4.01 2000 to 2002: CMS Energy Oil & Gas (West Africa)

Mainly occupied the IT & Telecommunications Manager position for Equatorial Guinea in a permanent family Basis. However, responsibilities included also providing support to other CMS African locations such as Cameroon, Tunisia, Congo and Telecommunications engineering and support for the Methanol Plant in EG (AMPCO)
Researched, designed and implemented advanced conventional mobile communications systems multi-channel /multi-group for CMS and AMPCO. Tuned and installed five Motorola VHF repeaters, base and hand held radios.
Managed a new 250ft self supported tower project.
Upgraded and maintained a satellite SCPC 512 kbps system.
Engineered and implemented three 768kbps and one 2xE1 microwave systems to house complexes and offshore drilling rig and platforms.
Mounted, in a joint effort with the local phone company, a BTS-GSM cell at CMS plants for cellular phones coverage.
Fixed wiring in communications rooms and offices. Documented / made over server room.
Relocated and fixed installation of a Meridian op11 PBX.
A frequency license contract was negotiated and signed with the local regulation entity GECOTEL. Inventoried and monitored VHF and UHF bands to choose the frequencies.

One of the main projects I was in charge of was the communications engineering and implementing of a housing project composed of 60 houses, clubhouse and other facilities. Designed the inside/outside structured cabling for Ethernet, CATV, telephone, internet access.
To provide such communications services, one MDF room as well as 12 sub-distribution frames were implemented with the most advanced and flexible structured systems. A combination of multimode fiber, coax and CAT5e cabling was utilized. Installed a Meridian PBX switchboard to provide local and USA phone access to each house. Mounted Ku band TV systems and distribute signal around the complex.
Managed the contractors.

Department management tasks, such as budgeting and expenditures control and monitoring.
Started electronic equipment inventories. Computers, networking and communications equipment, Printers, Hand held radios, Cell phones, TV subscriptions.

Installed the client for Orion (materials/warehouse system) and configured for Materials / Whse to participate and collaborate in the cataloging corporate process. Supported data import-exports from to the current system Ideas. Developed visual basic macros to format catalog down loaded files.

Implemented client's online access to the financial system Excalibur.

Deployed a massive PC/servers upgrade project, which included Novell to Server 2000 migration. Upgraded Lotus Notes server and clients to R5.

Configured Cisco data networks including 3600 and 1600 series routers as well as 29xx, 10/100BaseTx&Fx switches.
Maintained an existing Motorola 65xx frame relay voice/data networks.

Wrote a draft of a contingency and disaster recovery plan.

4.02 1990 to 2000: Conoco Ecuador Ltd. (Block 16 Exploration phase),
Maxus/YPF Ecuador Inc. (Block 16 development phase) and Repsol/YPF

As IT & Telecommunications Manager, I was supervising our outsourcing Information Technology contracts with the consulting firm Andersen Consulting for the applications area, OMNES for infrastructure and manage the Telecommunications Department.
After the merging with Repsol, starting in July 99, I was promoted to IT & Telecommunications Manager for both, Upstream and Downstream, which includes Exploration and Production (E&P), refining and marketing (R&M) and Gas (LPG), Therefore, worked in the re-organization and globalization of our information technology.
Some of the projects I lead in the IT area before Repsol-YPF merging are:
Implementation of the Commercial system SAP, production Database TOW, infrastructure refresh (Migration from Novell to Windows NT and token ring to Ethernet), New offices infrastructure and moving, Drilling Database DIMS for Windows, DBU Upstream Database and others.
In the Telecommunications area, lead projects such as the expansion of the Microwave backbone in the field, adding two well pads into the fiber optic network, expansion of the microwave communications to the field.

Department management duties such as budgeting, purchasing and expenditures control.
Managed the Y2K project for both IT and Operations.

While working in Conoco and Maxus, I was in charge of the following
Networking tasks:

Design, implement and manage fast growing Local Area Networks.
Novell 3.1x and 4.01 servers administration.
Electronic mail (Lotus Notes) implementation and Administration.
Fiber Optic link over two buildings.
Remote access and file transfer facilities.
LAN/WAN router links. Cisco routers configuration and maintenance.
LAN security and disaster recovery.

Participated in the implementation of the following platforms:

IBM RS-6000 platform for Seismic Analysis and later migration to SUN workstations.
Oracle 6 client/server configuration in RS 6000 and SUN workstation
IDEAS commercial system maintenance.
Alegro Oracle Production database.
During the development phase, while working for Maxus, I was assigned to manage telecommunications therefore managed projects such as:

128/64Kbps SCPC Satellite links between Quito, Dallas and the field.
Implemented a telephone network system composed by 6 PBX linked in Quito and the field with a global numbering plan and services integration.
VHF mobile communications systems.
UHF point to point digital 384Kbps, 128Kbps and 64Kbps links in the field.
Transportable satellite systems.
SCADA data polling radios for well's data collection.
Terrestrial medium capacity 2Ghz, 15Ghz, 23Ghz Microwave.
Fiber optic communications network in the field. About 120 Km of single mode fiber between 9 locations and several Multimode fiber LAN/voice applications
Path calculations, communications towers and equipment engineering, frequency licensing, etc.

4.03 1989 to 1990: IMC an IBM dealer.

As Technical Department Supervisor, I was responsible for various large electronics systems maintenance. I became heavily involved in the designing and implementation of large Ethernet and Token ring Local Area Networks.
Installed and administrated several Novell Netware servers.
Supervised a group of 5 technicians maintaining IBM PS/2, ACER and MITAC PCs and peripherals.

4.04 1987 to 1989: Centro de Computación. (IBM and Radio Shack dealer)

I was the Chief of the technical department. Maintained Electronic equipment such as PC and peripherals, small telephone switch systems maintenance.
Additional duties included installation of IBM 5250 and 3278/79 terminal emulation in few large government institutions.

4.05 1984 to 1987: CYEDE (Hewlett Packard dealer)

I started as a maintenance and troubleshooting technician of large Hewlett Packard computing systems such as plotters, removable and fixed hard disk drives, mini and personal not IBM compatible computers.
Maintained also Polaroid identification systems.
I was then promoted to the Technical department chief position.

4.06 1982 to 1984: RCV

Designed industrial electronic control systems such as automatic power transfer systems, frequency and voltage relays, DC stabilizers for medium and large generators.
