain a record of unfinished and unsatisfactory work items to assure that such items have been satisfactorily completed, prior to delivery.
. Make recommendations for changes of plans for purposes of securing desirable improvements.
. Maintain a daily inspector's log.
. Monitor all subcontractor work such as but not limited to lead abatement, and asbestos abatement
1988-1994 Century Marine Corporation, Orange, Texas
Held the responsible position of Superintendent supervising two hundred welders, fitters, layout men and helpers. Major projects included the following ocean going vessels, SS "Mount Vernon," SS "Mount Washington," SS "Potomac," SS "Matabala," SS "Gulf Trader," and SS "Saint Petersburg." These projects ranged in value from 1.5 million to 7.8 million dollars and including special hull surveys. The activation/deactivation of all machinery including seatrial of ships. I also served as the company Safety Director for two years.
. Replacement of internal steel in ballast tanks, cargo oil tanks, cargo holds, inner bottoms, side shell and decks in the order of magnitude of 2.5 million pounds.
. Renew steel in cargo hatch covers and proved watertight integrity.
. Removed deck equipment, renewed foundations, replaced machinery, tested anchor windlasses and cargo gear.
. Renewed super structure in way of quarters including joiner work.
. Supervised pre-assembly of major structure prior to erection.
. Responsible for contract review, material take off including equipment, purchase orders, receipt and storage of equipment / materials and erection of equipment on board vessel, and managing and scheduling work for subcontractors including but not limited to lead abatement, and asbestos abatement.
. Responsible for Quality assurance and to assure the work be carried out in accordance with OSHA, ABS, USCG, and all other local, state, and federal regulations.
1973-1988 Bethlehem Steel Corporation, Beaumont, Texas
Held the responsible positions of Shipfitter, Layer out, Quarterman, and Hull Supervisor. Upon completion of apprenticeship program, worked as ship fitter in fabrication shop on all major steel assemblies for jack-up drilling rigs and ships under repair. In 1980 Promoted to Quarterman and in 1986 I was promoted to ship superintendent, for steel erection and outfitting on ways, outfitting at berths, and erection and outfitting dry docks. During this period supervised up to 200 ship fitters, welders, layerout and helpers. During this tenure was involved in the following projects.
. Several 100' to 250' jack-up drilling rigs.
. Two (2) Maersk "E" class vessels to T-AKK Maritime prepositioning vessels, which included construction of new mid-bodies (151' x 90' x 156'), construction of three twin tandem cargo cranes and container support structure. Also included was fabrication of two quarter's packages completely outfitted for 100 personnel.
. Construction of 9000 L.T. container barge including installation of container fittings and two 40-ton cranes.
Over a period of approximately (6) years supervised many offshore repair projects.
As a Shipfitter Supervisor, my major functions were as follows:
. Establish and certify welding procedures and welding sequence with ABS.
. Develop butt preparation sketches for fabrication ship and field erection in accordance with approved procedures.
. Develop a Q.A. plan with Q.A. Department for proper welding preparation, rod selection and NDT inspection.
. Develop dimensional control plan for sub-assemblies with Q.A. Department.
. Inspect structural fabrications and call out inspection (including hydro and air test) by ABS and Coast Guard.
. Make up deficiency lists and make sure all this work is put in hand.
. Record all inspections and have proper sign offs by regulatory bodies.
. Review all NDT inspections to make sure all fittings and welding comply with ABS and USCG standards.
. Check plate and assembly sandblast and also application of coating system.
. Inspect joiner work in sub assemblies and main assemblies and call out inspection.
. Make recommendations in improvements in fitting and welding preparations for subassembly, erection and final assembly to improve efficiency and minimize production hours.
. Responsible for material take off, ordering and placement on job site.
. Hull Surveyor for ship repair contracts including material take offs, and estimates.
. Ship Superintendent on major structural steel and machinery repair contracts in plant and offshore.
