SUMMARY OF EXPERIENCE:
I was trained in the Oil&Gas industry as a Gas and LNG Process Engineer with 15 years of experience on Gas Compresion, Transmission and LNG Extraction and Production Plants. Experience managing shutdown and startup of LNG plants, commissioning LNG projects and also field supervison. HAZOP team participation on LNG project plants and supervising operation and maintenance groups of LNG extraction and production plants. Evaluate process simulation program HYSYS, PROCESS results on Gas Plants for trubleshooting. All the operation, maintenance, construction and commissioning experience in gas processing as well as the HSE and PSM experience has been gained and developed at the offshore and onshore facilities at Lake Maracaibo and on land at Petroleos de Venezuela Oil Company in the Venezuela Western and Eastern Districts.

Natural Gas and LNG Plant Maintenance, Operations, Design, Construction and Commissioning.
Broad knowledge and experience in process design, safety in design, gas treating, plant trobleshooting, operations, maintenance, construction, Knowledge of API, ASME, ANSI and other international codes and standards. Design, implementation and supervision of Mechanical Integrity and Direct Assessment. Commissioning of new LNG Plant. Coordination of upstream and downstream operations and optimization of processes, focused on maximizing asset production capacity and productivity.

Broad knowledge and experience in performance tests and operation of gas compressors, aircraft and industrial gas turbines manufactured by Cooper Bessemer, Nuevo Pignone, General Electric, Rolls Royce, Dresser, Clark, York, including turboexpanders and water injection facilities. Working experience with performance, operation and maintenance of LNG extraction and production plants, deep dehydration units with molecular sieves and dehydration with TEG and monoethylene glycol, compression, expansion and turboexpansion process, deethanizer, depropanizer, debutanizer, absorbers, furnaces, boilers, LNG pressurize farm tanks and pipelines operation and distribution, LNG pipelines pigging, LNG refrigeration farm tanks handling and shipping, and all process equipment like heat exchangers, chillers, control valves, scrubbers, absorbers and separators. Coordinate planning or emergency plant shutdown and startup and commissioning of new and overhauled facilities.
HSE and PSM Programs Implementation.
Coordinate with multidiciplinary teams Implementation of Health, Safety and Environment as well as Process Safety Management (OSHA 29 CFR 1910.119) programs. Implementation and evaluation and auditing of Management of Chance procedures, Pre-start up safety reviews, Emergency planning and response procedures and Safe Work practices, etc. Hot/Cold work permitting and training.
Operational Procedures Draw Up and Implementation.
Procedures draw up and implementation for routine operational tasks as well for high-risk jobs including steps for each operating phase, operating limits, safety and health considerations and safety systems and their functions. O&M procedures for ISO 9002/14001 Compliance.
Accident / Incident Investigation
Prompt and thorough investigation of accidents and incidents. Determination of direct, indirect and basic causes as well as recommendations.
Process Hazard Analysis
Process Hazard Analysis cooperation(What if, Check list, Hazop, etc) for new and existing facilities in order to identify weaknesses associated with the design and/or operation of a process that could lead to undesirable consequences.
Plant Turnaround and Construction Planning and Execution
Coordinate planning and execution of overhauls and revamps for existing facilities through direct project management and field supervision. Project Management for construction of new facilities. Implementation of static and dynamic protocols for start up and commissioning of new and overhauled facilities.
Plant Process Engineer
Performance test of injection water pumps. Basic specification for LNG pipelines, flowmeter. Valve selection for gas, LPG and water services. Piping specification for gas and water services.Performance test of gas compression plants and miniplants.
Performance test of LPG plants. Gas pipelines and vessels specifications.Plant shutdown assistance for pipelines modifications. Ethane, propane, and butane pipelines shutdown and startup procedures. Operation procedures for flare Tip smokeless instalation. Gas Balance for compresion plant before, during and after shutdown. Managed a position responsible for coordinating PDVSA-GAS´s budget control and approval for maintanance department, resulting in profit maintenance indexes of LNG San Joaquin Extraction Plant (design capacity: 1040 MMSCFD and 48 KBPD LNG production), compare with the last ones were: Backlog reduced in 2 weaks, planning superseded 4%, prevention superseded in 1%. With this improvement we found an operation availability of 93%, reducing non-planning shutdown plant during this period.

Managed a position responsible for coordinating PDVSA-GAS´s budget control and approval for operation group, resulting in profit operational indexes of LNG San Joaquin Extraction Plant (design capacity: 1040 MMSCFD and 48 KBPD LNG production):
LGN production:38.6 KBPD, Cost: 0.98 $/Barrel. Coordinated 400 training hours of 21 operator, 3 operational incidents analysed, two were glycol reboiler failure on trains A and B, and the last was liquid in gas supply from gas field.
LNG San Joaquin Extraction Plant Operation Supervisor
Petroleos de Venezuela GAS DIVISION, EASTERN ANZOATEGUI - VENEZUELA Mar 2000- Oct 2001
Managed all phases of the day-to-day operation, safety for all related equipment and personnel of a 1040 MMSCFD onshore natural gas LNG San Joaquin extraction plant consisting of two trains 520 MMSCFD each with inlet scrubbers, TEG and molecular sieves dehydration, primary Joule-Thomson expansion and secondary turboexpander expansion, deethanizer and two Nuevo Pignone turbocompressors, furnaces, LNG pumps and all process equipment, emergency system, fire system, flare system, residual water treatment, air instrument, water and air auxiliary services. A normal production of 42-44 KBPD subject to gas conditions. Also responsible of a 400 MMSCFD onshore natural gas LNG refrigeration plant consisting of two trains 200 MMSCFD each with an inlet scrubber, TEG dehydration, a refrigeration cycle with propane chilling and York compressor - Solar turbine, this plant extracts heavy liquids gasoline and more heavier components in natural gas. Also responsible of two power generation units for all complex with industrial gas turbines. Co-wrote operational procedures for a successful ISO 9002 Compliance. Coordinated the successful shutdown and startup for maintanance planning and emergency. Acted as a Hot/Cold Work permit issuer for the facilities under my supervision when necessary.
Operation indexes of LNG San Joaquin Extraction Plant were: LGN production:44.0 KBPD, Cost: 0.51 $/Barrel. Residual water treatment plant was adequated to satisfy ambient qualification in Venezuela Country.
Participation in the investigation of 30" NURGAS pipeline Anaco-Barquisimeto gas supply spill, caused by directional drilling.
LPG Ule Plant Operation Supervisor
Petroleos de Venezuela GAS DIVISION, WESTERN ZULIA - VENEZUELA Dec 1997- Feb 2000
Managed all phases of the day-to-day operation, safety for all related equipment and personnel of a 45 KBPD LPG onshore fractionation plant. This LPG plant complex consisting of a LPG-1(8 KBPD) a fractionation plant (propane, butane columns) with a distillation tower boilers and furnaces, heat exchangers, etc., fed with rich LPG-oil from gas absortion at Tia Juana 1; a LPG-2 (32KBPD) fractionation plant also with all complementary process equipment, fed with LPG from Tia Juana 2 and 3 (17 and 15 KBPD) propane refrigeration compression plants and LPG-3 which is a deisobutanizer plant fully process equipped for all complex. Products are certified and send to storage in pressurized bullets, spheres for local market and refrigarated tanks for shipping at La Salina Terminal. Tia juana 1, 2 and 3 are offshore gas plants at lake Maracaibo - Zulia. During this period, LPG Ule plant had 40.0 KBPD LPG products production, recovered 3.0 KBPD LPG losses by implementation of vent feedforward control of depropanizer and debutanaizer columns. Operation procedures were developed for starting and shutting down process equipment of LPG plant for ISO 9002 Compliance. One performance test of LPG-1 plant was achived. 3 incidents were analysed. Also managed Commissioning and operating of a new contruction LPG-5 plant (200 MMSCFD, 12.0 KBPD capacity), consisting of absorption with DISOLAGO solvent and propane refrigeration.

Performance test of LPG-2 and LPG-3 plants due to recirculation and absorption gasoline project for an additional recover of 3.0 KBPD of LPG. Ethane, propane, and butane pipelines shutdown and startup procedures. Orifice specification meter. Shutdown and startup of propane, butane pipelines at LPG plant. Participation in Tia Juana 2 compresion plant shutdown for pipelines modifications. Loading and unloading inspection at La Salina refrigeration Terminal, Cabimas Zulia State. Performance test of LPG 2 and LPG 3 plants. Gas pipelines and vessels specifications. Ethane supply startup project and performance test to Pequiven El Tablazo at Zulia State. Propane line pigging. Gas and LPG balance. Participation at La Salina Refrigeration plant shutdown. Performance test of injection water pumps. Condensate drain lines test at compresion miniplants. Basic specification for ethane and propane supply to Pequiven El Tablazo. Flowmeter specifications.Valve selection for gas LPG and water services. Piping specification for gas and water services. Performance test of gas compresion plants and miniplants.
