Coordinated consultant and contractor screening, capability analysis and selection. Supervised review and approval of specifications, basis of design, equipment bid evaluations, shop & field acceptance tests, layouts and connecting to existing facilities. This new facility has been successfully commissioned in early 2005. The conversion phase of this project is in progress.
Senior Plant Engineer (on several multidisciplinary projects) 09/99 – 04/01
Managed the concept definition phase of projects and overall project development, including production of execution plans, designs, procurement strategies and construction criteria. Responsibilities include management of the conceptual, preliminary and detailed designs of facilities based on approved Statement of Requirements (SOR). Additionally development of Scope of Work (SOW), specifications and basis of design for engineering consultancy (FEED) and construction tender packages (EPC). Coordination of tender bid evaluation and making recommendations for contract award to the Qatar Petroleum Major Tender Committee.
Coordinated the development of corporate engineering standards, procedures, engineering, and specifications. Mentored young Qatari engineers during their development towards target senior management positions.
The following are some key projects:
* Additional Slots at Khatiya North & Main to Connect New Oil Production Wells (US$ 6.9M)
* North Field Injection Station Flare Upgrade (US$ 4.3M)
* Spare Boil Off Gas Compressors for existing Propane and Butane Tanks (US$ 3.0M)
* Fuel Gas supply pipeline for Qatar National Cement Factories (US$ 1.1M)
* Consulting Package for Installation of Main Oil Loading Pumps at Fahahil (US$ 0.4M)
Coastal Aruba Refining (ex-EXXON Refinery), Aruba, Dutch Antilles 11/90 – 08/99
Turn Around Head of Engineering 6/97 – 6/99
Organised and managed a multidisciplinary team of 36 engineers, designers and inspectors to work on pre-turnaround and turnaround project activities in the refinery. The team was responsible for approximately 50 capital projects implemented during two major refinery shutdown. The pre-turnaround and turnaround activities included recruitment, training and indoctrination of additional personnel. Also, responsible for manpower management, design, document approvals, project specification, scope of work, material specification, detail engineering, material take offs (MTO) and tie-ins for several projects (approximately $45 million). Additionally, provide technical support on design and resolved technical matters during detailed engineering, procurement, fabrication, testing, installation and plant commissioning.
Lead Project Mechanical Engineer 6/93 – 5/97
Managed a multidisciplinary team of 12 engineers, designers and administrative staff responsible for financial evaluations, design, detail engineering, specifications, MTO, execution criteria, contracting, procurement, installation and commissioning of several. Coordinated, moreover, planning, progress reporting and cost control of several projects. Mentored junior, moreover, engineers as they developed into productive co-workers.
Senior Mechanical Engineer 11/90 – 5/93
Responsible for troubleshooting, repairing, modifying, specifying, selecting, installing, testing and commissioning of rotating equipment including heavy-duty compressors, pumps, blowers, and large electrical motors. Supervised, furthermore, design, repairs and modifications of heat exchangers, pressure vessels, furnaces, boilers and piping.
Refineria ISLA S.A. (ex-SHELL), Curaçao, Netherlands Antilles 08/85 –10/90
Senior Rotating Equipment Engineer
Responsible for condition monitoring, fault diagnosis, predictive maintenance and repair advise on rotating equipment systems. Managed, moreover, specification, selection, installation, testing and commissioning of rotating equipment such as heavy-duty compressors, pumps, blowers, and large electrical motors. Managed, furthermore, a team of 3 technicians responsible for rotating equipment vibration data collections.
Lago Oil (EXXON Refinery), Aruba, Dutch Antilles 08/82 – 07/85
Mechanical Engineer
Supervised selection, engineering, design, repairs, modifications of heat exchangers, pressure vessels and piping. Coordinated financial evaluations, design, engineering, specifications, contracting, procurement, installation and commissioning of small projects (less then $500,000).
OTHER KEY ACCOMPLISHMENTS
* Acted as manager for Maintenance (300 staff) and Project Engineering & Construction (30 staff) departments.
* Managed a fast-track project to replace two package boilers (150,000 T/D) and combustion systems. (approximate budget US$ 12M).
* Coordinated the project to increase the crude furnace tubes service life under high naphthenic acid operating conditions. Activities included upgrade of convection tubes, radiant tubes, cross-over piping and outlet piping (approximate budget US$ 7M).
* Supervised engineering, procurement and installation of internals of several fractionation towers internals within tight schedule (approximate budget US$ 5M).
* Lead the specification, selection, installation, testing and commissioning of two 2,500 BHP multistage refinery Vacuum Bottom Residue pumps (approximate budget US$ 4M).
* Implemented a mechanical seal standardisation and modification program reducing inventory costs and pumps leakage by 50% (approximate budget US$ 2.5M).
* Coordinated engineering, specification, rebuilding, modification, installation, commissioning and start-up of 3,000 BHP reciprocating compressor to maximise compression of 1000 psig hydrogen without exceeding the crankshaft, main bearings, synchronous motor and piston rod load limits (approximate budget US$ 2M).
* Developed and managed the metallurgical upgrade of two 12 MW turbo generator main steam condenser units. The original main condenser was failing prematurely (within one year) due to changes in the cooling water condition. This tube, tubesheet and channel material upgrade, increased the equipment run time from one year to over four years (approximate budget US$ 1.5M).
* Supervised the, selection and installation of T-28 John Crane dry mechanical seals at two refrigeration propane centrifugal compressors to replace existing oil film seals (approximate budget US$ 1M).
