Primary business unit focus was the development of API 570 and API 653 integrity analysis and promoting turnkey services from direct assessments of pipelines, P.O.L. Tank Farms, Facilities, and fuel terminal dispensing per ASME B31.3, ASME B31.4, MIL 1022-A, API 650, and other related codes/standards/regulations. Secondary focus has been on Design-Build of military site facilities and utilities. Managed office operations for full service engineering division in Decatur, Alabama. Developed operations plan for start-up office that produced revenues in excess of $2,000,000 during initial years with non-salaried indirect costs below $85,000. EOY earnings were profitable for 1997 and 1998 as well as the first quarter 1999. Reported directly to the principals for P&L goals and operations. Office consolidated with other operating units in 1999 as part of the sale of The Benham Companies to W.S. Atkins from 2nd Quarter 1999 to 1st Quarter 2000. Concurrent activities during this timeframe included project management and engineering for several projects with these business units.

Managed a variety of fixed cost process related projects for multiple clients throughout the United States. Delivery methods varied from Schedule A Packages to turnkey installations. Most projects involved design-bid-build delivery with construction administration activities. Projects ranged from under $50,000 studies or work orders to $30 million grassroots facilities. Also participated at project production level as the lead mechanical engineer and/or field services representative. Performed detailed design and specifications for process and facility equipment and piping. Emphasis in B31.3 piping, product handling, product storage, and thermodynamic systems for product control and optimization occurred throughout a variety of projects.

Mr. Whelan is the founder of Allied Process Services, Inc. since its inception in January 2004.
Project Manager – 2006 $120 million Pipeline Distribution Upgrade. APS Prime Contract
Mr. Whelan provided Project Management Consulting services to a major EPC firm to provide a FEED package to a major oil company to upgrade both crude and products pipelines for a major refinery expansion.
Project Manager/Senior Mechanical Engineer – 2006 Siplast Methyl Methacrylate Production Facility. APS Prime Contract
Mr. Whelan coordinated was the project manager and engineer of record for all mechanical design that included Hazardous Material processing to ASME B31.3 requirements, HVAC system for product quality that required a constant volume system with LEL monitoring, and general specifications of industrial equipment. Project included turnkey services to provide FEED package, financing options, procurement, design, construction management, and commissioning.
Senior Mechanical Engineer – 2005 Biomass Cogeneration Facility. APS Subcontract
Mr. Whelan performed engineering design for the material handling island of a 500 MW facility that processes of biomass to synthesis gas in a combined cycle system.
