Abstract:
Abstract of the my Mphil research

This research is being carried out to improve the safety and reliability standard in the gas and oil industry. The LNG plant in Libya was taken a case study. The overall aim of the project is to undertake a comprehensive, integrated reliability and safety analysis, to reduce the likelihood of major industrial accidents from occurring, to minimise the consequences of a major industrial accident; and to ensure appropriate emergency planning procedures are in place.

The research is being undertaken in the following stages. The reliability of the plant is being modelled using the commercially available, maintainability, availability, reliability and operability simulation (MAROS) system. This is a discrete event simulation software package, developed primarily for the offshore industry that can be used to model the reliability, availability, and maintainability of any process system. This has been used to model the whole LNG plant using data from OREDA (Offshore Reliability Database) and from Agip (existing LNG), the plant's operators, as inputs. The differences between these databases, and the corresponding simulation outputs, are discussed. These outputs have provided estimates of plant reliability/ availability and helped to estimate failure probability of safety critical components. The simulation only considers the performance of the plant's equipment and does not deal with the behavior of the product and the chemical-process related issues. These have been addressed through a HAZOP study undertaken in conjunction with the operating staff.

The HAZOP study has allowed the identification of safety critical aspects of the plant where failures could lead to fire and/or explosion. Estimates of the probability of the hazards identified in Hazop occurring are found using fault trees.

Event tree analysis is then used to find the effect consequences on equipment, plant, neighbours and human operators. The modelling used for fire and gas explosions is described together with the assessment of their consequences. The reliability simulation output, the HAZOP study and fire and explosion of gas are thus combined with the fault trees and event trees into an integrated safety analysis and assessment for the LNG plant.
Finally, the risks are assessed and recommendations made for changes in operation and emergency procedures, and changes in maintenance procedures.
