I have participated in all phases of design and operations from pre-FEED through detailed design of numerous offshore structures and project engineering and management of operational projects with steadily increasing responsibilities. Responsibilities have included representing the client in the design and construction of deepwater drillships (Transocean and Global Marine), pre-FEED and FEED studies for the client in a large offshore development (Chevron, ExxonMobil), developing business and execution strategies for other onshore and floating and fixed offshore projects (Shell, Fluor, Aker, and McDermott), and as lead structural engineer for projects with difficult or unique installations, deepwater structures, remote locations, or other difficult impediments. I have extensive jacket and topside detail design experience for offshore in a variety of environments (cold regions, earthquakes, ice floes, severe storms, and tropical regions in the Gulf of Mexico, West Africa, Caribbean Sea, Caspian Sea, and Eastern Russia). Developed and patented method and apparatus for installation of offshore structures.
In addition to significant structural engineering, I have related engineering experiences in mechanical engineering (defined control-system equations, patented method and apparatus to track mooring lines through the sea column and through the seafloor soils, developing fiber-optic technologies for monitoring various aspects of pipeline engineering, developing motion-compensator for heave mitigation); naval architecture (working with classification societies; developing new techniques to reduce inertial forces in floating structures, studying hydrostatic properties, installing and upgrading stability software, and installing and upgrading motion-prediction software); and business development (product development, proposal preparation and presentation, business strategies, contractual negotiations).

Heerema Fabrication Group – Engineeirng; Houston, Texas and Zwijndrecht, NL (2009); Manager of Structural Engineering;
I oversaw the redundancies to reduce the staff of fourteen to six. Initiated development programs to standardized engineering procedures to enable the rebuilding of the structural engineering group. Participated in the FEED team for the StatOilHydro Gudrun jacket (109m W.D., 11,000 Te topsides, in the Norwegian North Sea) by leading the design and engineering efforts for temporary conditions, to assist in compilation of final FEED report, and to review the work portions of other team members. Developed conceptual concepts for shallow-water wellhead with equipment for the Dutch sector of the North Sea (Delta Hydrocarbons).
I accepted voluntary separation due to continued economic weakness.

I oversaw a staff of up to six national and expatriate civil/structural engineers and designers and eight engineering companies with Technical Services Agreements with CNL. Participated in planning of projects from 50MM to 1,000MM USD, from Phase I through Phase III engineering and design activities. MOBIL PRODUCING NIGERIA UNLIMITED, Lagos, Nigeria; (2005 through 2007); Sr. Structural Advisor (Contract);
Lead Structural Engineer for the Satellite Field Development Project and Well Slot Additions Program with combined budget of approximately $1 billion for the projects' development. Projects include additional satellite platforms and retrofit and upgrades to existing platforms. Lead Project Engineer on Edop 24-Inch Pipeline Segment Replacement Project for Exxon Mobil Nigeria for maintenance work to replace pipeline segment with all work based out of Lagos. I reviewed contractor construction procedures for pipelay vessels and their spread and for their operations in and around operating platforms and pipelines.
SHELL GLOBAL SOLUTIONS (US), Houston, Texas; (2002 to 2005); Sr. Pipeline Engineer;
Worked with Shell attorneys on business strategies, contract negotiations, and patent applications. Developed the technology to track mooring lines of pipelay barges and deepwater drilling rigs through the water column and into the seafloor soils. Developed the technique to prevent mooring lines from wrapping around installed seafloor appurtenances. Sold the research and development project to internal Shell customer with options to provide produced units upon successful deployment of the prototype. Prepared business plan to license the hardware and technique to third-party mooring installation company. Applied for a patent and patent was subsequently granted.
Developed business strategy, marketing plans, and technology plans to implement fiber-optic monitoring technologies into the operations and maintenance of offshore drilling and production risers and onshore and offshore pipeline monitoring. Developed strategic alliance with a small business that specializes in providing fiber-optic monitoring skills to the aerospace and oil and gas industries. Filed several invention disclosures and patent applications on the use and deployment of fiber-optic monitoring to characterize multi-phase flows within pipelines by the constituent parts, their individual densities, volumetric flow rates, and their velocities.

FLUOR CORPORATION, Offshore Services Division, Sugar Land, TX; (2000 through 2002); Principal Project Engineer
Worked with ExxonMobil (Mobil Cepu Ltd), on the Mobil Cepu Field development, North Central Java, Indonesia Worked as the engineering support coordinator for the development of a functional Invitation to Tender (ITT) for a mooring tower, yoke-moored FSO of 300,000 dwt in 33m water depth, 124 km off the Indonesian coast. Duties involved assessing contract package, preparing tender notices in conformance to Indonesian regulations, developing ITT packages to the FSO and mooring tower, 24-km of 20-in offshore pipeline into a lump-sum EPCI package. Participated in the development of an extensive scope of work definition, discipline specification coordination, and specialist interface meetings for an extensive offshore geophysical and geotechnical surveys to support the FSO ITT package. Researched, drafted, and coordinated technical responses and clarifications to bidder technical questions through the tender cycle. Reviewed and supervised the efforts of multiple engineering disciplines providing specifications and drawings to the ITT package.
Team reviewer and editor of a proposal to the Sakhalin Energy Investment Company to build oil and gas pipelines along the length of Sakhalin Island, Russia. Reviewed client ITT package, Bid Bulletins, specifications, and clarifications and reviewed team contributions for consistency in meeting requirements described in client documents.
OFFSHORE STRUCTURAL POLYMERS, INC.; Houston, Texas; (1998 through 2000); Founder
Invented, patented, and licensed an efficient thermoplastic structural foundation system to reduce the installed, the lift weights, and cathodic-protection requirements for offshore jackets and subsea production and valve-station units. Formed a limited-liability company and licensed the manufacturing and marketing efforts to third-party corporations.
CONSULTING CIVIL/STRUCTURAL ENGINEER; Houston, Texas; (1996 through 2000)
Project and structural engineering and project management contributions for the design and fabrication of the drilling packages onboard the Glomar Explorer, Glomar CR Luigs, and Discoverer Enterprise. Provided engineering support for the conversion of the Glomar Explorer to a deepwater drillship and with the construction of the C.R. Luigs deepwater drillship.
Analyzed and designed the conceptual design of a tubular derrick and its substructure for the Discoverer Enterprise. Managed the pre-FEED work on a tubular derrick onboard the Discoverer Enterprise and assisted with the installation concepts for its substructure, derrick, and drilling modules. Worked with the various engineering disciplines, regulatory agencies, and vendors of equipment, engineering services, fabrication services, and installation services to progress the project. Drafted schedules, scopes of work, and supporting contractual documents.
Designed numerous platforms in deep waters, shallow waters, and earthquake zones. Designed these jackets and decks; including the detailed hand checks of appurtenances and the computer analyses for fabrication, installation, transportation, and in-place conditions; for both domestic and international fields.
Civil Engineering project management, design coordination, and inspection services to supervise the construction of the infrastructure and development of two residential subdivisions totaling 80 acres and one commercial 40-acre subdivision. Additional infrastructure development work included structural engineering services for civil engineering firms and projects including a wooden railroad bridge at Hermann Park, Houston, concrete compressor foundations, renovations and upgrades for Class A and B office buildings, commercial buildings, and light industrial structures and other commercial and light-industrial steel structures in and around Harris County, Texas.
The commercial construction work included the extension of a commercial roadway, public water line, private sanitary sewer lines, and construction of a private wastewater treatment plant to serve over one million square feet of office/warehouse development on 40 acres.

Aker Omega, Inc. provides engineering services for the offshore oil and gas industry emphasizing the deepwater technologies. Responsibilities included management of engineering and design personnel, concept, feasibility, and detail design engineering of offshore platforms and floating drilling or production systems. The offshore platforms included forensic engineering of a deepwater, guyed caisson; FEED work on a deepwater tripod; and FEED and detailed-design of a two-piece, lifted, deepwater jacket.
THRONSON ENGINEERING CORPORATION; Houston, Texas; (1993 through 1995); Sr. Structural Engineer;
Coordinated budgets, manpower resources, and clients to meet their requirements and expectations. Conceptual, analytical, and design engineering and project management of the salvage, design, fabrication, and installation of offshore platforms. Engineered and designed foundations, process modules, and skids. Engineered and managed installation of offshore pipelines. Performed intact stability analyses of deck-cargo barges. Thronson Engineering Corp. provided engineering services to natural-gas transmission companies and engineering services to oil and gas companies engaged in onshore and offshore production of oil and gas.

Assessed the transportation infrastructure to supply Baku, Azerbaijan with equipment and materials to fabricate offshore facilities on the Caspian Sea. Assessed the amounts of equipment and materials required in the region and identified the various transportation options and required improvements. Assessed the infrastructure requirements to support the offshore development of the Sakhalin Island II project for Marathon Oil Company. Identified the types of facilities and the applicability of existing facilities to support the offshore project.

Coordinated and reviewed drafting assignments and monitored schedules and budgets. Supervised, coordinated, and assisted engineers on various projects. OCEAN SYSTEMS ENGINEERING; Houston, Texas; (1988 through 1989); Project Engineer;
Managed and participated in joint-industry project studying new methods to work over and maintain subsea wells. Researched and recommended new types of motion compensators. Tested an existing compensator to determine its attenuation capabilities. Designed hydraulic tools for use by ROV's. Ocean Systems Engineering, Inc., a subsidiary of Oceaneering International, Inc., reorganized and renamed itself Oceaneering Production Services, Inc. OPS specialized in designing and either leasing, operating, or selling tanker-based floating production systems.
Designed subsea tools for use by remotely-operated vehicles (ROVs), and have designed hydraulic circuits and specified fluid-transmission pumps for ROV propulsion and tools. Designed test procedures and instrumentation to test various military vessels for structural vibrations and fatigue damage. Designed test procedures for turbine-generator sets onboard nuclear submarines to test the responsiveness of their control systems.
NKF ENGINEERING; Annapolis, MD; (1987 through 1988); Project Engineer;
Developed and wrote programs, in FORTRAN on VAX/VMS 8600 and 8800, for finite-element analysis of geometrically-nonlinear marine risers for deep-sea drilling. Have written and debugged code, written in FORTRAN on VAX/VMS environment, for digital data acquisition and processing using singular-value decomposition to study the mechanical vibrations and acoustic signatures of U.S. Navy submarines. Have rewritten and debugged, in FORTRAN, naval architecture software for the intact and damaged stability of ships, semisubmersibles, and jack-up drilling rigs. Have rewritten, debugged, and analyzed software, in FORTRAN, for the hydrodynamic analysis of ships using strip theory.
Contributed to developing procedures to test a ¼-scale model of the US Navy's Seawolf-class attack submarine for its structural dynamics and radiated noise characteristics. Used MCS Nastran Finite Element software to test and evaluate test procedures. Final tests conducted in Lake Coeur d'Alene, Idaho.
Determined equations to model the control systems on the turbine-generator sets of Navy submarines. Wrote new test procedures for the turbine-generator sets. Tested U.S. Army hovercraft to determine reasons for fatigue failures in transmission supports. Tested U.S. Navy submarine models to minimize radiated noise.
